00:00Thank you for joining us for this round of news, here are the headlines.
00:23The head of the government, Aziz Arhanouch, presided over yesterday's government council.
00:28At the beginning of his work, the council examined and adopted four decree projects.
00:33Details in a few moments.
00:39It is now official, the German legislative elections are scheduled for February 23rd.
00:46President Frank-Walter Steinmeier announced this Friday the dissolution of the parliament.
00:53The first Senegalese Prime Minister, Ousmane Sonko, was at the National Assembly today
01:03for his General Policy Statement.
01:07He announced a project to abrogate the amnesty law of former President Macky Sall
01:13and the withdrawal of all foreign military bases.
01:17Welcome, ladies and gentlemen, the head of the government, Aziz Arhanouch, presided over yesterday's government council.
01:30At the beginning of his work, the council examined and adopted four decree projects,
01:37one of which sets the list of exceptional vacancies that magistrates and the list of sick people benefit from,
01:45with sick leave of medium and long term, the same source specifies.
01:50The second decree project sets the conditions of attribution of an amnesty to the officials
01:56in charge of the supervision and the implementation of continuous training and improvement
02:03organized for the benefit of the relevant cadres of the Ministry of National Education.
02:08The third decree, as for him, sets the minimum legal wage in agricultural and non-agricultural activities,
02:16while the fourth decree modifies and completes the project relating to the application of the tax on the added value
02:24as stipulated in the title 3 of the General Tax Code.
02:30In this same dynamic, Abdelatif Ouarbi, Minister of Justice, presented on Thursday in front of the government council
02:37an exhibition on the implementation of proposals relating to the revision of the Family Code.
02:44This exhibition was presented in accordance with the Royal High Instructions during the work session
02:50presided over by His Majesty King Mohammed VI on December 23 at the Royal Palace in Casablanca
02:56and dedicated to the issue of the revision of the Family Code.
03:00This is what the government spokesman, Mustafa Baytas, said at the end of the council.
03:08Less than 100 proposals have arisen from the consultations conducted by the institution
03:14in charge of the revision of the Family Code, enriched by auditions with civil and religious institutional actors.
03:23A reform to traditions and modernity seems to be the way forward.
03:28On how to consider the implementation of the proposals of the Family Code project by the Moroccan society,
03:34let's listen to the analysis of Charafat Afaylal, President of the Parity-Equality Forum.
03:42First of all, I would like to underline that we have received with great satisfaction
03:48the great values of this reform, which have been revealed by the Minister of Justice.
03:52We are delighted with the progress that has been made after a broad consultation
04:01and the participation of all the members of society, from different political and social backgrounds.
04:09Now, the ball is in the court of these members of society to play their role,
04:16fully their role, in order to raise awareness of the very important scope of this reform.
04:22Now, it is the role of the members of society, of the women's movement, of the democratic movement,
04:30of all the associations of human rights, of civil society, to fully play their role,
04:36in order to avoid any deformation, any drift that could arise during the implementation of this reform.
04:43So, as long as we have pleaded for the reform, it is our role now to plead to explain,
04:50to demystify certain concepts, certain nuances, so that society learns from this reform and adopts it.
05:01More than 3,300 licenses have been awarded and the bar of 4,000 tonnes of production has been exceeded.
05:08In Morocco, the National Agency for Regulation of Cannabis-Related Activities has presented its annual report today,
05:16in which ANRAC tells us that there has been no infringement this year regarding regulation in force.
05:24Some positive notes that push ANRAC to commit to doubling efforts in 2025
05:30to consolidate initiatives and even guarantee operators
05:35optimal conditions of accessibility to international markets.
05:40With this in mind, let's listen to Mohamed El Gherouj, Director General of ANRAC.
05:44Today, within our board of directors, we have presented the accomplishments of 2024
05:52and the 2025 action program.
05:54For 2024, we have presented all the business actions with the institutions,
06:01concerned ministries and local authorities to supervise, accompany farmers and investors
06:08and to supervise them above all to respect regulatory provisions.
06:14This year, there was almost 4,000 tonnes of production on a surface area of 2,169 hectares.
06:22It should be noted that no infringement in terms of non-compliance with regulatory provisions has been recorded.
06:29For 2025, we have also presented an action plan,
06:33which is mainly based on the reconstruction, continuity of actions and operations,
06:38in the framework of support and above all control,
06:41but with a focus on the acceleration of the structuring and development of the cannabis sector
06:47and the strengthening and consolidation of the competitiveness of the national product.
06:53What does ANRAC's annual report offer?
06:56Here is an answer with Rabih Redouane, President of the Moroccan Association for the Use of Cannabis.
07:04We can say that they were more than satisfied
07:06because the fact that they put in place this agency system on traceability,
07:15on no infringement and the beginning is very difficult.
