00:00The President just signed the lack of more than 6 trillion Pesos in the 2025 National Budget after it was approved by the Bicameral Conference Committee.

00:11This includes the controversial fund for the acquisition of the DSWD, which was the first to leave the version of the Senate,

00:19as well as the budget of the Office of the Vice President, which has not been added.

00:24Ma'am Gonzales has the story.

00:26Before the approval of the Bicameral Conference Committee, the lack of more than 6 trillion Pesos in the 2025 National Budget,

00:34there was a long discussion on the fund for the acquisition of the DSWD, which was the first to leave the version of the Senate.

00:43However, the Bicameral Conference Committee reversed it, where the version of the Senate and Camera were unified in the budget.

00:49But in the version of the Bicameral Conference Committee, the fund was reduced to 26 billion Pesos from the 39 billion Pesos allocated by the Camera.

00:57It can now be used not only by Congressmen but also by Senators.

01:02We made the guidelines clear for this because before, this was just a House initiative.

01:09For a co-equal body and for transparency, the Senate also has a chance to help through ACAP.

01:22Ma'am, is it correct that 21 billion for the House and 5 billion for the Senate?

01:28More or less like that.

01:29We can have rearrangements now with the Senate. We're looking forward to that. We were supported by the Senate.

01:36For Congressmen, 21 billion is for ACAP while 5 billion is for Senators.

01:42However, it still depends on the need of the legislator and it is under the fund of the DSWD.

01:50The fund of the Office of the Vice President remained at 733 million Pesos.

01:56Because until the end, there was no formal or informal request from the OVP to add their fund.

02:02The Office of the Vice President still had a chance to help.

02:08They have a social services allotment of 600 million Pesos that they can use for that.

02:16They did not lose it. They are still capacitated.

02:20BICAM also released the 74 billion Pesos subsidy for PhilHealth in 2025.

02:25This year, the transfer of PhilHealth's excess funds to the National Treasury became controversial.

02:31It was assured that the fund was raised by important agencies,

02:35particularly in Social Protection, Livelihood, Health, Education, and Disaster Response.

02:41Based on the BICAM report, some of the agencies that added funds when it came to BICAM

02:47are the Department of Public Works and Highways, the Department of National Defense, and the Camera.

02:52The Office of the President also added more than 5 billion Pesos for the fund to become 15 billion.

02:59Some increase in the budget that the Senate did not give to the sector of education, for example,

03:05was reduced to 45 billion to the DepEd, CHED, and SUCs.

03:09Some senators did not sign the BICAM report.

03:12I will not sign the budget BICAM report, but as soon as I know what my or our votes will be,

03:21I will inform the good Finance Committee Chair and Senate President.

03:27According to Senate President Cheese Escudero,

03:29the BICAM panel tried to follow the plan of the President regarding the national budget.

03:34Our fellow countrymen were given a big mandate by the President

03:38to fulfill his promises, plans, and visions for our country.
