01:02In a statement, ACT-Teachers Partylist Representative Franz Castro said
01:07that the funds removed from social services should be returned
01:12and remove the pork barrel that was used in infrastructure projects
01:17as well as the huge increase in the camera budget of more than Php 17 billion.
01:23In the 2025 budget approved by the Department of Budget and Management in July,
01:29the DBM increased to Php 31.29 billion for the entire Congress.
01:36But in the Bicameral Conference Committee, it increased to Php 50 billion.
01:42If we look at the camera budget, the DBM increased to Php 16.345 billion.
01:50But in the approved version of the Congress, the camera budget doubled
01:56to Php 33.67 billion plus Php 17.3 billion.
02:04The budget of the Senate approved by the DBM was only Php 12.83 billion
02:10after it passed the Bicameral Conference Committee.
02:14It increased to Php 1.1 billion and increased to Php 13.93 billion.
02:20Senator Mig Zubiri was also surprised by the progress of the Congress' budget.
02:25We were just surprised. I mean, that's the general sentiment of almost all the members of the Bicam.
02:30None of the members of the Bicameral Conference Committee
02:35can say where the increase in the budget of the lawmakers came from.

03:41the continued construction of specialty centers in various regional hospitals.
03:47They also explained why the Congress needed additional funds.
03:52As you can see, we are doing a lot of new structures and buildings,
03:57like for example, this People's Center.
04:00And let's not also forget that the number of members of Congress is increasing.
04:04Unlike the Senate that has a stable number of 24,
04:08we continue to increase when new districts are created
04:12and the party list allocations are also increased in number of seats.
04:16So, this only goes to show that we're really addressing the requirements
04:21and needs of the Congress when it comes to the work that we are doing.
04:27We are still trying to get the leadership of the Camera and the Senate