07:19I congratulate ANRAC for this role that has been carried out.
07:24We have a record time, I would say two years,
07:28and above all a start-up of a machine that will take off with good conditions.
07:34The Greeks who came here, what I applaud is that we have moved on to Abledia.
07:41A large part of Abledia is 50%.
07:43This is something that we have talked about before
07:49and above all to focus on this product, which is original from Morocco,
07:53and which will make a unique product in the world.
07:58As a medical side that interests us, it is true that it is an opening.
08:02Here, what was already among the things that we talked about and asked for
08:08is to set up a national laboratory,
08:12especially dedicated to the quality of cannabis that will be for the medical.
08:18Because you know very well, it requires much more, much more sophisticated analysis
08:24and this will give us a unique and better quality
08:28and above all the overseas countries will have access and the ease of access to these products.
08:35It remains on the quality, now we have done the production,
08:38we have tested all the products, the machine is in operation.
08:44Now with all the projects that we do in the world,
08:48it is the quality that comes last and that is what Abledia is doing.
08:53It is a very good idea that was realized and well managed,
08:57half of Abledia and this is a really, really miraculous thing
09:05and I applaud that.
09:07And that's what will give the demarcation of Morocco,
09:11which stands out with this product, to the international
09:14and that there will be no competition in this direction.
09:18Israeli strikes targeted on Thursday sites controlled by the Houthis in Yemen
09:24in Sanaa airport where the OMS boss was located,
09:28at least six dead, according to insurgents.
09:31The Director General of the World Health Organization, Tedros Ghebreyesus,
09:35was at the airport in the capital at the time of the bombing
09:39and informed SYRIX that he was safe and sound.
09:42The OMS boss is part of a delegation that went to Yemen
09:47to try to free 17 UN members detained by the Houthis
09:52and point out the catastrophic health situation of the country
09:56at the brink of a civil war.
10:02At least 45 people were killed yesterday in several Israeli raids
10:06on the Gaza Strip, according to different Palestinian sources.
10:10The directors of the Kamal Adwan hospital,
10:13one of the only still operational in the north of this Palestinian territory,
10:18had launched an appeal last Monday
10:21to the international community to intervene urgently
10:25before it was too late.
10:27According to data from the Hamas Ministry of Health,
10:30more than 45,000 Palestinians, mostly civilians,
10:33were killed in the Israeli military campaign.
10:40The German legislative elections officially anticipated on February 23.
10:45President Frank-Walter Steinmeier announced this Friday
10:50the dissolution of the parliament,
10:52a decision awaited after the imposition of the governmental coalition
10:56of the Chancellor Olaf Scholz
10:58and the vote of confidence lost by the latter.
11:02Political stability in Germany is rightly a great asset,
11:06according to the polls, the conservative opposition
11:12is a major favourite of this scrutiny
11:14in front of the extreme right party, AfD,
11:17and the social democratic party, SPD, of Olaf Scholz.
11:25It is a new episode in the political crisis
11:27that shakes the Republic of Korea.
11:29Since the failed attempt of the president,
11:32failed to establish martial law,
11:34Prime Minister Han Duk-soo,
11:36interim head of state,
11:38was in turn dismissed today by the deputies.
11:42The vote took place under the loud protests
11:46of the deputies of the ruling party
11:48who began to sing and raise their fists
11:50as a sign of anger on the 192 deputies who voted.
11:56192 voted for the dismissal.
11:58Announced the president of the National Assembly,
12:01the Minister of Finance, Choi Sang-mok,
12:06who is now in charge of the interim head of state.
12:10This is the first dismissal of a president by interim
12:14after that of the president-in-chief
12:16in the history of the Republic of Korea.
12:21Direction of Spain, more than 10,400 migrants
12:25died or disappeared at sea
12:28while attempting to reach the Spanish coasts in 2024.
12:33A year marked by a record migratory influx
12:36in the archipelago of the Canaries
12:38according to a report published by a Spanish NGO on Thursday,
12:42which coincides with the day
12:44when the Malian authorities announced
12:46that some had disappeared in a new shipwreck.
12:50This year has become the deadliest
12:52since the Spanish NGO Caminando Fronteras
12:56which records the number of deaths
12:59and 58% higher than that recorded by the organization last year,
13:04which reported 6,600 immigrants
13:07dead or missing on migratory routes to Spain.
13:14In Senegal, Prime Minister Rousseff
13:16made his statement of general policy today,
13:20a very long speech,
13:21nine months after taking office,
13:24named last April by President Bassirou Dioumaïfaye,
13:27his second, who made him elected after his invalidated candidacy.
13:31The head of the Senegalese government is waiting
13:34on several topics, such as unemployment,
13:37young people, the high cost of living,
13:40the economic situation of the country,
13:42or the consolidation of Senegalese democracy.
