09:20who play a role in maintaining stability
09:23and supporting the growth of the Indonesian stock market.
09:27As our report to the Minister and Ladies and Gentlemen,
09:32the inauguration of this Indonesian Stock Exchange Trade Fair
09:35is an important start of the year.
09:39This momentum is a good start of support
09:42for the stock market activities in the new year,
09:45but it also strengthens the joint commitment
09:48to maintain the integrity, stability,
09:51and competitiveness of the Indonesian stock market
09:53in the midst of global economic challenges.
09:56The world's uncertain conditions
09:58can indeed be a great opportunity for the Indonesian stock market
10:02to show its high resilience
10:05as a reflection of Indonesia's national economy
10:08and the performance of the listed companies.
10:12The opening of the trade fair at the beginning of this year
10:15is also a good opportunity for us
10:18to listen to the President's instructions
10:21through the Minister of Finance,
10:23especially related to the financial services sector,
10:25including the stock market industry,
10:28which can play a more active role
10:29in supporting various government strategic programs
10:32and national economic growth targets.

10:39In line with Indonesia's national economic performance,
10:42various indicators of Indonesia's stock market performance in 2024
10:46show good growth.
10:49The IHSK in 2024, on 30 December,
10:53was closed at level 7,079.91,
10:56which fell by 2.6 percent from last year,
11:01but rose to 6,726.92 on 19 June 2024.
11:10The large gap of 1,200 points
11:14between the highest and lowest index levels in 2024
11:19reflects the extraordinary volatility of the global stock market
11:23as an impact on the global economy
11:27which is facing heavy challenges.
11:30The market capitalization value reached 12.3 trillion
11:35or grew by 6 percent,
11:38which compared to the national economy
11:41reached 56 percent of GDP.
11:45From the activity of fundraising in the stock market,
11:49199 general offers have been recorded
11:53with a total fundraising value of Rp259.24 trillion,
11:58including 43 new emitters
12:01with an IPO value of Rp16.68 trillion
12:05and a PUPS value of Rp41.77 trillion.
12:10In the carbon stock market,
12:12until 27 December 2004,
12:14a transaction volume of 908,000 tons of CO2 equivalent
12:20with a total transaction value of Rp50.64 billion.
12:25The number of single investor identification reached 14.8 million
12:30or increased by 22.21 percent year-to-date.
12:34However, we also see that there is still a lot of room for improvement.
12:39The LQ45 index,
12:40which contains the largest and most liquid stock
12:44and is usually referred to as a fund manager,
12:47global and domestic,
12:49actually weakened by 15.6 percent.
12:52The contribution of the stock market to GDP,
12:54although it grew,
12:56is still below countries such as India,
12:58140 percent,

13:02or Malaysia, 97 percent.
13:04The above shows that
13:06to realize the space and potential of capital market growth
13:10which is still very large,
13:12we need to strengthen our capital market ecosystem
13:15so as to increase the aspect of market integrity
13:20which is the main basis of a well-functioning and efficient capital market.

13:28positive capital market synergy
13:30is an important capital for us to support the target of national economic growth.
13:35Therefore, in 2025,
13:38the OJK and all stakeholders, including the SRO,
13:42are committed to implement various government strategic programs.
13:47These programs are focused on the strengthening and development of the capital market,
13:51one of which is by increasing the market depth,
13:54among other things,
13:56increasing the quantity and quality of companies recorded.
13:59This strategic program is implemented through various initiatives,
14:02including increasing the portion of free flow shares
14:06and encouraging companies with large capitalization to land in the stock market.
14:11Development of products, infrastructure, and new services.
14:14This program is implemented by increasing the role of investor institutions
14:19in the capital market and secondary in the capital market.
14:24In this context,
14:26we encourage the optimization of the use of asset-driven effects
14:29to support the liquidity of the implementation of the 3 million house program.
14:34Therefore, we are ready to encourage synergy to strengthen the scheme
14:38and ecosystem of asset-driven effects.
14:41We will also develop new products
14:44and optimize the use of existing capital market products,
14:49including carbon stock and ESG-controlled products.
14:53Third, strengthening of stock and investment managers.
14:56In this regard, strengthening of stock and investment managers
15:00is also a priority through increasing the capacity,
15:04management, internal control, risk management,
15:08and compliance of stock and investment managers,
15:11including information and operational technology security.

