00:05which is about to show the richness of our culture through local fabrics such as piña, abaca, and banana fibers.

00:14This is an opportunity for us to get to know more about the materials made in the Philippines

00:19and the history of our weavers and artisans.

00:22That's why this morning, we will be joined by the Director of the Philippine Textile Research Institute

00:27at the Department of Science and Technology, Director Julius Tejano, Jr.

00:33Good morning to all of you.

00:34For our fellow countrymen, Director, what is the Philippine Tropical Fabric Month

00:39and why is it important to celebrate it?

00:42The Philippine Tropical Fabric Month highlights our local textile innovation

00:47because we want to have a return to the excitement of our textile industry.

00:51And we highlight here not only the fabrics but also the materials we used

00:56such as the natural fibers that we mentioned earlier.

00:59So, we are raising awareness, at least among government employees,

01:03because this is the law that we use as our uniforms.

01:07The suit that Director Leano is wearing right now is beautiful.

01:09Where is it made?

01:10This green part is made from cotton bamboo which is part of our Kawai Yarn Program.

01:16It's a bamboo textiles R&D program that we developed.

01:20It's from the last two years and we tried to combine it with a local weave from Abra

01:25so that it also gets a little touch of culture in it.

01:28It's beautiful!

01:28It's beautiful because of its color, right?

01:30It shows the strength of the Filipino.

01:35It still has the silhouette of the barong.

01:36So, we want it to be mainstream because we want every government employee

01:41to also want to wear the local weaves.

01:43At the same time, the base fabric is our local fabric.

01:46It doesn't need to come from other countries.

01:48What are the benefits of using locally produced tropical fabrics

01:53compared to imported materials?

01:54Well, number one is the economic benefit

01:56because we want to have a renewed vigor in our local industry.

02:02Second is the creative side.

02:03You know, we keep on weaving it, we keep on producing it.

02:06So, it means that our communities that weave will also have an additional income.

02:11And of course, our sense of patriotism.

02:14You know, you use your local materials differently.

02:17Especially among government employees, civil servants,

02:20you use something that's really ours, locally ours.

02:24Well, Director, what is the role of local weavers and artisans

02:28in promoting the fabrics of the Philippines?

02:32It's funny because this new circular of the Civil Service Commission,

02:36at first, the concern of our law was only the fabric-based fabric.

02:41But because the combination with our local weaves is so beautiful,

02:46it was also included in our government uniforms.

02:49And we now are highlighting the local weave patterns.

02:52And if you look at it, there are so many, from Abra to Mindanao.

02:56They all reflect our culture, the diversity of our culture.

03:00So, we can see it in our fabrics.

03:02And now, we can see it in the clothes of our government employees.

03:07Okay, so there are a lot of agencies that will support this, sir?

03:11Yes, first of all, the Civil Service Commission,

03:13because of this new circular and the use of these fabrics.

03:17But there are a lot of interests.

03:19Actually, the problem now is how do we cope with those interests?

03:22Because it's a rush.

03:24But it's a nice problem to have,

03:26because it really gives us an idea of the vigor of our consumers when it comes to these fabrics.

03:32Actually, when the demand increases,

03:34a lot of people will order.

03:36Will our weavers be able to do it?

03:37They can do it because our weavers are increasing.

03:40The enthusiasm of our weaving communities is also increasing,

03:43which is part, of course, of the DOSC's program

03:45that also helps them to level up not just the quality of their output,

03:49but also the quantity of their output.

03:50Okay, Director, you said earlier that you are coordinating with different government agencies.

03:56Actually, the two behind you,

03:58you said that you are using them now in the House of Representatives.

04:02Those are the uniforms of the employees.

04:05Oh, wow! Which ones?

04:07The brown one.

04:09They were one of the first in this new cycle to be compliant with 9242.

04:14So, this brown one is part of our project with them.

04:16And you can see the government employees,

04:18I mean the employees of the House of Representatives wearing that over there.

04:21And then, of course, the Civil Service Commission will not be the last.

04:26We already gave the fabrics to them.

04:28So, they will also be coming up with their set of uniforms.

