00:00The Commission on Elections is now closed to those who are posting campaign posters for the 2025 national and local elections.
00:09But the Metro Manila Development Authority insists that they have the right to back this up and to vote for whoever will contest.
00:18This is what Louisa Erispe wrote.
00:22Have you seen tarpaulins or posters of candidates who are protesting on the streets?
00:28Or have you noticed billboards with the faces of politicians?
00:35The Commission on Elections said that for now, it's better to be patient because they are still keeping their eyes closed to the small or big numbers of those who are starting campaigns for the 2025 national and local elections.
00:49Premature campaigning is no longer prohibited.
00:53The posters on the streets with their big faces, or what we see on social media, radio, television, and newspapers, those are not yet campaigning.
01:04There is no premature campaigning for now. And because there is no premature campaigning for now, there is no violation of the election law.
01:13But if the Commission on Elections is closed, the Metro Manila Development Authority insists that they have the right to back up the posters of candidates for the NCR.
01:23Especially if it's on the property of the MMDA or the government's structure.
01:29Including the posters on the posts, buildings, overpasses, and any government property that is owned by the MMDA.
01:38The posters are not allowed there. If there is a violation, they will be fined up to Php 5,000 per poster.
01:47Even if there is no election, as long as there is a poster on our streetlights, we will remove it.
01:53No matter what the size is.
01:56Some are small, some are big.
01:58It is prohibited to hang anything, whether political or commercial advertisements, on the posts owned by the MMDA.
02:10Because it's not just the posts. We also have parks, benches, sub-offices, and backwoods that are owned by the MMDA.
02:21It is prohibited to put any posters or advertisements there.
02:27For now, Comelec will allow the discarding of the MMDA.
02:31But Anya, it's a different story when the formal campaign period started.
02:36The MMDA can now remove or backlash because it is under the mandate of the MMDA, especially the obstructions, especially on the pedestrian,
02:48obstructions on traffic. For example, it is under the mandate of the MMDA at the moment.
02:54But we will intervene when the campaign period starts.
02:58In addition to this, Comelec and MMDA reached an agreement to assist in maintaining the preparations for the election.
03:07Under the Memorandum of Agreement, the MMDA will allow the commission to use CCTV cameras, body cams, radio, and even their mobile command center to monitor the election.
03:20MMDA officials are also ready to help if Comelec needs it.
03:25Louisa Erisbe for Pambansang TV in Bagong, Philippines.
