Israel has failed to meet U.S. demands to allow greater humanitarian access to the Gaza Strip, where conditions are worse than at any point in the 13-month-old war, international aid organizations said Tuesday.

00:00A deadline set by the United States for Israel to increase the flow of aid into the Gaza
00:04Strip has arrived, and international aid groups are giving Israel a failing grade.
00:10In a letter last month, the U.S. gave Israel 30 days to improve the situation.
00:15It called for a dramatic surge in the flow of badly needed food and supplies, and it
00:20said that military support for Israel could potentially be curtailed if there wasn't
00:25improvement.
00:26Eight aid groups, including Oxfam and CARE and other major providers, say that Israel
00:32has come nowhere close to meeting the goals outlined by the U.S.
00:36They accuse the Israeli army of hindering deliveries and failing to provide security
00:41for them to operate.
00:43Israeli officials say they've made a genuine effort to improve things.
00:47They've announced a number of moves in recent weeks, that includes the opening of a fifth
00:52border crossing meant to increase the flow of goods into Gaza.
00:57They say that aid agencies are doing a poor job of distribution, and they accuse Hamas
01:02and even criminal gangs of stealing aid.
01:06Israel and the Biden administration have been at odds over the humanitarian situation in
01:10Gaza for much of the war, but with only two months left in his term, it's unclear whether
01:16President Joe Biden is willing or able to take any action against the Israelis.
