00:00From the beginning of March until the offer and the arrival of Pepito,
00:05it seems that some people in Ilocos Norte don't know how to recover from the destruction of their properties.
00:14Even the students haven't been able to attend school for two weeks.
00:18Darling Kai is being targeted live from Pagudpud, Ilocos Norte.
00:24Darling?
00:27Mel, the heavy rain and strong winds are what we are experiencing here in Pagudpud, Ilocos Norte.
00:35That's why earlier, some residents were evacuated,
00:38even though they haven't been able to recover from the destruction of their homes
00:41when the typhoon Marse passed through here.
00:43So now, this town of Pagudpud is still under state of calamity.
00:47In a blink of an eye, the memory of 60-year-old Jocelyn was erased.
00:56The house where she grew up had no roof, the windows were broken,
01:01and the items were destroyed because of the typhoon Marse.
01:04It's really hard, ma'am. It's really hard to lose a house.
01:08But the tears had to be wiped away immediately.
01:11They were evacuated again because of the typhoon Ophel.
01:14It's really hard. We came here to ask for help.
01:20We asked for help to fix our house.
01:25We asked for help to fix the roof of our house.
01:28My mother is really sad.
01:33Jocelyn's mother, Jocy,
01:36was able to fix the damaged roof of the house that was destroyed by the typhoon Marse.
01:40It's really hard, ma'am. We were able to fix it even though it was raining heavily.
01:44And all of our roof fell off, ma'am.
01:47Look at this, ma'am. Even the wind came in, ma'am.
01:52Even the wind blew into our house, ma'am.
01:56They were evacuated here at Pasaling Elementary School when the typhoon Marse hit.
02:00But despite this, the wind was blowing and it was raining heavily.
02:05The reading centers were destroyed.
02:09The students' clinic was destroyed.
02:12The roof fell off. The walls were destroyed.
02:14The materials inside were damaged.
02:16Even some parts of the school were hit by the typhoon.
02:19It's good that no one was hurt.
02:22My heart is broken.
02:24All the students go to this school.
02:30After the typhoon Marse, the students were not able to go to school because it was not safe.
02:36The students of Pasaling Elementary School were not able to go to school for two weeks.
02:40That's why they were given modules.
02:42But the teachers still went to school to save the school's materials.
02:47Of course, the typhoon Marse was strong.
02:49They said that the typhoon Ophel was even stronger.
02:51We were afraid that our school would be even more damaged.
02:58Of course, the students are pitiful.
03:00Around the town, the residents of Barangay Poblacion's seawall,
03:05which was one of the most important schools in the town,
03:08were very saddened by the typhoon Marse.
03:10I used to build this road.
03:12But when the typhoon Marse hit, the road was damaged.
03:17The cement was crushed.
03:19Even the seawall here in Barangay Poblacion 1 was destroyed.
03:24When the typhoon Marse hit along the shoreline,
03:28especially here in Barangay Poblacion,
03:30we can see that the seawall is already devastated.
03:34So, it's possible that the houses in this community were damaged.
03:39Especially when there's a typhoon, the typhoon Marse can cause a lot of damage.
03:43Typhoon Ophel is already affecting the country.
03:46But the state of calamity that was caused by the typhoon Marse
03:49has not yet been recovered.
03:51The Calamity Fund can be used for that.
03:53But what's the point if it's already gone?
03:55There are promises and funds given by various agencies
04:03and senior officials.
04:05What we're waiting for is the implementation of rehabilitation here.
04:14Our mayor is talking to senior officials
04:19to give us additional funds.
04:22There are two typhoons to come,
04:24so DRRMO, police, barangay and EFP personnel are helping
04:28to evacuate the residents on the shoreline.
04:31All those who are ready to evacuate,
04:34please go to the epic apartment.
04:37The vehicle of the local government unit of Pagunpon is already here.
04:42The sea, ma'am.
04:44That's what we're waiting for.
04:45We're afraid of the sea.
04:47If it wasn't for that, we wouldn't have been able to escape.
04:51But it's scary, right?
04:53It's scary, ma'am.
04:54It's a good thing that the seawall is still there.
04:57If it wasn't for that,
04:59the typhoon Marse would have already reached here.
05:04The municipality had to find other evacuation centers
05:08that haven't been affected by the recent typhoons.
05:17Mel, the entire province of Ilocos Norte is still on alert
05:21because of the typhoon Ophel.
05:23There are evacuations happening in other towns
05:26like Adams and Bacara,
05:28according to the Provincial Disaster Risk Reduction and Management Office.
05:31That's the latest from Pagunpon, Ilocos Norte.
05:34Back to you, Mel.
05:35Take care.
05:37Thank you very much, Darling Kai.
