Video of the incident went viral after it appeared to show an officer kicking and stamping on the head of Fahir Amaaz, 19, as he and his brother Amaad, 25, were restrained by officers.
The video provoked a public outcry and led to protests in Rochdale and Manchester city centre. However, further video obtained by the Manchester Evening News emerged days later and showed the build-up to the fracas on July 23, including when two female police officers were hit to the ground.

00:00There is a story that has been somewhat buried, forgotten about, that I think turns the perception
00:08of two-tier policing and two-tier justice into a reality. And it is what happened at
00:15Manchester airport.
00:17Now today we are sending to the Home Secretary a letter signed by all five of the Reform
00:24UK MPs setting out our real concerns.
00:29When the footage came out, it actually came out through social media a day later and it
00:36showed the back end of the incident. It did not show the whole footage. So what was allowed
00:41to perpetrate, permeate through the country, was that this was police brutality.
00:50Now this is what we have learnt from our sources. It turns out that someone very senior in the
00:59Greater Manchester Police, possibly higher but we think right at the top of Greater
01:04Manchester Police, made a deliberate decision to withhold the full footage shortly after
01:12the incident.
01:13We have a genuine concern that actually the CPS are withholding, charging these assailants
01:21until the IOPC have concluded their investigation.
01:26And if the IOPC find any fault in the conduct of the officers, then that will give the CPS
01:33reason not to charge the assailants. Just think about that. Just think about the effect
01:40that might have on the morale of serving police officers up and down the country.
01:48So we are therefore serving notice today in this letter to the Home Secretary that if
01:53the Crown Prosecution Service are not going to charge these assailants, then we at Reform
02:00UK will launch a private criminal prosecution against these assailants. We have taken legal
02:09advice. I have a top quality legal team on standby and that is what we will do.
