00:00Bismillahir Rahmanir Rahim, Assalam-o-Alaikum.
00:02We welcome you to this special program.
00:04The Shinghai Cooperation Organization meeting is going on in Pakistan.
00:06And obviously, from many perspectives,
00:08from every perspective, it is a very positive progress
00:10and a very important progress.
00:12The Shinghai Cooperation Organization represents
00:14about 40% of the world's population.
00:16It represents a large part of the world.
00:18It represents the four atomic powers of the world.
00:22This type of event is taking place in Pakistan for the first time in decades.
00:26China's Prime Minister has come after a decade.
00:28Pakistan has come after about eight years.
00:30Shusma Swaraj had come to the heart of Asia before.
00:32And now this general progress is going on.
00:34We will talk about it in different ways.
00:36And we will analyze it.
00:38We will also give you updates.
00:40What is the progress in this regard?
00:42Today is the opening session.
00:44The Prime Minister of Pakistan, Mr. Shehbaz Sharif,
00:46of course, has addressed it in the opening.
00:48Pakistan being the host nation.
00:50And now this SCO is seen in different ways.
00:52There is also an opinion on this.
00:54There have been comments on this.
00:56People have been saying that this is an anti-West bloc.
01:00It is one of the influential organizations.
01:04Which is free from the influence of the West.
01:08We will continue our discussion on this.
01:10We have with us, to begin with,
01:12I am grateful,
01:14the former Prime Minister of Pakistan, Hina Rabbani Khar Sahiba.
01:16Madam, Assalam-o-Alaikum.
01:18Thank you very much for your time.
01:20Let me quickly say a few things.
01:22When the opening session took place,
01:24the Prime Minister of Pakistan said
01:26that there is a growing consensus
01:28among the member nations
01:30that they should use a common currency
01:32for mutual settlement.
01:34You being the former Finance Minister
01:36and the former Foreign Minister,
01:38tell us,
01:40how close do you think this is to reality?
01:42Or do you think it is a wishful thinking?
01:44Because de-dollarization keeps happening, right?
01:46Yes, of course.
01:48Look, this is at two levels.
01:50One is at the political level
01:52and the other is at the economic level,
01:54which you can call a hegemonic power
01:56or a unipolar system.
01:58At the political and strategic level,
02:00there have been massive fractures
02:02in the unipolar system.
02:04And we are moving towards
02:06a multipolar world order.
02:08And because we don't have that order yet,
02:10it is a very strict order.
02:12But as far as the dollar is concerned,
02:14I think it is still quite high.
02:16I think the fifth system
02:18is still quite high.
02:20But every country
02:22can trade
02:24in their own currency.
02:26And similarly, if these countries want to,
02:28then a journey
02:30can start.
02:32The results of that
02:34will not be very clear,
02:36but it will be difficult to start.
02:38There are BRICS,
02:40and you have seen
02:42their common currency.
02:44So these things
02:46can become a reality
02:48in the distant future.
02:50And their journey can start.
02:52But at the moment,
02:54I think it is very difficult
02:56to undo the dollar.
02:58If we expand this,
03:00then does this system
03:02have the potential
03:04economically speaking,
03:06that the West
03:08feels threatened
03:10at any level?
03:12At the moment, where we are standing,
03:14the West feels threatened
03:16at everything.
03:18If China exports
03:206 million electric vehicles,
03:22then the West
03:24also feels threatened.
03:26Or if someone's GDP
03:28grows, then the West
03:30also feels threatened.
03:32Or if AIIB becomes a bank,
03:34then the West also feels threatened.
03:36So this exceptionalism
03:38is that when we make rules,
03:40it is right,
03:42when someone else does it,
03:44it is colonization,
03:46economic colonization, etc.
03:48This is how countries
03:50try to increase their power
03:52in the world,
03:54in the economy,
03:56in the political space.
03:58But the credibility gap
04:00from Raza's point of view
04:02is very severe.
04:04Because I think the West's
04:06regimony,
04:08the West's
04:10rule of law,
04:12is crumbling down.
04:14People's bodies are burning.
