00:00Ethics complaint was denied by AgriPartylist Representative Wilbert Lee because of his improper conduct.

00:08Lee has an explanation on what happened. That's what Mel Alesmoraz wrote.

00:13As seen in this video, on September 25, Marikina's 2nd District Representative Stella Kimbo and BHW Partylist Representative Angelica Natascha Coe were crying and being accompanied by other congressmen.

00:30Some thought it was tears of joy because the proposed 2025 national budget was passed on the third and final reading of the Camera.

00:39But there's another reason. In an interview, Kimbo and Coe shared that they experienced an inappropriate interaction with AgriPartylist Representative Wilbert Lee that caused them great fear.

00:53While Rep. Mika was speaking and defending the budget, I was with her and assisting her.

01:04But I was on a call and as soon as I ended my call, I turned around and I already saw him on my right.

01:16When he approached me, he uttered the words,

01:19If you don't let me speak, I'll be in trouble.

01:23And he started pointing at me and as he was moving forward, because of my fear, I ducked behind the podium.

01:34After a few days, there were spliced videos of me and of Stella.

01:42I think they were able to get a video from a different vantage point of what he did.

01:49But they made it a twinist saying that he's so good because we're already scared because he's aggressive with his points.

02:03So there was a change in the storyline.

02:09That's when I got more angry because for me, we were the ones who were aggravated that day for making spliced videos.

02:20In the split video, Lee's emotions were first noticed when he tried to stop the budget of the Department of Health from the plenary.

02:30But he didn't succeed.

03:02Because of the experience of Gimbo and Co., they formally filed an ethics complaint against Lee more than two weeks after this happened.

03:11In their complaint, it was alleged that Lee committed improper conduct that violated the code of conduct of the camera.

03:19That's why it took a while.

03:21I had to process it for myself and then ask people around me also.

03:28I didn't just file it at the height of my anger.

03:34I also thought to myself, what happened?

03:39Is what happened right?

03:41We are both women.

03:45Do I want this to happen in the next congresses?

03:50Will I allow this to happen?

03:53I admit that it took me a long time.

03:57I thought about it very carefully and I think what I went through is typical of what women go through when they are hurt.

04:11Congressman Lee received the complaint against him and he admitted it.

04:17But he clarified what happened.

04:20I will never have the intention to hurt or bully anyone.

04:27I also have no intention to disrespect the congress.

04:32My action is the result of our strong desire to achieve the most important and most valuable benefits for our health.

04:43When Lee cried, he was ready to face the House Committee on Ethics and Privileges regarding this.
