00:00A Bar-Ministry of Social Services in Development and Development Bank of the Philippines reached an agreement
00:07to quickly distribute financial assistance to beneficiaries,
00:12particularly in geographically isolated and disadvantaged areas or GIDA.
00:18This is what Rod Laguzan reported.
00:22Fast assistance for beneficiaries while allowances for social workers.
00:28This is what the Bangsamoro Region in Muslim Mindanao agreed to in its push
00:32for digitalization in the distribution of various financial assistance
00:36for beneficiaries of social services programs
00:39such as Unlad Pamilya Bangsamoro and Lingkod Pamayanan programs.
00:43This includes the payment of fees to parasocial and daycare workers.
00:47This is through the addition of the Bar-Ministry of Social Services and Development
00:51Memorandum of Agreement
00:53together with the Development Bank of the Philippines
00:55to speed up the disbursement through PESON and electronic fund transfer.
01:00The first phase of the program has already started.
01:03This is where the allowances for social workers will be distributed.
01:06As explained by the DBP, this can be done more easily
01:09especially for the so-called BARM workers
01:11who have existing bank accounts
01:13which can be easily transferred using the system of the DBP.
01:16In addition, the payment of cash for the so-called allowance has already been exchanged.
01:20After this, the second phase of the program
01:22is for the beneficiaries of their social services program
01:25especially for those who live in geographically isolated and disadvantaged areas or JIDA.
01:31This is a new campaign for the expansion of financial inclusion.
01:35We're exploring a manner by which beneficiaries can have their own card,
01:41a customized card to be issued to them individually
01:46where cash assistance can be transferred and they can withdraw that.
01:52She also provided the social preparation needed for the BARM workers
01:56such as having documents and being accepted in this process
02:01together with the agreement that the transaction fees will be deducted
02:04for the use of the fund transfer for this purpose.
02:06With respect to the transaction fees between BARM and the DBP,
02:10we've agreed to keep it minimal.
02:13It's a fixed peso net fee.
02:15It's a fixed electronic fund transfer fee.
02:17So that's the only transaction fee and administrative cost
02:21that BARM will shoulder from out of their operating expenses.
02:26This is more effective and cheaper compared to other e-wallets.
