00:00Four years have passed since a mother and her child were found dead in the Metro Manila District Jail.
00:08Aside from reconciliation, the Project Balik-Bisita is also hoping for monitoring by the Bureau of Jail Management and Penology.
00:16This is the story of Gab Villegas.
00:21Let's just call her Mother Josephine.
00:23Her child has been missing for four years and we will just hide her in the name of Steve.
00:29Steve was jailed in Annex 2 of the Metro Manila District Jail in Taguig City.
00:33Mother Josephine is already old and this is her main reason for the loss of her beloved child.
00:39Aside from the hardship in life, she is just hoping for her hard-earned income as a housekeeper.
00:45From around Taguig City, the news team accompanied the Bureau of Jail Management and Penology
00:50that Mother Josephine followed to their home in Quezon City.
00:54This is probably the biggest hope of a mother who is worried about her child.
00:59How do you feel now that you will visit your child?
01:04I'm excited because it's been a long time since I last saw him.
01:08It's been four years since I hugged him because I miss him.
01:13I just want to know if he is still free, if he is okay inside.
01:21I really want to see him.
01:24Just a few moments later, we were able to get a glimpse of Mother Josephine's dream of seeing her child again.
01:32It came true.
01:39The distance and the time that they spent together made an impact.
01:44I'm just okay here.
01:46Are you okay?
01:47Yes, I'm taking care of the staff here.
01:49Be kind to them.
01:51I know.
01:54Don't be like this in the house.
01:56Be kind to them.
01:58Okay?
02:03This is the outcome of Project Balik Visita Monitoring by MMDJ Annex 2
02:08to our countrymen who sometimes make mistakes.
02:10According to Jail Senior Inspector J.M. Sabeniano,
02:13family is the most important part of the program.
02:16Usually, our PDLs, after their release,
02:19do not receive a wife or a child.
02:23Sometimes, this is what triggers them to return to our prison.
02:28According to Jail Warden Sabeniano,
02:30the program started last year
02:32and 27 PDLs are expected to see their relatives again in the coming months.
02:38As we can see, the number of PDLs who cannot visit their families is quite high.
02:44First of all, the family members who can visit their families are the breadwinners.
02:51So, no work, no pay.
02:53That's why we, the BJMP officers,
02:56are the ones who consult them so that they can reduce their expenses.
03:01And on top of that, we are also helping them so that they can have a place to stay in our prison.
03:08The warden also believes that this will improve the safety of the people
03:13who may be affected by a simple mistake
03:17so that they can feel again as the perpetrators of a mistake
03:20the warm love of a family.
03:23This will help in the rehabilitation of PDLs.
03:26Aside from the instant reunion,
03:28there are also contests for those who want to join, like Steve.
03:32These are just some of the activities of the district jail
03:35as part of the National Correctional Consciousness Week.
03:38For what you did, I cannot accept that.
03:42But my son is here. Be kind to him.
03:46Be kind to him.
03:48I am very thankful because you are good to him.
03:54Thank you very much to MMDJ Annex 2.
03:58First of all, to the warden.
04:02They are the ones who protected me here.
04:05They are my second parents.
04:07They gave me their trust.
04:10It is good to be together.
04:12There is no hassle.
04:15They will teach you the right way.
04:17Inside the prison,
04:19the persons deprived of liberty will be given a chance
04:23to improve themselves and lead a new life.
04:27Those like Josephine and Steve
04:30will have the opportunity to celebrate Christmas as a family outside the prison.
04:36Gabo Mildon Villegas for Pambalsang TV in Bagong, Philippines.