13:45In front of the deputies, he announced a project
13:48to approach the amnesty law of former president Macky Sall.
13:54Let's go to Mali,
13:56where the 4th edition of the Forum of Humanitarian Actors was held.
14:01They mobilized to create an action synergy
14:05for the benefit of the largest number of people in need.
14:09The account was made with our correspondent, Mbembe Danyoko.
14:12In four editions, the objectives of Solidariste 2023 have not changed.
14:17To federate strength and competence
14:20to work to relieve people
14:22in need in a country like Mali,
14:25which is going through a multidimensional crisis.
14:28It is especially for us to allow within this organization
14:33to strengthen the capacity of the associations.
14:35We know that the associations individually taken
14:38are very weak in terms of human resources,
14:41in terms of financial resources.
14:43So the objective for us is to go to an organization
14:47that allows to put all the humanitarian associations together
14:50and to be able to work in a real action synergy
14:54in order to impact in any case all that we have, we undertake.
14:59This forum brings together several organizations
15:02working in different areas of the humanitarian.
15:05For the organization, the fighters of cancer,
15:08it is an asset to belong to such a forum
15:11given the setbacks that it can have.
15:14We are a group of victims,
15:16but we also help other victims.
15:19So, if we get together in forums of this kind,
15:24we get to know each other, to recognize each other,
15:28to make a big group.
15:30As we always say,
15:32the union makes the force.
15:35So united, we are stronger.
15:37Created in 2023,
15:39to especially provide assistance to the many victims
15:42of the security crisis in the center of the country,
15:45the young organization Pivot d'Espoir
15:47hopes that the coordinated actions
15:49will relieve the number of displaced.
15:51We come from the center, we are here in Bamako,
15:54but it is important that we try to federate our energies,
15:58to gather around a framework,
16:00a framework of reflection,
16:02to really try to help our parents
16:04who are really living in a catastrophic situation right now.
16:07So far, joint actions in favor of the sinister floods
16:11have been carried out all over the country.
16:17And it's time for the guest of the big news.
16:20Today's focus is on this cold wave
16:23that Morocco and the whole region of North Africa know,
16:27with our guest Saïd Karouk,
16:29Professor of Climatology at the University of Hassan II in Casablanca.
16:33Hello to you, Professor.
16:35Hello and hello to all the media viewers.
16:41So, Morocco is preparing for a cold wave
16:45with snowfall that will also lead to a drop in temperature
16:49throughout the country.
16:51How do you explain this phenomenon?
16:55Well, it's simply a North African flood
16:59that comes from Siberia,
17:02but passing through Eastern Europe.
17:05This flow of intensity
17:09comes to us anyway with a cold,
17:12which is very important for us
17:14as a Mediterranean African country.
17:17We are very sensitive to this cold.
17:19And so it penetrates the country
17:21on the north side,
17:25on the south side,
17:27on the middle of the square,
17:29on the upper square.
17:31It even reaches the oasis
17:33of the Moroccan Sahara.
17:37This is very beneficial
17:39for the Sahara region.
17:41It will feed the water points
17:45in these regions.
17:47And it's a good thing.
17:51And what are the causes of this cold,
17:53in your opinion?
17:55So, it is an atmospheric circulation
17:59called meridian.
18:01Meridian is an undulating circulation
18:06that comes globally from the west to the east,
18:10but it undulates
18:12with planetary ridges
18:14and valleys that follow.
18:16And these are situations
18:18that have developed
18:20due to global warming
18:23and due to the specific distribution
18:27between the ocean
18:29and the continent
18:31of the energy balance.
18:33Thus, the ocean is much warmer
18:35than the continent.
18:37And from there,
18:39the meridian will begin to undulate.
18:41This did not happen
18:43during the cold seasons.
18:45But due to this planetary warming,
18:47this circulation
18:49was already established
18:51in 2006
18:53and it gave the return
18:55of the rains
18:57and floods
18:59in the northern hemisphere
19:01in a general way.
19:03Today,
19:05we are in a phase
19:07where there is a lot of wind
19:09and the anticyclone
19:11is weaker than before.
19:13And from there,
19:15these flows
19:17become undulating.
19:19If this circulation persists
19:21and these undulations
19:23continue to come
19:25from the north,
19:27not from the northeast,
19:29it would be a good thing
19:31for the return of water
19:33to the north.
19:35This will give
19:37hope to the Moroccans
19:39and to the Europeans.
19:43Why does this phenomenon
19:45affect all the countries
19:47in North Africa?
19:49Because it is global.
19:51It is a planetary wave.
19:53It is called a planetary valley.
19:55A planetary valley
19:57is very large.
19:59Its width
20:01is several
20:03hundreds,
20:05sometimes thousands of kilometers.