04:16And the West is arming
04:18the perpetrator.
04:20So there is a lot of
04:22impact of this
04:24over the rights
04:26of the West.
04:28And of course,
04:30if there is a forum
04:32where the PM of Pakistan
04:34and the PM of India are sitting,
04:36then it is not possible
04:38that there will be a discussion
04:40about optics.
04:42Do you think that this visit
04:44of Jai Shankar,
04:46everyone knows that
04:48this is not a bilateral matter,
04:50it is a matter of Shanghai.
04:52But at any level,
04:54will this help
04:56to break the
04:58Jammu-Pak-Bharat relationship?
05:00Or do you think
05:02it is just an event
05:04of the West?
05:06What is the intention of the West?
05:08If you are both players,
05:10first of all,
05:12this India-Pakistan issue
05:14that you have been seeing
05:16for the past 70 years,
05:18it has suppressed the entire
05:20region, but not increased it.
05:22This antagonistic behavior,
05:24this non-normalization,
05:26has had very serious consequences
05:28that are against all the people.
05:30Unfortunately,
05:32the legacy
05:34that they want to build,
05:36for which they have grabbed votes,
05:38their legacy,
05:40their flagship
05:42is hatred for Pakistan,
05:44hatred for Muslims,
05:46and division of India on the lines
05:48of ethnicity and religion.
05:50In my opinion,
05:52the secular powers of India,
05:54the liberal powers,
05:56after coming to power,
05:58if they want to change
06:00the situation,
06:02they will have to
06:04negotiate
06:06what is your redline
06:08and what is their redline.
06:10Certainly, the redline of Pakistan
06:12is that you cannot end
06:14the UNSC resolution on Kashmir.
06:16You cannot set away
06:18the disputed status
06:20of Kashmir
06:22internationally.
06:24No matter how much
06:26re-annexation you do,
06:28the negotiations will start.
06:30But if you say that the problem
06:32does not exist on the negotiating table
06:34and if we normalize everything,
06:36then the same thing will happen
06:38in Gaza.
06:40If these problems are not addressed,
06:42then somewhere or the other
06:44conflicts will arise.
06:46This is a very big development.
06:48In Canada,
06:50with a Sikh background,
06:52there is a murder.
06:54It is a police timeline.
06:56Pakistan says that
06:58we have enough evidence to believe
07:00that India was involved.
07:02They dismiss the high commissioners,
07:04including the High Commissioner
07:06of the US Department of State.
07:08This statement comes from there.
07:10The crux of which is that
07:12India is not taking this matter seriously.
07:14It should be taken seriously.
07:16In a way,
07:18doesn't this strengthen Pakistan's case
07:20of cross-border terrorism?
07:22I understand that
07:24this conference
07:26has its own sentiments.
07:28But objectively,
07:30this case should be marketed
07:32in this way.
07:34In a way, it strengthens our case.
07:36Do you agree?
07:38Mr. Badami, I believe
07:40that rather than marketing,
07:42it is more important to present
07:44the reality.
07:46Narrative shaping is based on solid facts.
07:48Two or three years ago,
07:50at the Munich Security Conference,
07:52I said that India is becoming
07:54a rogue state,
07:56blessed with the impunity provided
07:58by the Western nations.
08:00Today, Canada's Prime Minister
08:02Justin Trudeau
08:04is saying that
08:06India will be killed at will
08:08and terrorism will be spread
08:10within the borders of other countries.
08:12People will be murdered.
08:14We are not ready to give
08:16this impunity to India.
08:18Pakistan has been saying
08:20to the world that
08:22if they want to make India
08:24a net security provider,
08:26they should look at
08:28Balochistan's insurgency
08:30and terrorism.
08:32So that we can give
08:34such a reputation to such a country.
08:36Today, Western countries
08:38are saying the same thing.
08:40If they find this impunity
08:42in Canadian soil,
08:44then imagine what they are doing
08:46in Pakistan's soil.
08:48It will be successful.
