00:00Welcome everyone, it's time for the big news from Mediamorning at the end of this edition.
00:22The Kingdom of Morocco congratulates itself on the adoption of the OILU Security Council Resolution 2756 on Thursday,
00:31extending the Minorceau mandate until October 31, 2025.
00:36This is indicated by the Minister of Foreign Affairs of the African Cooperation and Moroccans living abroad.
00:41The number of floods this week in the southeast of Spain reached 158 deaths yesterday,
00:53while research continues to find dozens and dozens of missing people.
00:59The official Lebanese agency reported at least 10 strikes this Friday morning on the southern border of Beirut
01:10following a call to evacuate the sector by the Israeli army, which has been pillaging the Hezbollah fiefdoms in Lebanon for more than a month.
01:24The Kingdom of Morocco congratulates itself on the adoption of the OILU Security Council Resolution 2756 on Thursday,
01:33extending the Minorceau mandate until October 31, 2025.
01:38This is indicated by the Minister of Foreign Affairs of the African Cooperation and Moroccans living abroad.
01:45This resolution intervenes in a context marked by the irreversible trajectory imprinted by His Majesty King Mohammed VI
01:56on the territorial integrity of the Kingdom through the growing support of permanent members of the Security Council
02:05and countries influencing the Moroccan identity of the Sahara.
02:08The Moroccan Autonomy Initiative and the pursuit of the withdrawal of the recognition of the pseudo-RASD,
02:15specifies the Ministry in a statement.
02:18The adopted resolution today preserves all the gains of Morocco.
02:23It also introduces new important elements for the future evolution of the dossier within the United Nations.
02:30Indeed, the new text dedicates the framework, the parties and the finality of the political process.
02:38Thus, the Council recalls again that the Round Tables constitute the only and unique framework
02:43to reach a political solution to the regional differences on the Moroccan Sahara.
02:48In addition, the resolution clearly identifies the parties to the differences,
02:52notably Algeria, which is mentioned in the resolution as many times as Morocco.
03:02As recommended by the UN Secretary General, a few days ago in his report on the Moroccan Sahara,
03:09the Security Council of the United Nations decided yesterday to extend for a year the mandate of the UN
03:17through the Resolution 2756 in the United States without the lead.
03:23In this new resolution, the Executive Board of the United Nations reaffirmed its support
03:30to the Moroccan Autonomy Initiative presented by the Kingdom in 2007
03:34as a serious and credible basis to even end the artificial conflict around the Moroccan Sahara.
03:47At the end of its adoption, the permanent representative ambassador of Morocco to the UN,
03:53Amad Hilal, came back on the main provisions of this resolution of the Security Council.
04:01I invite you to listen to him.
04:04Indeed, the resolution dedicates for the 17th consecutive year
04:11the permanence of the Moroccan Autonomy Initiative,
04:15the qualification of serious and credible efforts,
04:18and positioning it as the only and unique basis for the negotiation of a political solution
04:27for the different regions within the framework of the sovereignty and territorial integrity of the Kingdom.
04:37This resolution requires the Security Council to take into account the international dynamics
04:44and momentum in favor of the Moroccan Autonomy Initiative,
04:52which enjoys the support of 20 members of the European Union,
04:58two permanent members of the Security Council,
05:02and more than 100 countries of international and regional organizations around the world.
05:12In addition, the Security Council requires the resumption of the political process
05:20by exhorting all parties to engage in a constructive way.
05:25This appeal is addressed more specifically to Algeria,
05:30which has been mentioned five times as a leading party
05:35because it opposes the political process,
05:39and above all, it has been opposing it for three years,
05:42in the form of roundtables.
05:45Nicolas de Rivière, permanent representative of France to the United Nations,
05:49reiterated France's position on the Moroccan Sahara for Paris,
05:55the present and the future of the Sahara, and under Moroccan sovereignty.
06:00Nicolas de Rivière called in his speech to the Security Council
06:05the resumption of roundtables with the participation of all parties concerned.
06:10I invite you to listen.
06:12Madame the President,
06:14France congratulates itself on the adoption of the resolution
06:17which renews the Miners' Mandate for one year.
06:20Thanks to the resolution we have just adopted,
06:23the Miners' Mandate will be able to continue to play a key role for the stability of the region.
06:28We salute its cooperation with the Moroccan authorities.
06:32France has not voted in favor of the amendments presented by Algeria
06:36because it believes that the Miners' Mandate is in a state adapted to the situation.
06:41We congratulate ourselves on the resumption of roundtables
06:44of these observation sites in the east of the Bermes.
06:47Miners must be able to implement the mandate that this Council has entrusted to them,
06:52and it is essential to respect their freedom of movement,
06:56as this resolution requires.