20:07It affects
20:09all of North Africa,
20:11not only Morocco.
20:13In Morocco,
20:15it comes through Algeria.
20:17Algeria is much more
20:19affected by this cold
20:21than we are,
20:23but the atmosphere
20:25has no borders
20:27and it moves in waves.
20:29The Saharan areas,
20:31whether in Algeria or Morocco,
20:33receive snow
20:35in an exceptional way
20:37compared to the normal
20:39of these regions.
20:41This is a very good thing
20:43for water resources in these regions.
20:45If this atmospheric
20:47circulation persists,
20:49will there be a return
20:51to Morocco?
20:53Theoretically, yes.
20:55The
20:57zonal circulation
20:59is not
21:01the case now.
21:03The zonal circulation
21:05prohibits frontology
21:07in our regions.
21:09On the other hand,
21:11the meridian circulation
21:13does not allow the cold
21:15to reach the planetary valley.
21:17The water
21:19contained in the Moroccan atmosphere,
21:21which is hot,
21:23is forced
21:25to return to the ground
21:27because of the cold.
21:29From there,
21:31the water returns.
21:33These situations were
21:35generalized between 2006
21:37and 2016-2017
21:39globally in Morocco,
21:41but also in the
21:43northern hemisphere.
21:45If this
21:47planetary valley or this
21:49circulation persists,
21:51we will have a good return
21:53of rain, let's hope.
21:55Yes, if the valley persists.
21:57If the meridian circulation
21:59takes a long time
22:01during this winter period,
22:03it must be beneficial.
22:05All this is beneficial.
22:07All this also
22:09with, of course,
22:11the question of the current cold wave
22:13affecting the countries of North Africa.
22:15Sayid Karouk, thank you.
22:17I remind you that you are a professor of
22:19climatology at the Université de Casablanca.
22:25This concludes
22:27this edition.
22:29We continue with the Ivory Coast
22:31at the meeting of
22:33Théo Ténénat,
22:35a student who transforms
22:37the residues of nat
22:39into plastic, into a real
22:41work of art through
22:43oil-painted portraits.
22:45He gives life to these
22:47abandoned materials.
22:49Mel Berchel and Ferdinand Kouakou
22:51present their discovery.
22:53On his horse,
22:55faces take shape,
22:57but what catches the eye
22:59is the support of his works.
23:01Plastic nats are recovered
23:03from deforestation sites.
23:05Jules Théo Ténénat,
23:07a student at the Master of Plastic
23:09at UNICEF, redefines
23:11the codes of contemporary art.
23:13For me, these plastic nats
23:15are elements that are part
23:17of the current life of the
23:19people.
23:21Among these elements,
23:23I was attracted
23:25by the nats
23:27and this support
23:29that I used
23:31to be able to
23:33transcribe the messages
23:35that I want to convey.
23:37Originally from Korogo,
23:39in the north of the Ivory Coast,
23:41Jules Théo combines his artistic talent
23:43with a social approach.
23:45Through his works,
23:47he connects the populations
23:49affected by deforestation
23:51and the homeless,
23:53while raising the issue
23:55of recycling.
23:57I am an intermediary
23:59between the homeless,
24:01the homeless and the other
24:03members of the community.
24:05Through my paintings,
24:07I relate the difficulties
24:09and the problems
24:11that these people face
24:13throughout their daily lives
24:15He mixes vivid colors
24:17and unexpected textures,
24:19seduces art amateurs,
24:21attracting more and more
24:23curious and collectors.
24:25There are ordinary paintings
24:27that we like, that we see everywhere,
24:29but we are not used to seeing
24:31these paintings made with
24:33the materials of his country,
24:35of his origin, of his African side.
24:37This is what attracts me
24:39the most about this artist
24:41because he recycles
24:43He works with a lost tool
24:45that brings back to life
24:47what is nature.
24:49Jules Théo Ténéna does more than paint.
24:51He tells a story,
24:53transmits a message
24:55and celebrates human resilience.
24:57A proof that even in this abandoned
24:59assembly, there is an unlimited potential.
25:03Back in the kingdom,
25:05ladies and gentlemen,
25:07snowfalls are expected
25:09from Saturday to Monday
25:1110 to 40 cm of snow
25:13are expected
25:15at heights exceeding
25:171,500 meters,
25:19according to the General Direction of Meteorology.
25:21They will concern the provinces
25:23of Middelt, Asilal,
25:25Beniménal, Tinrir, Alhawouz
25:27and Ouarzazate.
25:29The same phenomenon is expected
25:31during the same period in the provinces
25:33of Ifran, Chichagua, Tarroudant
25:35and Boulevard.
25:41And it is on this note
25:43of Meteo that we end this newscast.
25:45Thank you for following it.
25:47The news is brought to you by BDR TV Africa.