20:55to all shareholders of the Indonesian Stock Exchange

21:09We all pray that this new year
21:14will bring improvement,
21:17peace,
21:19and also safety
21:22as well as progress for Indonesia.
21:26The President also continues to convey
21:29that we should all enter the new year
21:34by raising our optimism
21:38in maintaining the entire Indonesian economy
21:43so that we can continue to be more resilient

22:09the 2024 period,

22:39of what the pressure will be like in the coming months.
22:43We all still remember
22:45the first quarter and the second quarter.
22:49As for us in the government,
22:53of course, everyone is aware
22:56that in the first quarter,
22:59there was a presidential election
23:02and a simultaneous election,
23:05a very large democracy in Indonesia.
23:09This year, 70 countries
23:11have also held elections,
23:14and Indonesia is one of the largest democracies in the world.
23:19We have completed it safely.
23:23In the first quarter,
23:26we all saw and warned
23:30about the climate change
23:33that will cause El Nino
23:36to be predicted to be very long.
23:39It has even started in 2023,
23:43so the government must take steps
23:47to help the people,
23:51especially farmers
23:54who are facing long dry seasons.
23:58Food assistance is provided
24:01as an addition to social assistance
24:04that is already in the APBN,
24:06budget assistance for the purchase of water pumps
24:10for the Ministry of Agriculture
24:13to be able to irrigate dry paddies,
24:17assistance for fertilizer subsidies
24:21so that farmers are guaranteed
24:25to be able to plant with existing fertilizer
24:29and affordable.
24:32On the other hand,
24:34in the financial sector,
24:37the price of letters,
24:40and the exchange rate,
24:43we, especially the Governor,
24:46must continue to face
24:49the pressure
24:52until the first semester.
24:55It is no wonder that Mr. Mahindra said
24:59that in the first semester,
25:01the stock price index reached the lowest this year.
25:07We feel that the first semester
25:11is a very heavy pressure.
25:15For us in the Ministry of Finance,
25:18the tax receipt,
25:21which was announced on March
25:24for individuals,
25:27and in April
25:29for companies,
25:32has shown very deep signs of correction.
25:38Our reception in the first semester
25:41experienced a very deep contraction.
25:44All of this is what we went through
25:48especially in the first semester.
25:51Only in August,
25:54we saw a little bit of
25:56the light at the end of the tunnel.
26:01Just a sliver of light.
26:04Hopefully, it wasn't a train that hit us.
26:08Indeed, there were some improvements,
26:13but then,
26:16the world was affected by political events,
26:21both in the Middle East
26:23and the election results in the United States,
26:28which had an impact on
26:33what will happen to the world's largest economy,
26:40namely the United States.
26:43Two weeks ago, we were warned
26:46that the United States could default
26:48because there was no agreement on the UN Security Council.
26:55We saw a lot of drama in the country.
26:58The UN Security Council was not agreed to
27:01which led to a change in the government.
27:04From the start, the French Prime Minister
27:07had to resign twice.
27:10The British government changed.
27:13In Germany,
27:15there was a lot of pressure
27:18because of the APBN.
27:22Therefore,
27:25the President told me
27:28to deliver a good forum
27:31to start the year 2025.
27:34For the first time,
27:37he came to the Ministry of Finance
27:40to see the closing of the APBN.
27:44Maybe he wanted to see
27:47how much money was there.
27:51But his visit was extraordinary
27:55because it was a work visit,
27:58not a ceremonial visit.
28:01So we worked as usual,
28:04closing the budget year,
28:06and then he came
28:09and even interacted directly with us
28:13and all the officials
28:16and gave instructions.
28:18Of course,
28:20around 4 p.m. to sunset,
28:23we told the President
28:26about the implementation of the APBN 2024.
28:33I was asked by the President
28:36to deliver the news
28:39that I told the President
28:43or the report that I told the President
28:46to share a little
28:49because the news was good.
28:52APBN, alhamdulillah, 2024,
28:56we closed it much better
29:00than what we reported in the first semester
29:03in the DPR and in the Cabinet.
29:10The acceptance of the country that I mentioned earlier
29:13in the first semester was under tremendous pressure and contraction.
29:17In the second semester, it started to recover.
29:20And at the end of the year,
29:23it even grew,
29:25although not high,
29:27but decent enough
29:29for a situation that was not easy.
29:32It grew since last year,
29:34although it did not reach the target
29:36because the 2024 target
29:37was made quite high.
29:41Spending, in 2024,
29:46through the APBN,
29:49there was a lot of spending
29:51other than what was planned
29:53and the spending was quite large,
29:55such as for voters,
29:57judges,
29:59for the development of the IKN
30:01which was accelerated enough
30:03for additional social assistance
30:07in the process of handling El Nino,
30:11including spending on food
30:14such as fertilizer, water pumps,
30:17so that spending, or APBN,
30:21continued to mitigate the impact
30:24and pressure in society.
30:27Therefore, spending grew high.
30:30In the Ministry of Finance,
30:33it even grew double digit
30:35and overall, it grew more than 6%.
30:41I have not been able to deliver
30:44because of a press conference
30:46at the Ministry of Finance.
30:48But because I was instructed by the President,
30:51so I had to spill a little
30:53this morning.
30:55I started to choose