08:50The truth is that
08:52when National Security Advisor
08:54Rajiv Jolz had the audacity
08:56to publicly say that
08:58he is cutting iron to iron
09:00and will do this and that in Balochistan,
09:02the matter is over.
09:04Even after that,
09:06if we can't present this case
09:08at the international level,
09:10then we will be a failure
09:12if we can't present it.
09:14Again,
09:16you have to see what your purpose
09:18is to present this case.
09:20One is the reality
09:22that whatever India did
09:24against Pakistan,
09:26we kept saying it and you didn't listen
09:28and now what is happening with you,
09:30you have to understand.
09:32Presenting such cases is your duty.
09:34You are duty bound to do that.
09:36But do you want to
09:38live in a perennial cycle of conflict?
09:40We should not want this.
09:42And it should be seen that we don't want this.
09:44We should clearly state that
09:46we don't want India to spread terrorism
09:48in our borders.
09:50I always used to say that terrorism
09:52is not an India issue, it is a Pakistan issue.
09:54When people are scared that India
09:56will spread terrorism,
09:58I always used to say that
10:00terrorism is our issue.
10:02We should talk about it
10:04because terrorism has been spread
10:06in our borders.
10:08No matter how much you
10:10whitewash it,
10:12we should try
10:14to
10:16somehow
10:18access our
10:20red lines
10:22and if there is
10:24any room
10:26for dialogue,
10:28then we should talk about it.
10:30People generally think that
10:32if you open a trade, everything will be normalized.
10:34You have to make a trajectory of that.
10:36I am in favor of trade.
10:38You have to see
10:40where your trajectory
10:42ends.
10:44This is an important point.
11:10Whenever foreign issues are discussed,
11:12there is no way out.
11:14Even in the context of the SCO,
11:16some 6 countries are sharing their borders.
11:18Pakistan has a stated position
11:20regarding the current regime
11:22that their soil is used
11:24to carry out terrorism.
11:26At the same time,
11:28there are some countries in the SCO
11:30who do not have such relations with Afghanistan.
11:32Can this platform be used
11:34at any level
11:36to improve the Pak-Afghan issue
11:38so that you can
11:40at least
11:42reduce
11:44the heat
11:46that is rising?
11:48Our region
11:50and our immediate neighborhood
11:52is suffering
11:54from the revenge of geography.
11:56If you do not accept geography
11:58and if you think that
12:00you can have
12:02even worse relations
12:04with your immediate neighborhood,
12:06it will give way
12:08and constrict
12:10peace,
12:12prosperity,
12:14growth,
12:16and development.
12:18In the context of Afghanistan,
12:20I have always believed
12:22that India and Pakistan
12:24have a different framework.
12:26Afghanistan and Pakistan
12:28have a different framework.
12:30We should operate
12:32in a bilateral framework
12:34and that is what we have done.
12:36Now,
12:38let's come to the second point.
12:40You mentioned Step 1.
12:42You mentioned Step 1.
12:44You mentioned Step 1.
12:46In intergovernmental
12:48and multilateral forums,
12:50where there are regional countries,
12:52they can definitely be used.
12:54When we say that terrorism
12:56comes to us from Pakistan,
12:58India and Afghanistan,
13:00there are many other neighbors of Afghanistan
13:02who have exactly the same problem.
13:04When five voices say
13:06that this issue is coming
13:08from your side,
13:10it becomes meaningful
13:12and becomes strong.
13:14My view was that
13:16if a fourth government
13:18initiates,
13:20then definitely
13:22in the last three years
13:24they have not been called
13:26since the Taliban came into power.
13:28But because you have a future situation,
13:30we want to make them status quo.
13:32But look,
13:34the situation has changed.
13:36The UAE government
13:38has given their credentials.
13:40The Chinese government
13:42has accepted their ambassadors
13:44and given their credentials.
13:46I don't want to be wrong,
13:48but I think the Central Asian Republic
13:50was going to do it or would have done it.
13:52The situation is changing.
13:54You should not sit
13:56on the old things.
13:58And final comment,
14:00we can all hope and expect
14:02and we have a great diplomatic opportunity.
14:04Not long ago,
14:06there was a lot of discussion
14:08that you have become isolated.
