00:00Hello everyone, I am delighted to see you in this new Carrefour d'Information.
00:20It's time for the big news and we start with the headlines.
00:23Arab and Muslim leaders converge in Riyadh for an extraordinary Arab-Islamic summit on the current situation in Gaza and Lebanon.
00:33Morocco is participating. The head of the government, Adi Zahnouch, arrived yesterday evening to represent His Majesty King Mohammed VI at this summit.
00:45It is time to show that global cooperation is not dead.
00:53This is the call of the UN climate boss, Simon Steele, in Baku, where the COP-29 was opened, a COP weakened by Trump's return to business.
01:05Countries do not doubt that Donald Trump will bring the United States out of the Paris agreement.
01:15To follow on our channel and an excerpt in this newspaper, the special interview that Median TV made with Xavier Driancourt,
01:30former ambassador to France in Algeria, for his book The Algerian Enigma, which he came to present in Morocco.
01:38And we start this newspaper in Riyadh, where the extraordinary Arab-Islamic summit has opened today.
01:50A summit intended to examine the developments of the situation in the region.
01:55The light of the pursuit of the Israeli war against Gaza and Lebanon.
02:00The head of the government, Adi Zahnouch, arrived yesterday evening to represent His Majesty King Mohammed VI at his arrival at the international airport of King Khaled.
02:10Adi Zahnouch was welcomed by His Royal Highness Prince Mohammed bin Abdulrahman bin Abdulaziz, Vice Governor of the Riyadh region.
02:19The head of the government will be accompanied at this summit by the Minister of Foreign Affairs, Nasser Bourit.
02:30Other leaders of Arab and Muslim countries have begun to arrive in Saudi Arabia for this summit,
02:38devoted to the war that Israel is waging in the Gaza Strip and Lebanon.
02:43It will be a question of continued Israeli aggression in the Palestinian territories and Lebanon.
02:50It is in these terms that the official Saudi agency, Faisal bin Farhan, head of Saudi diplomacy,
02:58had called for the holding of this summit in view of a new international alliance aimed at encouraging the creation of a Palestinian state.
03:08The Arab-Islamic summit takes place a year after a similar summit, Riyadh, of the Arab League and the OCI,
03:15during which the Arab and Muslim leaders had condemned the actions, I quote Barbar, of the Israeli forces in Gaza.
03:29Meanwhile, Israel continues to pillage the Gaza Strip and Lebanon.
03:34According to Palestinian and Lebanese sources, the bombings have resulted in dozens of deaths,
03:40in many children, in the Gaza Strip.
03:42The Palestinian civil defense reported at least 25 deaths yesterday, including 13 children,
03:49in a strike that targeted a house in Jabalia, in the north of the Palestinian territory.
03:54Another Israeli strike hit a Gaza Strip house, with five deaths.
03:59In Lebanon, this time at the northern border of Israel, the Israeli army bombed the south and east,
04:04where at least 12 people were killed in the Baalbek region and three others in the village of al-Qasr.
04:11Among the victims are also three Al-Dun rescuers.
04:14And in northern Beirut, at least 23 people, including seven children, lost their lives.
04:25In the news, Yemen and the Houthis, who claim today an attack against Israel,
04:31according to the spokesman of the army, the Yemeni forces carried out the operation
04:36targeting the military base of al-Nahal al-Sorak.
04:39It is in the southeast of Jaffa, an attack that triggered a fire near the targeted site.
04:50Air warnings triggered in almost all of Ukraine this morning,
04:55the take-off of a large number of Russian bombers.
05:00The Ukrainian Air Force has also announced that eight Tupolev Tu-95 bombers are heading for Ukraine.
05:08These bombers are long-range bombers, developed under the Soviet Union,
05:15and can carry cruise missiles.
05:19The MiG-31 is, for its part, an interception and attack aircraft,
05:22often used to accompany strategic bombers.
05:25Last night, at least six people were killed and about twenty others injured
05:30in Russian attacks on Mykolaiv and Zaporizhia in the south of the country.