06:59On the ground, France calls for a cessation of hostilities
07:02and a return to ceasefire.
07:04The hostilities of low intensity should not make us forget
07:08the risks that this conflict carries for the stability of the region and the local populations.
07:13Madame the President, our position is known.
07:16For France, the present and the future of the Sahara region
07:19are part of the framework of Moroccan sovereignty.
07:22Autonomy under Moroccan sovereignty is the framework
07:25in which this issue must be resolved,
07:27and our support for the autonomy plan proposed by Morocco in 2007 is clear and constant.
07:32For France, it constitutes the only basis
07:35to achieve a just, sustainable and negotiated political solution
07:39in accordance with the resolutions of this Council.
07:42We also note that an increasing international consensus is emerging in this direction.
07:47It was important that the Council take note of these dynamics,
07:50as it does now in this resolution.
07:53In the long run, the pursuit of economic and social development of this region is an imperative.
07:58We salute all the efforts made by Morocco in this regard.
08:02France will support it in this process for the benefit of the local populations.
08:06It is time to move forward.
08:08We encourage all parties to meet
08:11in view of a political settlement that is to be brought tomorrow.
08:14France supports the efforts of the personal envoy,
08:17Staffan de Mistura, in view of the resumption of discussions
08:20in the format of round tables,
08:22and we recognize Morocco's commitment in this direction.
08:27We go to Spain, where this week's floods in the south-east of the country
08:32reached 158 deaths on Thursday,
08:35while research continues to find dozens and dozens of missing people.
08:40In total, 155 deaths took place in the only region of Valencia,
08:46by far the most affected by the torrents of mud that ravaged Tuesday evening.
08:51And in the night from Tuesday to Wednesday,
08:54the south-east of the country,
08:56to which two deaths must be added in the neighboring province of Castilla Mancha
09:02and one in Andalusia.
09:04The previous report, which dated Wednesday evening,
09:07reported 95 deaths,
09:09but the authorities did not hide that they had to wait,
09:12or worse, without giving an indication of the number of people missing.
09:19For the first time, the Minister of Territorial Policy,
09:23Angel Víctor Torres,
09:25made an estimate on this subject,
09:28by declaring at a press conference in Madrid
09:31that there were dozens and dozens of missing people on Thursday evening.
09:40More than 100,000 Moroccans live in the province of Valencia,
09:45the most affected region.
09:47But on site, the Consul General of the Kingdom reassures,
09:51everything is put in place to be as close as possible to Moroccan refugees together.
09:57Listening, this is El Bouzeidi,
10:01Consul General of Morocco in Valencia.
10:06The objective was to communicate,
10:08to put all means of communication in our community
10:12to provide help,
10:14to also assess the cases who are in a difficult situation,
10:17who need help,
10:19and also to assess the cases who are lost,
10:23who can not get in touch with their family members.
10:27We were also in contact,
10:30and we are still in contact with all the active actors,
10:34active associations in the Valencia region.
10:36Moreover, to get along at this level,
10:39because the center of Valencia is a bit,
10:42otherwise it is isolated,
10:44completely isolated from other regions of Valencia,
10:47because there are rivers that are,
10:49even bridges that are,
10:51that have been destroyed because of floods.
10:55And so, the effort to get along with the associative actors
11:01is also very important for us.
11:03Regarding the figures we have so far,
11:05we have a death rate
11:07that is native to the region of Alhamna,
11:10from the year 1979,
11:13and at the moment, fortunately, we have only one case.
11:16Otherwise, we have two cases injured,
11:18and we have about 25 cases that are lost.
11:22So, we are still making efforts
11:24to communicate with these,
11:26to also consult with local authorities
11:29to get in touch with these cases
11:32whose family members can not reach them.
11:37The official Lebanese agency
11:39made at least ten strikes this Friday morning
11:43on the southern border of Beirut,
11:46after a call to evacuate the sector
11:48by the Israeli army,
11:50which has been pillaging for more than a month
11:52the Hezbollah fiefdoms in Lebanon.
11:54The raids caused massive destruction
11:57in the targeted areas,
11:59and dozens of buildings were razed.
12:03The Lebanese agency also reported
12:06two fires.
12:10These new strikes on Beirut are taking place
12:14while the Israeli Prime Minister,
12:16Benjamin Netanyahu,
12:18met with U.S. emissaries on Thursday
12:20in Israel in order to advance
12:22towards a ceasefire in Lebanon.
12:25The war, which has been raging since October 7, 2023,
12:28in the Gaza Strip,
12:31has spread to Lebanon,
12:33where Israel has been carrying out
12:35massive air strikes against Hezbollah
12:38since September 23.
