00:00Some groups are pushing for the Congress' budget to increase to more than Php 50 billion.

00:08Some members of the BICAM could not say where the additional funds from the Congress came from.

00:15They clearly stated that it did not come from the subsidy that was removed from PhilHealth or from the funds allocated to the DebtEd.

00:22Tina Panganiban-Perez was on the scene.

00:25Some groups outside the House of Representatives protested against the changes to the 2025 budget

00:34after it was approved by the Bicameral Conference Committee.

00:38They are pushing for a reduction in the funds for education and services,

00:43as well as the increase in the Congress' budget.

00:46That is why we are calling for the Bicameral Conference Committee to return this version.

00:53This can be done by the current Senate and Congress because they really have the power to do this.

01:02In a statement, ACT-Teachers Partylist Representative Franz Castro said

01:07that the funds removed from social services should be returned

01:12and remove the pork barrel that was used in infrastructure projects

01:17as well as the huge increase in the camera budget of more than Php 17 billion.

01:23In the 2025 budget approved by the Department of Budget and Management in July,

01:29the DBM increased to Php 31.29 billion for the entire Congress.

01:36But in the Bicameral Conference Committee, it increased to Php 50 billion.

01:42If we look at the camera budget, the DBM increased to Php 16.345 billion.

01:50But in the approved version of the Congress, the camera budget doubled

01:56to Php 33.67 billion plus Php 17.3 billion.

02:04The budget of the Senate approved by the DBM was only Php 12.83 billion

02:10after it passed the Bicameral Conference Committee.

02:14It increased to Php 1.1 billion and increased to Php 13.93 billion.

02:20Senator Mig Zubiri was also surprised by the progress of the Congress' budget.

02:25We were just surprised. I mean, that's the general sentiment of almost all the members of the Bicam.

02:30None of the members of the Bicameral Conference Committee

02:35can say where the increase in the budget of the lawmakers came from.

02:39I'm not privy to, although I'm in the Bicam as where it was really taken,

02:45but when you look at the budget, we also take particular interest in how we do it,

02:52balance it with all. I cannot pinpoint. I don't think it's from DepEd.

02:57For sure, it was done during the Bicam.

03:02So, I'm not privy to the details and where it was taken,

03:06but definitely, it went through the sound discretion of the technical working group.

03:13What's certain is that the funding given to the Congress

03:17did not come from the subsidy removed from PhilHealth or removed from the Department of Education.

03:23No, not at all. What was taken from the subsidy,

03:26like as previously explained, was used for the completion of the

03:30continued construction of the Philippine Cancer Center,

03:33the completion of the Mega Hemodialysis Center in the National Kidney,

03:38the continued expansion of the Lung Center of the Philippines,

03:41the continued construction of specialty centers in various regional hospitals.

03:47They also explained why the Congress needed additional funds.

03:52As you can see, we are doing a lot of new structures and buildings,

03:57like for example, this People's Center.

04:00And let's not also forget that the number of members of Congress is increasing.

04:04Unlike the Senate that has a stable number of 24,

04:08we continue to increase when new districts are created

04:12and the party list allocations are also increased in number of seats.

04:16So, this only goes to show that we're really addressing the requirements

04:21and needs of the Congress when it comes to the work that we are doing.

04:27We are still trying to get the leadership of the Camera and the Senate

04:31regarding the increase in the budget of the Congress.
