00:00President Ferdinand R. Marcos Jr. ordered a review of the flood control master plan.
00:06This is so that the severe effects of the recent floods will not happen again.
00:10According to the President, it should also be accompanied in the coming times
00:14to stop the effects of calamities.
00:17This is Clayzer Pardilla of PTV in Balitang Pambansa.
00:21The landslide that was left by Hurricane Christine in the town of Laurel, Batangas is still intact.
00:28Their homes are still flooded and their livelihoods are affected.
00:33This is the first time that a landslide like this has occurred in Laurel because of the flood.
00:38This was personally witnessed by President Ferdinand R. Marcos Jr.
00:44along with the leaders of various government agencies.
00:48Almost half of the cabinet is here to see what needs to be done.
00:57We have seen the problems brought by Hurricane Christine to you.
01:06In 21 barangays in Laurel, the severe effects of Hurricane Christine
01:12In order to quickly recover from the severe floods,
01:15President R. Marcos provided Php 10 million in financial assistance to Laurel LGU.
01:21This is part of Php 60 million in financial aid for 6 barangays in Batangas.
01:27Fishermen were also given Php 60,000 in financial assistance.
01:33The President also contributed free construction materials
01:37for the reconstruction of their damaged homes.
01:40Orlando was one of the beneficiaries who lost his house.
01:45He was also flooded by the flood.
01:47I am thankful to the President because he gave me financial assistance.
01:50It is a big thing for us to start a new life.
01:55You can count on the government to help you recover from this disaster.
02:02President R. Marcos promised to complete the construction of the Taal Lake Circumferential Road
02:08and to repair this road.
02:11Because of the heavy rains caused by Hurricane Christine,
02:15the Bayuyungan River in Laurel, Batangas,
02:19broke and fell into the Bayuyungan Bridge.
02:23Now, there is no road that connects to the barangays of Poblacion 3
02:29and Mugaan East and West.
02:31This road is important because it connects to the towns of Laurel, Agoncillo, and Lemery, Batangas.
02:41The DPWH is already looking into this matter.
02:45I urge them to prioritize the construction of this infrastructure
02:51so that it can be done as soon as possible.
02:5461 people were killed in Batangas.
02:58In order to avoid this tragedy, the government is working hard
03:04and the Flood Control Master Plan is being reviewed.
03:07Although the government's flood control projects are in place,
03:11the water level of Hurricane Christine was twice as high as that of Hurricane Ondoy
03:15due to the effects of climate change.
03:17It used to flood, but not this much.
03:21The weather has changed.
03:23So, we will change the designs.
03:27We will strengthen the infrastructure, flood control, slope protection, and bridges.
03:33We need to look for better designs.
03:37The government is preparing to investigate the funds for the flood control projects
03:42and to look into the science behind these projects.
03:46Technologies were used to prevent the effects of calamities.
03:51For example, the early warning system of the DOST
03:54to alert those in hazard-prone areas.
03:58And the slow reduction of water in dams as a standard procedure
04:03to avoid heavy flooding.

04:10to quickly and efficiently use the facilities that were damaged by the flood.
