The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Monday, Dec. 9, said the week will start with rainy conditions due to scattered rains and thunderstorms brought by three weather systems.

PAGASA Weather Specialist Rhea Torres said there are no low-pressure areas (LPAs) or tropical cyclones within the country’s area of responsibility as of Monday, but the shear line, intertropical convergence zone (ITCZ), and northeast will bring cloudy and rainy weather.

00:23First is the Northeast Monsoon or Hanging Amihan.
00:26It is affecting the northern Luzon area.
00:30It will hit the cloudy skies with rain in Cagayan Valley and Cordillera Administrative Region.
00:40And here in our latest satellite image, we can see the line of clouds affecting the southern Luzon area.
00:48So this is where the cold and hot winds will hit.

00:53And we can see that it will bring heavy clouds to a large part of the southern Luzon area.
01:00So let's expect heavy rain in a large part of the northern Luzon.
01:07Meanwhile, here in Palawan, Visayas, and Mindanao,
01:11we can also see thick clouds that will bring heavy rain to a large part of Visayas and Mindanao,
01:19just like in Palawan.
01:20This is the Intertropical Convergence Zone or ITCC.
01:24And we can expect that it will bring heavy rain to a large part of the southern Philippine area.
01:32Because of the three weather systems that are affecting our country,
01:37it will bring heavy rain to a large part of our region.
01:40In the next few days, this shear line may continue to bring heavy rain.
01:46So tomorrow, there may be more areas that will experience heavy rain due to the effect of the shear line.
01:53Meanwhile, tomorrow, the effect of the Intertropical Convergence Zone in Visayas and Mindanao may continue,
02:00but the areas that will experience heavy rain will decrease.
02:06We know what the weather conditions will be like here in a part of Luzon.
02:12So we mentioned earlier that the Northeast Monsoon and the shear line are affecting a part of the Luzon area.
02:19So particularly here in Cagayan Valley and in the Cordillera Administrative Region,
02:25the sky will be cloudy and there will be light to moderate effects of heavy rain.
02:33Meanwhile, in Quezon and other parts of the Bicol Region area,
02:40as well as the provinces in Rizal, Laguna, Batangas, Marinduque, Romblon, and Oriental Mindoro,
02:49the weather will be cloudy today,
02:51except for the areas that will experience heavy rain due to the effect of the shear line.
03:01And in a large part of Luzon, particularly in Ilocos Region,
03:05in a large part of Central Luzon, here in Metro Manila, Cavite, and Occidental Mindoro,
03:12although it will be partly cloudy,
03:14the chances of sudden or immediate rainfall will be high,
03:21due to isolated thunderstorms, especially when it comes to the afternoon or night.
03:26So to our countrymen who are going out of their homes,
03:29let's just put on an umbrella or any kind of rain cover,
03:33and let's monitor the thunderstorm advisory issued by our Pag-asa Regional Services Division.
03:39For the temperature forecast for the neighboring cities here in Luzon,
03:43the maximum temperatures will be slightly lower
03:47because we expect that the weather will be cloudy in a large part of the Luzon area.
03:52Here in Tuguegarao, the maximum temperatures are expected to be 27°C,
03:57and 30°C for the outside.
04:01The maximum temperature for Baguio will be 16°C to 23°C.
04:08Here in Metro Manila, it will be 24°C to 31°C,
04:1225°C to 30°C for Legazpi City,
04:15and for Tagaytay, it will be 21°C to 29°C.
04:21For the weather forecast for the neighboring parts of our country,
04:26here in Palawan, Visayas, and Mindanao,
04:28as we mentioned earlier,
04:30due to the effect of the Intertropical Convergence Zone,
04:33we expect that the weather will be cloudy all day long,

05:37Rainfall can reach up to 100 mm in the next 24 hours,
05:44particularly in the provinces of Aurora, Quezon,
05:48Camarines Provinces, Catanduanes, Albay, Sorsogon,
05:52Northern and Eastern Samar, Dinagat Islands,
05:56Marinduque, Oriental Mindoro, and Palawan.
06:01The areas mentioned in yellow are the areas where it is possible to experience heavy rainfall in the next 24 hours.
06:08Highly susceptible areas are those in low-lying areas
06:13or areas near rivers,
06:15where it is possible to experience flooding,
06:17as well as landslides,
06:19especially in highly susceptible areas.
06:22So, double caution to our countrymen in the areas mentioned in yellow.
06:28As for the situation of our ocean,
06:31we have forecasts of high waves in the coastal areas of the Northern Luzon
06:36and Eastern Seaboards of the Central Luzon,
06:39particularly in Batanes,
06:41along with Babuyan Islands,
06:43in the coastal areas of Isabela,
06:45Northern Aurora,
06:47and also in Ilocos Norte, Ilocos Sur,
06:49in the northern portion of La Union,
06:51and in Western Pangasinan.
06:54High waves can reach up to 5 meters.
06:57So, it is dangerous to go there,
06:59especially for our countrymen who have small cars for the ocean
07:03and our future fishermen.
07:05So, we are cautioning the mentioned areas or our countrymen
07:10not to go to the areas mentioned in yellow.