12:52I would like to invite you
12:54to join us in the Media Morning,
12:57The United Nations Security Council
13:00has decided this Thursday
13:02to extend the UNRWA mandate
13:04by a year
13:06through Resolution 2756,
13:10of which the United States
13:12is the lead.
13:14In this new resolution,
13:16the Executive Board of the United Nations
13:18has reaffirmed its support
13:20for the Moroccan Autonomy Initiative
13:22presented by the Kingdom
13:24in 2007
13:26as a serious and credible basis
13:28to end the artificial conflict
13:30around the Moroccan Sahara.
13:34To come back to this decision
13:36of the UN Security Council,
13:38we are live
13:40with Mr. Driss El Saoui,
13:42a political analyst.
13:44Hello Driss El Saoui,
13:46and thank you for being with us.
13:48Hello Driss El Saoui,
13:50and thank you for being with us.
13:56Driss El Saoui,
13:58first of all,
14:00your first analysis
14:02of this decision
14:04of the UN Security Council
14:06which has just extended
14:08the UNRWA mandate by a year.
14:10What are the main provisions
14:12of this resolution
14:14of the UN Security Council?
14:18Listen,
14:20it is a resolution
14:22that is well received
14:24by the entire Moroccan people.
14:26The initiative of His Majesty
14:28the King Mohammed VI
14:30which was at the origin
14:32of this new dynamic.
14:34We have all followed
14:36what France has done.
14:38France is a member
14:40of the Security Council
14:42and it is, let's say,
14:44an extremely important part
14:46of this matter.
14:48And I think
14:50that the initiative
14:52that was proposed
14:54by the United States
14:56for the Security Council
14:58has, let's say,
15:00given
15:02support
15:04to the Moroccan approach,
15:06that is,
15:08the one that has always been there.
15:10The policy of the extended hand
15:12is still there,
15:14but there is also
15:16this dynamic
15:18that was created
15:20by France's recognition
15:22which is now being added
15:24by the United States,
15:26Spain,
15:28Germany,
15:30and today we have France.
15:32And France is truly
15:34the country
15:36that allowed Morocco
15:38to definitively
15:40close this matter.
15:42And the Security Council,
15:44when it makes this decision,
15:46what does it mean?
15:48It means that, first of all,
15:50the UN Security Council
15:52has received a one-year mandate,
15:54which is extraordinary,
15:56and there are
15:58a number of conditions
16:00that all parties
16:02are subject to
16:04regarding the implementation
16:06of the UN Security Council's
16:08action and work,
16:10namely the end
16:12of violence,
16:14the end of hostility on the ground,
16:16and above all,
16:18help Morocco
16:20and help the parties
16:22involved in this matter
16:24to be able to discuss.
16:26The main thing is to come back.
16:28That's what has been asked for.
16:30The UN Special Envoy
16:32will have to,
16:34in principle,
16:36bring together all the parties
16:38concerned,
16:40starting with Algeria,
16:42which is not concerned
16:44by what is happening
16:46on this matter.
16:48Algeria, Mauritania,
16:50the so-called Polisario Front,
16:52and Morocco
16:54should meet
16:56around a round table,
16:58to be able to discuss
17:00how to implement
17:02this autonomy
17:04under Moroccan sovereignty.
17:06What are the real
17:08issues
17:10of this resolution?
17:14The big issue
17:16is that today
17:18we have a UN Security Council
17:20resolution.
17:22And it was expected,
17:24because the fact
17:26of taking this resolution
17:28of 31, means that
17:30it was also updated
17:32by 24 hours.
17:34And people
17:36asked themselves
17:38whether the Security Council
17:40will be able to take it
17:42in any way. When we look at the
17:44count of votes,
17:46we see that there are
17:48countries that abstained,
17:50such as
17:52Russia, China, etc.
17:54There is the
17:56Algerian part. The Algerians
17:58will not vote either,
18:00which is extraordinary.
18:02The 12 votes of the Security Council
18:04voted for this
18:06resolution, which means
18:08that MINUSCO
18:10will be able to continue
18:12its functions fully
18:14and with a
18:16very serene attitude,
18:18to maintain
18:20order
18:22in the Saharan provinces.
18:24This is a
18:26very judicious
18:28and
18:30conducive
18:32to all that is construction
18:34in these provinces.
18:36All the more so
18:38because Morocco already has
18:40important initiatives
18:42regarding the development
18:44of the southern provinces,
18:46but above all, the opening
18:48of this part of the world
18:50on the Atlantic Ocean
18:52and the Royal Initiative
18:54at this level is very
18:56speaking in terms of
18:58gas production in
19:00Nigeria and Morocco.
19:02All these are
19:04projects. When we look
19:06more closely at
19:08what is being done today
19:10at the level of Dakhla,
19:12at the level of the Saharan provinces,
19:14we see
19:16very good
19:18solutions
19:20for the future
19:22of this territory.
