00:00Comelec has discovered a new way of walking to attract more voters in some places.
00:06And the barangay certificate is being used here.
00:09Watch Sandra Aguinaldo.
00:15Level up the flying voters.
00:17That's what Comelec called the new way of walking in the election of 2025.
00:24It's like we made flying voters upgraded.
00:27Upgraded because it was overwritten by a legitimate document.
00:33The legitimate document is the barangay certificate that proves that a resident lives in a place.
00:41Many of the registrants are transferees or voters who moved to other places using the barangay certificate.
00:49What I'm doing as a politician is to borrow money from the voters.
00:55If I don't have an opponent here, I will lend you P2,000. That will be a big help.
01:01If I need it, I will return it.
01:03For example, in one place, they increased P4,000.
01:07That's unusual.
01:09If the increase is that big, that's enough to elect a mayor.
01:13That's even enough to elect a congressman.
01:17Comelec is investigating several places after receiving reports of flying voters.
01:24This Wednesday, the disqualification case was filed against a barangay chairman in Cagayan de Oro City,
01:31where they were asked to issue a barangay certificate to non-residents who live in the barangay
01:39so that they can register as voters of the barangay.
01:44The barangay chairman was surprised by the allegations.
01:47He said on GMA News Online that he did not use any illegal means to force the residents to register as voters.
01:57The increase of voters in their barangay is only due to the public's call for Comelec and other agencies to participate in the election.
02:06A while ago, a senator complained about the increase in the number of voters in San Juan City.
02:13Comelec is now looking into it.
02:15They will also conduct a preliminary investigation and call the barangay leaders.
02:20They can face criminal charges.
02:23The commission will also consult with the Department of Interior and local government for possible administrative cases.
02:30According to BILG, Secretary John V. Cremulia, they can investigate this matter.
02:36Through the automated fingerprint identification system,
02:40Comelec also monitored that there are twice or more registrations.
02:45Even if there are more registrations, they will remove half of them.
02:50Their oldest registration will remain because the right to vote is guaranteed by the law.
02:58Comelec has no power.
03:00They can just remove the names from the list.
03:03According to Comelec, there are more than 68 million registered voters in the 2025 national and local elections and in the Bangsamoro elections.
03:12If the voters of some places in the country are biased,
03:16Comelec is not happy that there are only 1.2 million registered voters abroad.
03:22It's very low.
03:23Maybe because it's a midterm election.
03:24The only reason why it's increasing is when it's a presidential and vice presidential election.
03:30We expect that it will increase in 2028.
03:33For GMA Integrated News, I'm Sandra Aguinaldo, your witness.
