00:00The Council for the Welfare of Children called for the protection of the rights of children during the calamity.

00:14The Council for the Welfare of Children called on the local governments,

00:17particularly those places that were hit by the typhoon,

00:20to ensure the safety and rights of children,

00:22pregnant women and lactating mothers who are currently being evacuated to evacuation centers.

00:27According to Radio Pilipinas, CWC Executive Director Angelo Tapales,

00:31it was also given the task of local government units

00:34to implement the comprehensive emergency program for children or CEPC

00:38of the Department of Social Welfare and Development,

00:41which is also in accordance with Republic Act 10821 or the Children's Emergency Relief and Protection Act.

00:46During emergencies, of course, everything is focused on saving lives.

00:51Many people forget about the rights of children and this is where the bad people attack,

00:57whether it's violence against children, sexual abuse, whether it's offline or online,

01:03and all kinds of exploitation.

01:07That's why I ordered the DSWD to develop the comprehensive emergency program for children,

01:17the CEPC as it is called.

01:19This comprehensive emergency program for children,

01:24it should be implemented by our LGUs.

01:27This program includes the establishment of an evacuation center that is safe for pregnant and lactating mothers,

01:36including children,

01:38as well as transitional shelters for orphans, separated and unaccompanied children.

01:46It is really included there,

01:47and the prohibition of AFP, PNP, and local government units

01:52to double the supervision of children during emergencies.

01:57That's what the law is ordering.

01:59Meanwhile, Usec Tapales also ordered that, if possible,

02:02evacuation centers should not be used in schools

02:05so that the children's education will not be affected after the quake.

02:09The CWC appealed to our LGUs that during the calamity,

02:12we should double the supervision and assistance to the well-being and rights of the children.