31:00for our press conference later.
31:03However, I would like to say
31:06that the APBN deficit in 2024
31:11is close to the initial APBN law.
31:15This is an extraordinary result.

31:33we will close the APBN in 2024

36:09of the priority sector.
36:12Yesterday, Mr. President announced
36:14when he was in the Ministry of Finance
36:17that for the implementation
36:20of the HPP Law,
36:23the PPN 11 percent
36:26or in this matter,
36:28the calculation of the PPN burden
36:30has not changed.
36:32So,
36:34it is actually implicit
36:36because in the HPP Law,
36:38it has been enshrined
36:40that it is implicit
36:42to reduce the real burden
36:44for the society.
36:47However, on the other hand,
36:49the government in this matter,
36:51the President has asked us
36:53to announce the stimulus package
36:56as a form
36:59to reduce
37:00the impact of the implementation
37:03of the HPP Law,
37:06which is the increase of PPN 11 to 12.
37:09Even though the PPN is not increasing
37:12and only increasing
37:14for very selected items,
37:17the stimulus package
37:19has not been withdrawn, Mr. Mahendra.
37:22So, in this matter,
37:24we still provide the stimulus.
37:27If the request earlier
37:28is for the property sector,
37:31we provide
37:33the sales tax
37:35for up to 2 billion rupiah,
37:38100 percent,
37:40and for 5 billion rupiah,
37:43the house price,
37:45the first 2 billion rupiah
37:47will be paid by the government,
37:49and for the second semester,
37:51the sliding will be 50 percent.
37:53For the automotive sector,
37:55we have delivered
37:56incentives
37:58for the PPN,
38:00including
38:02for hybrid vehicles,
38:04electric vehicles,
38:06and hybrid vehicles.
38:08For MSMEs,
38:10if the MSMEs'
38:12annual income
38:14is less than 500 million rupiah,
38:17they will not pay the PPH.
38:21And up to 4.8 billion rupiah,
38:24the final PPH will be 0.5 percent.

38:31support for the community.
38:3450 percent electric discount
38:37for customers
38:39under 2,200 VA.
38:43That means that
38:45almost 94 percent of all customers
38:48in the Republic of Indonesia
38:50have received a discount.