04:30NEDA is also on the way.

04:32And then, the DOST very soon.

04:34Okay. So, these polo shirts are really wearable?

04:36Tell us about that, sir.

04:38Actually, these three are our corporate T-shirts in PTRI, the DOST PTRI.

04:44But what we want to highlight there,

04:46and we were very successful in the last two years,

04:48is to use our local weaves as an accent to these fabrics,

04:52I mean to these T-shirts.

04:53So, otherwise, it's just an ordinary T-shirt, a white T-shirt.

04:56But when you put the weaves there,

04:58it becomes different.

05:00And we can communicate, actually, our programs better

05:04because they can see, ah, this is the patadjong.

05:06And otherwise, this was malong lang yan, eh, sa antike.

05:09Pero ginamit natin siya as an accent.

05:11Yung yellow is binakol from Avra.

05:13So, kitang-kita na gamit din siya for T-shirt.

05:15And for this year, we're very happy.

05:17We're going to Mindanao.

05:18So, yung magindanao inol naman po yung ating na gagamitin doon

05:21is the green and yellow one.

05:23At napakaraming kwento beyond the, you know,

05:25just the fabrics being used.

05:27Nakatawa, kasi pag nakita mo yung uniform,

05:29it's a point of conversation agad.

05:31So, napapag-usapan nyo tuloy, ah,

05:33tradisyon, kultura ng mga Pilipino.

05:35Nakakatawa, alam mo yung green one, yung green na nandoon,

05:37which will be our uniform for this year.

05:39Yung pattern pala niya is an inol pattern called lumbayan.

05:44And it's actually an illusion of a child in a cradle.

05:47So, napaka-rich nung kwento.

05:49May sarili siyang story.

05:50May sarili siyang kwento.

05:51And by that alone, alam mo, meron na tayo.

05:53As I said, you connect already to it, to your culture.

05:55You wear it every single day.

05:57And I think it gives us a boost of our being Filipino.

05:59Yes, you wear the story of being a Filipino.

06:03Yung nga yung susunod kong tanong, director.

06:05Kasi marami tayong kababayan nakatira na sa ibang bansa.

06:08At uuwi dito sa Pilipinas, gusto nila lang

06:10makapagdala ng ganitong mga fabrics.

06:14Papalik ng abroad para maipagmalaki nila.

06:16Dahil tinatanong yan ng mga foreigner.

06:18Kapag suot mo yan, talagang Pilipinong-Pilipinong tingin sayo.

06:21Saan po sila makakakuha nito?

06:23Saan po sila makakabili nito?

06:25Dalawang angle po yan.

06:26Pwede tela.

06:27Yung mga tela na po nato,

06:28meron na po tayo yung listahan ng mga weavers natin

06:31sa iba't-ibang location in the Philippines.

06:59to reach out to the Filipino diaspora,

07:01especially the United States.

07:03Kasi meron na rin po tayo yung Global Promotions Program

07:05in the DOST PTRI.

07:07So magkakaroon naman yung ating mga embahad

07:09at mga konsulado ng samples.

07:11So they could get a feel

07:13of what is actually developed in the Philippines.

07:15Ano mga aktividad gaugnay po

07:17ng Philippine Tropical Fabric Month?

07:19Tatlo pong malalaking cluster ng activities.

07:21One is our stakeholder engagement.

07:23Kinitipon po ng PTRI at ng DOST

07:25ang ating mga stakeholders

07:27mula sa footwear,

07:29mula sa handloom weaving,

07:31hanggang sa government agencies

07:33para po mag-usap-usap. That's number one.

07:35The second is yung ating launch of our facilities.

07:37We will be launching the very first

07:39Bamboo Textile Fiber Innovation Hub

07:41in Maramagbukidnon

07:43towards the end of the month.

07:45And, of course, a weaving center

07:47in the northern part of the Philippines,

07:49in Ilocos Norte.

07:51And the last one will be the 2025

07:53Philippine National Textile Convention,

07:56and it will be the second time it will be held.

07:58It's a coming together of people

08:00who are well-meaning

08:02and aligned to the programs

08:04for Philippine textiles.
