00:00It's as if there's no rest for those who were struck by the typhoon Marse in Ilocos Norte.
00:05Some returned to the evacuation center because of the typhoon Othel.
00:09And from Pagudpud, Saksi Live, this is Darlene Kai.

00:18Pia, the wind and rain that we're experiencing here in Pagudpud, Ilocos Norte,
00:23where the signal number 3 was high earlier,
00:26the residents were evacuated from a low-lying area and stayed near the sea.
00:35It's a gloomy and rainy season that we experienced in Ilocos Norte past 11 o'clock this morning.
00:40The situation is the same in different parts of the province because of the typhoon Othel.
00:44In many places, the effects of the typhoon are still being foreseen.
00:48One of them is the seawall of Barangay Poblacion 1 in Pinakanapinsala in Pagudpud.
00:53I used to build this road, but when the typhoon Marse hit,
00:57you can see that the road was damaged, the cement was crushed,
01:02and the seawall here in Barangay Poblacion 1 was also destroyed.
01:07One of the residents of Pagudpud was affected by the typhoon Jocelyn.
01:11The 60-year-old house where she grew up has been erased
01:15after the typhoon Marse destroyed it.
01:17Now, they are preparing for the typhoon Othel.
01:20It's hard, ma'am. It's really hard. We don't have a house.
01:43The typhoon Marse did not save the elementary school where they grew up.
01:48The reading centers and clinics were destroyed,
01:51and other parts of the school were also hit by the typhoon.
01:54My heart is broken because all the children go to this school.
02:03After the typhoon Marse, the students were not able to go to school because it was not safe.
02:09The students of Pasaling Elementary School were not able to go to school for two weeks,
02:13so they were given modules.
02:16Of course, ma'am, Marse is strong. They said Othel is stronger.
02:20We are afraid that our school will be destroyed, ma'am.
02:26What can we do, ma'am? Of course, the children are poor.
02:29The State of Calamity in Pagudpud was not recovered because of the typhoon Marse.
02:34The problem is that the Calamity Fund is gone.
02:37There were promises and funds given by various agencies and senior officials.
02:47What we are waiting for is the implementation of rehabilitation here.
02:56Our mayor is talking to the senior officials to give us additional funds.
03:05DRRMO, police, barangay and EFB personnel are helping to evacuate the people living by the sea.
03:11All those who have been evacuated, please come here to Amapit Apartments.
03:17This is the location of the local government unit of Pagudpud.
03:22But the municipality still needs to look for other safe evacuation centers
03:26that have not been affected by the past typhoons.
03:29We are waiting for the typhoon to come because there is still hope.
03:33In Kalasyao, Pangasinan, the officials of Barangay LASIP,
03:37which is one of the barangay houses there, are staying at home.
03:39Some residents are already moving their belongings.
03:43In that area, there was a typhoon, but here in Pusud.
03:47The amount of water in Maruse River is also being monitored.
03:55The provincial government of Ilocos Norte remains alert.
03:59Here in Pagudpud, residents are already evacuating to the towns of Adams and Bacarapia.

04:13If the residents stay in the evacuation center for too long,

04:22Yes.
04:27Pia, that is one of the things that the MDRRMO and other LGU officials are monitoring here in Pagudpud.

04:37proper physical distancing is being done.
04:41And they are making sure that the residents in the evacuation center will not spread the disease.
