00:08Yours truly, Luisa Erispe here, and this is PTV News Now.
00:12On this Halloween afternoon, we find the country's top newsmaker headlining our story's leaderboard.
00:18With the danger from Typhoon Leon now past, President Ferdinand R. Marcos Jr. has directed
00:24the Office of Civil Defense, NGCP, DILG, DICT, and other concerned agencies in tandem with
00:32local government units in Leon Heat areas to begin the work of restoring power and cleanup
00:38in these localities.
00:39Office of Civil Defense Undersecretary Ariel Nepomuceno stressed the President's order
00:44will be carried out once these areas are safe and clear from impediments or obstacles that
00:50could slow down or endanger the work.
00:53Nepomuceno also said the Department of Information and Communications Technology, or DICT, has
00:59been supportive and helpful in maintaining connectivity in the storm-ravaged areas.
01:05In the meantime, the President, with a limited and loose schedule today, is keeping close
01:10tabs on the delivery and distribution of aid to the areas in North Luzon, the Babuyan and
01:16Batanis group of islands, which has reached roughly about 895 million pesos.
01:23U.S. Defense Chief Lloyd Austin and South Korean counterpart Kim Jong-un, after substantive
01:31talks Wednesday, both urged and warned North Korean dictator Kim Jong-un to pull his approximately
01:3810,000 troops now in Russia for deployment later on in Ukraine.
01:45U.S. Defense Secretary Lloyd Austin and South Korean Defense Minister Kim Jong-un meeting
01:51at the Pentagon, both urging North Korea to withdraw some 10,000 of its troops from Russia,
01:58with Austin warning of a high likelihood that those troops will join Russia's fight against
02:03Ukraine.
02:04They're doing this because Putin has lost a lot of troops, a lot of troops, and he has
02:13a choice of either getting other people to help him, or he can mobilize.
02:17And he doesn't want to mobilize because then the people in Russia will begin to understand
02:24the extent of his losses, of their losses.
02:27Kim Jong-un didn't hesitate to sell out its young people and troops as cannon fodder mercenaries.
02:36I believe such activities is a war crime that is not only anti-humanitarian, but also anti-peaceful.
02:42The United States says a small number of North Korean or DPRK troops are already in
02:51Russia's Kursk region, where Ukrainian forces launched a surprise attack in August and still
02:56hold territory.
02:57If the DPRK soldiers are fighting alongside the Russian soldiers in this conflict and
03:04attacking Ukrainian soldiers, Ukrainian soldiers have the right to defend themselves, and they
03:11will do that with the weapons that we provided and others have provided.
03:16Some analysts say Pyongyang's troops represent an escalation of the conflict, but their deployment
03:21may not significantly strengthen Russia's hand.
03:24In a similar sense, when North Korea has provided artillery, it simply provided Russia more
03:29of what it already had, and to be sure that is important.
03:33But it doesn't qualitatively change Russia's ability to fight, it simply sustains it.
03:37South Korea's defense minister told reporters it was likely that North Korea would seek
03:42nuclear weapons and intercontinental ballistic missile technology in exchange for the troops,
03:48escalating security threats on the peninsula and across the globe.
03:53The U.S. and Korea held joint live-fire military exercises Wednesday to demonstrate what the
03:58two nations call a commitment to maintaining a strong defense.