05:36Direction Azerbaijan now, where the doors of the 29th UN climate conference have opened in Baku.
05:49It is time to show that global cooperation is not dead.
05:55It is up to date.
05:57This is what the UN climate boss Simon Steele announced.
06:01The main issue of this COP, I remind you, is to set the amount of climate aid
06:07developed states for developing countries,
06:10so that they develop without coal or oil.
06:14Today, 116 billion dollars per year.
06:18The new commitment must amount to thousands of billions per year.
06:22This is what poor countries demand.
06:25A moment of truth for the Paris Agreement,
06:27as the Azerbaijani Minister of Ecology estimates,
06:31when the United States will join Iran, Yemen and Libya.
06:37However, the agreement adopted in Paris in 2015 by countries around the world
06:42as for Europeans, he swears that they will redouble efforts to compensate for American withdrawal.
06:47But little will happen in Baku.
06:49Neither Emmanuel Macron nor Olaf Scholz will make the move.
06:58I read to you as a title to follow on our channel
07:02a special interview with the ex-ambassador of France in Algeria,
07:09Xavier Driancourt, who is the author of the Algerian Enigma,
07:14chronicle of an embassy in Algiers, a book that he came to present in Morocco
07:19and in which he comes back on his experience as a diplomat in this country,
07:23in the interview and the extract that you will follow.
07:28He came back, in particular, on the reaction of the Algerian authorities
07:32following the firm support of France in favor of the Moroccan autonomy plan on the Sahara.
07:37I suggest you listen to this extract.
07:40On July 31, 2024, after the letter of the President of the Republic to the King of Morocco on the Sahara,
07:51and not a break in diplomatic relations, but a reminder of the ambassador,
07:57and besides, the ambassador of Algeria in Paris was recently appointed ambassador in Portugal.
08:03So it shows that there will not be an ambassador of Algeria in Paris right away,
08:09that we have entered a phase of long convalescence.
08:14And then there were other measures that were taken.
08:17They were taken again yesterday on the ban on French imports,
08:22the ban on exports to France.
08:25There are a lot of little gestures that have been made by Algeria to show its bad mood
08:32and its very strong incomprehension of this paradigm shift.
08:39The entirety of this interview is to be followed after the 15-hour flash on the African channel and the Maghreb channel.
08:49Guinean and Moroccan business leaders met in Conakry to strengthen trade between the two countries.
08:57The initiative of the Moroccan Development Agency, investments and exports.
09:01Back on the strong times of this meeting with our correspondent on site Idrissa Sissé.
09:08Guinea and Morocco are renewing their cooperation through this meeting in Conakry.
09:14On an economic level, the actors concerned in the two countries have discussed,
09:18in particular, the revitalization of trade.
09:22We are making sure that wherever there is a need to make a connection between the private sectors of other countries,
09:31we must also drain it for our country.
09:34We came here to present the Moroccan society in the B2B export mission
09:40to create business partnerships that aim to look for clients here in Guinea
09:47to export Moroccan products to the Guinean market
09:50and at the same time see the possibility of importing Guinean products to Morocco.
09:56The transactions between the two countries are still very weak.
10:00According to the Moroccan Exchange Office, the Kingdom exported about 1,378 million dirhams in 2023,
10:09a significant GDP rate.
10:11But with this contact, this trend will be reversed according to the same source.
10:16Guinea is a vibrant country, a country that is moving.
10:19Many reforms have been undertaken recently.
10:22There is of course the new Simondou 2040 plan which is bearing a lot of growth
10:28and so it is an opportunity for the Moroccan society to discuss with its brothers and sisters,
10:35Guineans and Guineans, to join this dynamic of growth and development.
10:41You know that Morocco is a country that is very ahead of its time when it comes to these issues compared to Guinea.
10:47So seeing them arrive in Guinea here, having this opportunity is a great opportunity to seize.
10:56Conakry's meeting aims to exceed the $140 million that Guinea and Morocco share annually in terms of trade.
11:05Meetings will therefore be multiplied to bring interests together in a reciprocal way.
