00:00The Department of Budget and Management, or DBM, is one with the Marcus administration's goal

00:04of providing as many incentives as possible to those who are in service of the nation.

00:09Thus, the agency approved the release of funds to help provide medical allowances

00:13to government workers. Noel Talakay has more.

00:19Bernabe, a senior citizen and a government employee, says he can feel that his body is

00:25in deterioration nowadays due to aging. However, he resists any visits to the doctor for fear

00:33he could not pay even for a checkup.

00:36He says his salary is enough to feed his family, pay the bills and support other daily or essential

00:59needs. With this kind of concern from the government employee will now be taken care

01:13of by the Department of Budget and Management, or DBM, as it recently approved the Medical

01:19Allowance for Government Employees Law Order Directive which takes effect this year. It is

01:26pesos every year. However, only certain government employees are eligible for medical allowances.

01:33Contract of service and job orders are not recognized as workers according to DBM's

01:39guideline. The DBM says the medical allowance can be used to cover or at least defy the cost

01:46for the Health Maintenance Organization, or HMO, policy for government employees. But this can be

01:54given as cash, according to the DBM, if government employees are paying directly to the hospitals

02:00such as emergency care, diagnostic tests, and medicine. For non-HMO government employees

02:08should have these three reasons for having difficulty in acquiring HMO. One is remote

02:15address location or one's community is in a far-flung area. Second, no HMO branch or company

02:23available. Third is the HMO application was denied. Meanwhile, DBM Secretary Amena Pangandaman

02:30expressed gratitude to President Ferdinand Marquez, Jr. for signing the medical allowance law which

02:36is not only for benefits but securing healthy manpower for government staffing needs and

02:42competence in the workplace. According to the Department of Budget and Management,

02:47the medical allowance is the fulfillment of a promise by President Ferdinand R. Marquez,

02:52Jr. who will unburden the medical and health expenses of every industrious government