19:24You just
19:26mentioned it, the Council
19:28recalls again that
19:30the Round Tables constitute
19:32the only and unique framework to
19:34reach a political solution
19:36in the different regions of the
19:38Moroccan Sahara. The resolution
19:40clearly identifies
19:42the parts where, in particular,
19:44Nigeria is mentioned
19:46in the text of the resolution
19:48as many times as Morocco.
19:50What do you think,
19:52Mr. Aissiami?
19:54I think it's a
19:56very good initiative
19:58because the Algerians
20:00say, we are not
20:02concerned,
20:04this is not our problem, etc.
20:06But today, it is
20:08necessary for Algeria to
20:10get around a table,
20:12to be able to discuss, to be able to
20:14express its point of view and
20:16above all, to allow Morocco
20:18to be able to move forward
20:20because we can no longer
20:22continue like this.
20:24It's been 50 years since this
20:26case dragged on and we can't
20:28continue like this.
20:30And the Algerians should
20:32return to the negotiating table
20:34to say, this is our point of view,
20:36this is what we can do.
20:38What we often forget
20:40is that the police
20:42when they installed
20:44Manu Militari at the beginning,
20:46they installed it on
20:48an Algerian territory.
20:50Neither the Sahara
20:52because they are talking about
20:54a free territory, there is no free territory.
20:56There are only a few tampons
20:58that the police
21:00use from time to time.
21:02But in every way,
21:04Algeria will have to return
21:06to the negotiating table,
21:08just like Morocco, Mauritania
21:10and the police
21:12themselves, they must
21:14come back to discuss
21:16a political solution
21:18that should be accepted by all parties
21:20taking this negotiating table.
21:22A word
21:24on this
21:26international dynamic
21:28of support in favor of
21:30the autonomy plan presented by
21:32Morocco in 2007
21:34which intervenes after the
21:36indefatigable support of France
21:38to the sovereignty of Morocco
21:40on its Sahara. Emmanuel Macron,
21:42the French president, during his
21:44state visit reiterated
21:46this support by recalling that the
21:48autonomy solution of 2007
21:50under Moroccan sovereignty
21:52constitutes the only
21:54viable basis.
21:56Absolutely.
21:58You just repeated
22:00I didn't want to say it
22:02when President Macron was there
22:04in front of the Moroccan parliament
22:06when he spoke, when he gave
22:08interviews,
22:10to everything he did.
22:12The importance of the delegation
22:14he accompanied
22:16also means that
22:18France is committed
22:20without any possibility
22:22of return in this
22:24way that must build
22:26Moroccan sovereignty
22:28on its territory.
22:30Now what remains
22:32are technical details
22:34and that is why the resolution
22:36of the Security Council which was
22:38adopted in a majority way
22:40by all members
22:42of this council
22:44is a solution,
22:46an extremely judicious
22:48and important initiative
22:50that will build the future of this
22:52territory for the good
22:54of the Kingdom of Morocco,
22:56for the good of the population of
22:58Saharawi. This is the most important
23:00because often when we
23:02look at
23:04what is happening
23:06in the Sahrawi provinces today,
23:08when we compare
23:10the state in which
23:12these provinces were
23:14before
23:16their entry into
23:18Moroccan sovereignty,
23:20there is no comparison.
23:22Morocco today has
23:24made a real jewel of development
23:26and truly
23:28it is something that
23:30augurs a very serious future,
23:32a very serene future
23:34for the Moroccan population,
23:36for the populations
23:38of these provinces.
23:40And people,
23:42those who live in these territories,
23:44in these provinces,
23:46know it because they are people
23:48who are elected,
23:50they are in the institutions,
23:52even in terms of human rights,
23:54because Algeria wanted to
23:56integrate a function of human rights
23:58at the level of the functions
24:00of the UN, but that makes no sense
24:02because Morocco
24:04has a National Council
24:06of Human Rights that is present
24:08at the level of these provinces.
24:10People, the populations
24:12are there, they are present,
24:14and I did not want to talk
24:16about evidence.
24:18There is historical evidence,
24:20there are documents that France has,
24:22that Spain has, that all the countries
24:24that really know
24:26the reality of these territories
24:28know that Morocco
24:30is not a stranger.
24:32Morocco is the motherland
24:34and people have come back to their country,
24:36to their territory,
24:38and no one will dare to take away
24:40this possibility.
24:42Mr. Idrissa Issaoui,
24:44thank you for this explanation.
24:46Thank you for answering
24:48our questions. I remind you
24:50that you are a political analyst.
24:56This is
24:58what closes our
25:00edition. Thank you for following it.
25:02We will have a series of programs on our antennas.