11:1296 neutralized terrorists in Chad.
11:16This is the report of the Chadian army on the fighting against a Boko Haram faction.
11:22Fights that took place last Saturday in the Chad Lake region.
11:2717 Chadian soldiers were also killed and 32 others injured.
11:31These fights occur two weeks after the attack on a military base
11:36which caused at least 40 deaths in the ranks of the army
11:40and the launch as a representation of Operation Askanit by President Mahamad Idris Déby
11:48marking this heavy report of high-ranking figures among the victims.
11:57The Moroccan national team of less than 17 years continues to prepare
12:03before entering LIS in the tournament of the North African Football Union
12:09under the auspices of the African Football Confederation.
12:12This competition is organized in Morocco between Casablanca and Mohamed Yargoub
12:16The selection of the North of the continent is qualifying for the Africa Cup of the nations of the category
12:23with a group of 9 locals and 11 players from European clubs.
12:29The lions of the former Moroccan international Nabil Barra
12:34will play their first meeting of these qualifying matches against the young pharaohs
12:38tonight at the El Bachir stadium of Mohamed Yargoub.
12:42Morocco will then cross the iron with Tunisia on November 17 in Casablanca.
12:50The lions of the Atlas will be back in Mohamed Yargoub
12:54where they will be opposed to Libya on November 20
12:58while they will conclude this championship against Algeria on May 23 in the same city.
13:13What is the purpose of this competition?
13:16The purpose of this competition is to qualify for the Africa Cup U17.
13:23We have been training for a long time.
13:28The atmosphere within the group is very good.
13:32The players are motivated to start the competition which will take place on Monday.
13:38We have been preparing for a long time with our local players and our players from abroad.
13:45This competition is qualifying for Cannes.
13:48We will go there with all our motivation and determination.
13:51The atmosphere is very good.
13:53Whether it is between the players or the technical staff, we are all gathered here.
13:57We hope to achieve great performances in this competition.
14:00We are gathered here in Mohamed Yargoub.
14:03The group spends a very good time together.
14:05We prepare the next matches as it should be.
14:07We play in our country, in front of our fans.
14:10We hope to qualify for Cannes with all our heart and to win all the matches possible.
14:19It is time to invite him to the big news.
14:21A spotlight on the extraordinary Arab-Islamic Summit in Riyadh.
14:25A summit dedicated to the Israeli aggression in Gaza and Lebanon
14:29and against the continuous violations of sacred places in al-Quds.
14:32This summit also aims to strengthen Arab and Islamic solidarity
14:37and to propose a just solution to the Palestinian issue.
14:42Mr. Hassan Alaoui, Director of Publications at Morocco Diplomatic, is with us to talk about it.
14:47Hello and welcome.
14:54We will start with the perception.
14:57How has the perception of the Palestinian-Israeli conflict evolved today,
15:04according to you, since October 7?
15:09Thank you very much for your invitation.
15:11Of course, there has been an evolution of this perception, as you say,
15:16because there is more and more awareness at the international level
15:23of this drama, of this tragedy.
15:27And, of course, this encourages us to go deeper into this reflection
15:36and above all to reflect on the imperative of a just and global settlement,
15:45through, of course, first of all, a ceasefire.
15:50A ceasefire, that is to say, in fact, the cessation of the violence
15:54that the State of Israel or the Israeli army, I mean,
15:59exerts on Gaza, to begin with, and then today on Lebanon, isn't it?
16:06And so this awareness has become a bit the issue, if you will, of this conflict,
16:14which, of course, takes on a new tone, causes hundreds of deaths
16:22and, naturally, sensitizes and calls upon the international community.
16:28And I think that, of course, the news is that the awareness is taking on,
16:34I will say, a rather significant dimension.
16:38And today, the summit that is held in Riyadh, of course,
16:43is placed on the threshold of this quest, if you will,
16:46for, I wouldn't say, I wouldn't be an optimist right away, a settlement,
16:52but, in any case, to reinforce, if you will, the awareness
16:56and find a solution at the level of the Arab countries.
