00:00Good news for the residents of Luzon and Mindanao,

00:05you will be compensated for the electric bill.

00:11But bad news for the residents of Visayas,

00:14because you have a high ceiling.

00:17Mackie Polido is on fire.

00:23Because the electricity bill is hard to pay,

00:25Ms. Estrella will have to pay a disconnection notice.

00:31You're almost going to cry so that your lights won't go out.

00:35Tomorrow, we may find out if in October,

00:38we will be able to rest a bit because of the high bill.

00:41But the National Grid Corporation of the Philippines, or NGCP,

00:46announced that they will lower their ancillary service

00:49or reserve of electricity this month.

00:51This is part of the transmission charge of 10% of the Meralco bill.

00:55Good news for the residents of Luzon and Mindanao,

00:58because the bill will be lowered by P9 per kWh in Luzon

01:02and P2 in Mindanao.

01:04Bad news for Visayas,

01:06where the bill will be raised by P29 per kWh.

01:10These are pass-through charges and will not go to the NGCP.

01:14For this month, as with last month,

01:16more than 50% of our billing is for ancillary services.

01:21And that proportion is largely driven by market prices

01:28in the reserve market.

01:30Half of what the NGCP is now borrowing

01:33is for the treatment of this ancillary service or reserve of electricity.

01:37When it went on sale in the reserve market in February,

01:40the NGCP had to borrow P5.7 billion from electricity consumers.

01:46Only P1.7 billion was borrowed last June.

01:50The Energy Regulatory Commission is still waiting

01:53for a decision on when the remaining P4 billion will be borrowed.

01:57The NGCP has previously announced

01:59that they will add their borrowing

02:01if they are forced to contract the reserve of electricity.

02:04But the Department of Energy said

02:06that the reserve of electricity is needed

02:08for the supply of electricity to be stronger.
