00:36At 5 o'clock, a heavy rainfall warning was issued by Pag-asa this afternoon.

00:43Heavy to intense rain will be experienced tomorrow afternoon until Thursday afternoon in Isabela.

00:49Moderate to heavy rains in Cagayan, Apayao, Calinga, Abra, Mountain Province, Ifugao, and Aurora.

00:56Strong winds will be experienced in Catanduanes.

00:59Stronger rainfall will be experienced Wednesday afternoon until Friday afternoon.

01:05Intense to torrential rains will be experienced in Isabela and Cagayan.

01:10Heavy to intense rains in Apayao, Abra, Calinga, Mountain Province, and Ifugao.

01:15Moderate to heavy rains in Ilocos Region, Benguet, Nueva Vizcaya, Quirino, and Aurora.

01:22Strong winds will be experienced in Quezon, Batanes, Polilio Islands, Camarines Province, and Catanduanes.

01:29Our countrymen in Northern and Central Luzon will not be able to rest in the rain, wind, and possible floods in the next few days.

01:38Because of this, the storm is expected to be 780 km east of Virac, Catanduanes.

01:47Strong winds of 95 km per hour will be experienced in the middle of the day.

01:51Strong winds of 115 km per hour will be experienced in Belize.

01:59Possible landslides in Northern or Central Luzon on Thursday afternoon or Thursday night.

02:07Even if there are some rains that are experienced in other parts of Luzon,

02:11according to Pagasa Hydromet, the water level is decreasing in different dams in Luzon.

02:18Dams that may be affected in Nueva Vizcaya, Quirino, Isabela, and Cagayan are still far from the spilling level.

02:24The same goes for Angat, Ipo, Lamesa, Ambuklao, Binga, San Roque, and Pantabangan, which remain at the normal high water level.

02:32Even though the inflow is high, the water level is decreasing in these dams.

02:37Gradually, the water level will decrease below the river systems.

02:43It will take a long time before it is full and it will not affect the flow of rivers.

02:52In addition, if it rains heavily, the upcoming typhoon Siofel,

02:56according to DOST Pagasa,

02:58the upcoming typhoon can bring 100 to 200 mm of rain within 24 hours.

03:08The reason for the floods in Isabela and Cagayan areas,

03:14particularly Cagayan River and Pinakanawan River,

03:18is because of landslide-prone areas.

03:21According to the Office of Civil Defense Region 2,

03:25if the coastal areas are evacuated,

03:28more than 6,000 families will be affected by the upcoming typhoons

03:35from the 362 barangays of Cagayan, Isabela, Quirino, and Nueva Vizcaya.

03:42From the riverbank, landslide-prone coastal areas,

03:46which were first affected by the wind, rain, and floods.

03:50The OCD is assuring that the food is sufficient,
