00:00In the past few years, the Philippines has been lagging when it comes to the assessment of what our students are learning.
00:08That's why he immediately signed the Academic Recovery and Accessible Learning or ARAL Program Act
00:15signed by President Ferdinand R. Marcos, Jr. today.
00:19Under this, the students' need to have a quality education will be given more attention.
00:29That is Noel Talacay's message.
00:33As a father, education is the most important gift that we can leave to you.
00:39This is President Ferdinand R. Marcos, Jr.'s message when he signed the Academic Recovery and Accessible Learning or ARAL Program Act today.
00:49The President said, education cannot be replaced by anything.
00:54This will help a Filipino child to be successful in life and become a good citizen of the country.
01:02There is no material thing that can match the value of education.
01:07This will help you face any challenges in life and serve our country.
01:15This will also meet the needs of students to have a quality education.
01:23With the signing of the ARAL Law, we embark on a definitive journey to champion the right of every Filipino child to quality education, ensuring as well that it is accessible to all.
01:36In 2018 and 2022, the Philippines ranked last in the world in the Program for International Student Assessment or PISA.
01:45In 2023, the Philippines ranked 54th in the Global Knowledge Index.
01:52According to the President, this is not left to chance.
01:55That is why he made a step to change this.
01:59This disheartening trend remained alarmingly the same, highlighting the urgency of the learning crisis that we confront today.
02:07It is imperative, therefore, that we acknowledge this massive challenge, determine the necessary steps, and prioritize the implementation of learning interventions.
02:18The Senate President Francis Chiz Escudero, House Speaker Martin Romaldez, Education Secretary Sani Angara, Senator Sherwin Gatchalian, and other members of Congress and officials of the DEPED, witnessed the passage of the law.
02:34But how will the ARAL Program Act be implemented?
02:38Yes, it's like a tutorial. It's really like a mentor-mentee. So it's like a tutorial.
02:43Because we really want to individualize as much as possible.
02:49If we see that we need help in studying, let's intervene immediately. Let's not wait for the end of school year.
02:56He also insisted that this will not be an additional job for the teachers.
03:01He will do this within the school year. The parents and guardians of the students will also benefit.
03:09If this happens first, it will be more voluntary, there will be additional compensation, and there will also be upskilling.
03:17The tutorial session can be held face-to-face, online, or blended.
03:22The law also aims to encourage out-of-school youth to go back to school.
03:28DILG, DICT, and LGU also support this.
03:32The ARAL Program Act will become a law.
03:3515 days after it is published, it aims to increase the knowledge and skills of students in the country when it comes to reading, mathematics, and science.
03:47It will be implemented from Grade 1 to Grade 12.
03:50Noel Talacay for Pambansang TV in Bagong, Philippines.