17:02Which is important, of course, because the Arab countries so far
17:06not that they have been silent or even discreet,
17:11but, I would go far to say a little, they were almost in the incapacity, if you will, to react.
17:19And so, today...
17:20All right, so Hassan Alaoui, precisely, precisely Hassan Alaoui,
17:23you speak of a new awareness.
17:26This extraordinary summit takes place one year, day by day,
17:31after a previous Arab-Islamic summit.
17:36You speak of a new awareness.
17:39What has changed? What will change?
17:43And what has changed since this first summit?
17:47Well, what has changed is that the violence, if you will, of the Netanyahu government
17:55has become more and more strong, violent even, forgive me for the expression,
18:03and then unbearable compared to the Palestinian people, because it is the most concerned.
18:09This is not a matter of government, nor of state, nor of international institutions,
18:14which are obviously paralyzed today, I use this term on purpose,
18:19or which become an issue of rivalry between Arab countries, even within the Arab community.
18:25But today, the Palestinian people is the victim, and therefore an international awareness.
18:31This is important, I repeat, even at the level, even in the United States,
18:35where there is now the arrival of Trump, who obviously worries a lot, perhaps, and questions others.
18:42So, what has evolved since the last summit, exactly a year ago, as you say, day by day,
18:49is simply the necessity, the interpellation, and the duty, if you will,
18:57even the diplomatic and political requirement, to immediately find a solution.
19:04Gaza no longer exists, Gaza is a dead field today,
19:08and we can't, if you will, we can't admit that, accept that,
19:17because it is simply the duty of the Arab-Muslim community,
19:23the Muslim countries, naturally, you know very well that they are important,
19:29that they have international or regional leadership institutions,
19:33and they should, of course, at least find a ground, if you will, in the tent,
19:38to flatten their divergence, this way a little bit of exploiting, if you will,
19:44the Palestinian issues to their own interest.
19:48And so, all this, today, we want this summit to become really,
19:53I would say, a major turning point of Arab-Muslim awareness first.
20:00And that's what we could do today.
20:02We will read the resolution that will be published, of course, in the wake of the summit,
20:07and I hope it will be a little more different, a little more constructive
20:11than the one that was published a year ago, isn't it?
20:15Of course, we were content, if you will, with words,
20:19and we kindly condemned it, and so on, but no, we need an awareness,
20:24that is to say, we need to elaborate a decision, I mean, collective.
20:30The context has changed, you just said it,
20:34after a report that includes the 50,000 deaths in Gaza and thousands in Lebanon.
20:43The Israeli army continues its aggression, both in Gaza and in Lebanon,
20:50as a response.
20:53And before the opening of this summit, the head of Israeli diplomacy
20:58stated that the existence of a Palestinian state is not a realistic position.
21:05So, what could be the outcome of this summit in relation to this statement?
21:15And then, your reaction to these words from a minister in charge of the current diplomacy in Israel?
21:23Listen, the history of the acceptance or refusal of the creation of a Palestinian state,
21:30it is not new, it is not unprecedented.
21:33Since the demand, first, it has been put, please, since forever,
21:38because since 1948, the creation of the State of Israel,
21:42it has been said, explicitly, by a resolution of the United Nations,
21:46that there would also be the creation in the face of a Palestinian state.
21:50This was not possible or it was prevented because Israel does not want it,
21:56but the speech that the State of Israel does not accept the Palestinian state,
22:00it is not new.
22:01I repeat, quite simply, that today, diplomacy has changed,
22:07the means of pressure have changed,
22:09and who knows that the arrival of Trump may have an influence on this process?
22:15Paradoxically, contrary to what some may say,
22:20you know, we say about Trump that he is an unpredictable president,
22:26but he can, we cannot, I mean, we cannot prejudge his position.
22:32He still launched negotiations that almost ended, if you will,
22:37a reconciliation between Saudi Arabia and Israel,
22:42if there was not the famous October 7th, and given the suicidal game of Iran,
22:47we would have seen today, we would have witnessed, if you will,
22:50not only a Saudi-Israeli reconciliation,
22:54but perhaps even a rapprochement, not only spectacular, but concrete.