14:10Today, you are hosting a conference.
14:12You are the head of the country.
14:14You are a foreign minister.
14:16The time of Russia, China and India
14:18is approaching.
14:20We can hope and pray
14:22that this is a good starting point
14:24and we can take off from here
14:26I have heard those journalists
14:28who have been covering conferences
14:30for decades
14:32say that the media center
14:34is the best ever.
14:36So, it is a good opportunity
14:38to move forward and
14:40get rid of the past.
14:42I don't believe in conventional thinking.
14:44I will never say that
14:46Pakistan has never been isolated.
14:48And those who think that
14:50Pakistan has never been isolated,
14:52please look at our
14:54multilateral diplomacy.
14:56Look at our UN Security Council.
14:58Look at the role
15:00we play in Geneva.
15:02Look at how we are leaders
15:04on all fronts.
15:06Let's talk about this later.
15:08For political point scoring,
15:10I have never said that
15:12Pakistan has been isolated.
15:14But conducting a conference
15:16properly
15:18sheds a lot of light
15:20on a country.
15:22Obviously,
15:24we should be able to control it.
15:26Thank you very much for your time.
15:52Khurram Dastgir is with us.
15:54He belongs to PMLN.
15:56He is one of the most senior leaders.
15:58You have served in many
16:00relevant portfolios.
16:02Let it be commerce,
16:04and many more.
16:06Khurram, Assalam-o-Alaikum.
16:08Wa-alaikum-as-salam.
16:10Thank you very much for your time.
16:12Khurram,
16:14I have heard that
16:16Pakistan has been isolated.
16:18But,
16:20thank you very much for your time.
16:22Khurram,
16:24obviously,
16:26this is a good opportunity
16:28to take things
16:30to the international
16:32and diplomatic front.
16:34You are hosting
16:36a summit in which
16:38world-renowned countries
16:40and their dignitaries
16:42have come.
16:44I have a question
16:46for you as well.
16:48Is there any plan
16:50in which these organizations
16:52like the SEO,
16:54the European Union,
16:56and the currency system
16:58can work together?
17:00I understand that
17:02it is a good idea,
17:04but there are many steps
17:06to be taken.
17:08But, do you think
17:10that if all the countries are
17:12committed to it,
17:14it is attainable at any point of time?
17:16Yes, definitely.
17:18But, we have to keep in mind
17:20that the foundation of the
17:22Shanghai Cooperation Organization
17:24is defense cooperation.
17:26And,
17:28just like NATO
17:30in the West,
17:32China and Russia
17:34established it
17:3624 years ago.
17:38So, its foundation
17:40will always be defense.
17:42Khurram, I am so sorry
17:44for not being able to show it to you.
18:14I reaffirm
18:16Pakistan's
18:18unwavering
18:20commitment
18:22to the goals
18:24of our
18:26common goals
18:28and objectives
18:30of the Shanghai
18:32Cooperation Organization.
18:34Let us prioritize
18:36collaboration
18:38over
18:40political
18:42differences
18:44and divisions,
18:46build on our achievements,
18:48address the shared
18:50challenges, and work
18:52hand-in-hand to ensure
18:54that the
18:56SU remains a
18:58beacon of stability,
19:00development, and
19:02mutual benefits
19:04for our peoples.
19:08Before concluding,
19:10let me say
19:12that we cannot ignore
19:14the ongoing
19:16genocide in Gaza.
19:18The international community
19:20bears the responsibility
19:22to ensure an immediate
19:24and unconditional
19:26ceasefire,
19:28leading to the establishment
19:30of the State of Palestine
19:32on the basis of
19:34pre-1967 borders
19:36with Al-Quds
19:38as its capital.
19:40Excellencies,
19:42before I declare this meeting
19:44closed, I would like
19:46to convey my
19:48sincere thanks to all those
19:50who have worked with
19:52great commitment
19:54to ensure the smooth
19:56conduct of this meeting.
19:58In particular,
20:00our interpreters.
20:02The meeting
20:04is
20:06concluded.
20:08Please join me
