00:00Marikina City 2nd District Rep. Stella Quimbo and BHW Partylist Rep. Angelica Natasha Co. filed an Ethics Complaint against AgriPartylist Rep. Wilbert Lee

00:11because of his improper conduct. But Lee has an explanation about what happened. Mela Lesmoras has the details.

00:19As seen in this video, on September 25, Marikina City 2nd District Rep. Stella Quimbo and BHW Partylist Rep. Angelica Natasha Co. were crying and being accompanied by other congressmen.

00:36Some thought it was tears of joy because on that day, the proposed 2025 national budget was passed in the third and final reading of the Camera.

00:45But there was another reason. In an interview, Quimbo and Co. shared that they experienced an inappropriate interaction with AgriPartylist Rep. Wilbert Lee, which caused them great fear.

00:59While Rep. Mika was speaking and defending the budget, I was with her and assisting her. But I was on a call and as soon as I ended my call, I turned around and I already saw him on my right.

01:22When he approached me, he uttered the words,

01:25If you don't let me speak, I'll get confused.

01:30And he started pointing at me and as he was moving forward, because of my fear, I ducked behind the podium.

01:41After a few days, there were spliced videos of me and of Stella. I think they were able to get a video from a different vantage point of what he did.

01:55But they made it a twinist saying that he's so good because we're already scared because he's aggressive with his points.

02:10So there was a change in the storyline. That's where I was more angry because for me, that day, we were the ones who were aggravated because he made spliced videos.

02:27In the split video, Lee's emotions were first noticed when he tried to stop the funding of the Department of Health from the plenary. But he didn't succeed.

03:09Because of the experience of Kimbo and Co., they formally filed an ethics complaint against Lee more than two weeks after this happened.

03:18In their complaint, it was alleged that Lee's actions were considered improper conduct contrary to the code of conduct of the camera.

03:26That's why there was a delay. I had to process it for myself and then ask people around me also.

03:35I didn't just file it at the height of my anger. I also thought to myself, what happened? Is what happened right?

03:47We are both women. Do I want this to happen in the next congresses? Will I allow this to happen?

04:00I admit that it took me a long time because I really thought about it carefully.

04:06I think what I went through is typical of what women go through when they are hurt.

04:17Congressman Lee received the complaint against him and he is defending it.

04:23But he has a clarification on what happened.

04:27I will never have the intention of hurting or bullying anyone.

04:34I also have no intention of disrespecting the congress.

04:38My actions are the result of our strong desire to fulfill the precious and precious benefits of health.
