00:00We will discuss the important role of digitalization in improving public services.
00:06In this book, we can be a guide on how we can transform government processes
00:11to be more efficient, transparent, and accessible for everyone.
00:15We will be joined live by the book author, Dr. Rainer Villasenor
00:20to share ideas that can help in the advancement of modernization.
00:25Good morning and welcome to Rise and Shine Philippines.
00:28Hi, good morning!
00:30Actually, we are both from Phobasia.
00:32Oh!
00:34And of course, congratulations on your first ever book, The Digital Dilemma.
00:39We want to know you more.
00:41How did you start writing this book?
00:44When did you start?
00:46Almost more than a year ago, before I decided to start with my doctorate,
00:53so about two years ago.
00:55We're actually required to submit a research topic.
00:58Okay.
00:59And I was wondering what part of public administration we should talk about.
01:05And I think because of the pandemic, we had a realization that
01:09digitalization is a core part of how government services must evolve.
01:14So when I realized that and I did some reflection,
01:19a lot of us, if not most of us, have experienced problems,
01:24either in a long line, or in a process that we don't understand.
01:30But we really can't talk about it.
01:33So I said, if I'm going to write a book,
01:36I think it's a book that can help the government, the people, and the institutions that we have.
01:43Okay, how was the process?
01:45How did you construct this book?
01:47What were your inspirations?
01:51First, personal experience.
01:52Okay.
01:53Because as a businessman, an entrepreneur,
01:58I experienced securing permits from SEC registration or even DTI.
02:05And as a driver, I also renewed my license.
02:11As a Filipino, I also applied for a national ID,
02:14and I also applied for a passport.
02:16So those experiences were my inspiration to start writing.
02:22And while I was writing and talking to people,
02:26government officials, regular citizens,
02:29that's when I realized that the conversation is getting deeper.
02:35Actually, I read a portion of the book,
02:37and you talked about the costs of long lines, going back and forth to the government.
02:45So why do we really need to digitalize processes in the government?
02:50The effect on the people of the country of long-term processes,
02:58is that we won't be able to notice if we have a certain comfort in life.
03:04Like what they say, check your privilege.
03:07If we are the ones lining up in government offices,
03:14we have cell phones, we are waiting.
03:17Sometimes, we even have coffee cups.
03:19But most of the people who need to leave work to get an ID from the government,
03:26they lose their income that day,
03:29or they spend more because of the inconvenience of waiting for a long time.
03:34Did you know that the majority of Filipinos expect passive income?
03:39This is what we call a side hustle or racket.
03:43It's like an online seller who sells this and that.
03:47And there's nothing wrong with that because they are paying their taxes.
03:51What happens is that they don't have the time to spend on those things.
03:58Because they are in a queue, they are having a hard time, and so on.
04:02But that doesn't mean that the situation in the Philippines is bad.
04:06In fact, in the latest United Nations studies,
04:09we jumped a lot of places from 80 to 49.
04:12We're now ranked 49 in the e-participation index.
04:16And what that means is what the Marcos Administration is doing,
04:20together with the DICT Secretary Ivan Uy,
04:23and our friends in the DICT,
04:27the United Nations and Filipinos are seeing that we are gradually improving the type of service.
04:37Okay, alright.
04:38So, on a layman's perspective,
04:41if I'm a member of the mass, how will I relate aside from the lived experiences here?
04:46Will I learn something from this book?
04:48Because seeing the title of the book, which is The Digital Dilemma,
04:52Why Government Services Must Evolve,
04:55how can I help?
04:57Is there a shared responsibility?
04:59Yes.
05:00Tell us more.
05:01What we're showing here is that in all of the things we're talking about,
05:05the evolution of government services,
05:08what the book shows you is that as citizens,
05:12we also have a responsibility to help our government.
05:16Not just because of paying the right taxes, following the laws,
05:20but because it's our regular approach to government policies.
05:25What the book shows you is that in all of the things we're doing to change
05:31or improve the systems of the government,
05:34what we're seeing here are the government frontliners
05:38who are implementing the changes.
05:40That's what we should not forget,
05:43that we also need to give them training,
05:47and proper information dissemination campaigns,
05:52because if they themselves are not convinced,
05:55and they don't have the confidence that this is for the good of the services they're providing,
06:01we'll have a hard time.
06:03As regular citizens, what this book shows you is what a local government unit is doing,
06:10let's say the likes of from Makati City here,
06:13or from Quezon City in Metro Manila,
06:15to as far as, let's say, Iligan City.
06:18We can see that the digitalization of government services
06:22is not just about what you're doing in your own place,
06:26because this should be connected to the government's work,
06:30and the same goes for provincial governments,
06:33local government units like cities and municipalities,
06:36because if they don't talk,
06:38we won't realize that we should talk seamlessly,
06:45not just to people, but to the system that we have.