22:59And so, we must not prejudge the Palestinian state.
23:02Today, Israel refuses it, but in any case, everything has a cause.
23:07In the end, history will judge it.
23:09There will be no other solution if there is not a Palestinian state,
23:13because this was said by the Resolution of the United Nations of 1948,
23:17and this has never been said in the Arab summits,
23:20organized in particular in Rabat,
23:22where King Hassan II was, I was going to say, the pro domo lawyer of this solution,
23:29which is the only one to ensure us a sustainable peace, I was going to say, in the Middle East.
23:38But Hassan Haileoui, this summit comes at a time when Qatar announced its withdrawal from mediation
23:45between Israel and Hamas.
23:48Who could take the lead of this mediation?
23:53Saudi Arabia, perhaps?
23:55I think that, of course, Saudi Arabia today, which is still the heavyweight of the Arab world,
24:02that is to say, the leader of the Arab world, we must not forget it,
24:06could, of course, be, not the replacement, but if you will,
24:12could be the recipient of this initiative, first of all to put out the fire,
24:18to organize a summit or an effective and operational meeting of this file,
24:29and above all to ensure, of course, with the support of the international community of the United Nations,
24:36which are also completely lost, their support, of course, to encourage, if you will,
24:43a process that would be, of course, not reconciliation,
24:49but if you will, to organize a semblance of perennial ceasefire
24:57to then allow the organization of a regional or international conference on the subject
25:04with the caution of the great powers that are, of course, members of the Security Council,
25:09the community of the Arab countries, of Africa, of Europe, of Russia, of course, and the countries around it,
25:18and, of course, of China, and all that.
25:21And in this context, Hassan Alaoui, in this context, what could be, precisely,
25:25since you are talking about this new mediation, what could be the role of Morocco
25:30in a possible relaunch to talk about Arab-Israel, with His Majesty, King Mohammed VI,
25:37who is the president of the Elrodes Committee.
25:39We have seen that His Majesty has been represented by the head of the government, Aziz Arnouch, Ariad.
25:47And also by the Minister of Foreign Affairs, Nasser Bourita.
25:51Absolutely, Nasser Bourita.
25:52It is important to say it.
25:53That is to say, we have an active dynamic duo, which is today, I was going to say,
25:59at Moroccan diplomacy, naturally, which can be, I mean, a great negotiator of the Kissinger genre,
26:06pardon my expression, but His Majesty, King Mohammed VI, do not forget, I emphasize it,
26:13is the president of the Elrodes Committee, and that his role, of course, has never deviated from his mission,
26:19from his morality, from his values, from his culture.
26:24That is to say, he has always been at the forefront, if you will, of this approach,
26:32and that today, he is still active on this front, because the role of Morocco has always been
26:41that of reconciling divergent and even opposing opinions.
26:47Feu Hassan II had still managed, in Paris, to organize summits of Arab-Israelis
26:55with international conferences that, I mean, demonstrated his ability to bring together the protagonists
27:06and play a role of reconciler.
27:09And no one will deny, if you will, the place of Morocco in this process.
27:13Until recently, when there was a blockade on Gaza, it was still King Mohammed VI who made the decision,
27:23isn't it? How astonishing it was to go and send support, help, to the Palestinian people.
27:31And no one, no Arab country, has taken this initiative, no one.
27:36And this royal initiative, it has allowed, of course, to burn lives, and I finish,
27:42and that even he knew and was able to convince the Palestinian government to leave a corridor
27:48so that Moroccan aid could pass.
27:50So Morocco is still there, and it will always be there in this process.
27:54It will never be able to exclude, and especially not the neighbors of the East who can dispute this.
28:01Thank you Hassan Alawi for answering our questions.
28:04I remind you that you are the director of the Diplomatic Morocco publication.
28:10Thank you Madam, at your service.
28:13And thank you, this is the end of this news.
28:30Diplomatic Morocco publication
