00:00Welcome everyone, thank you for joining us in this new Média Morning newscast.
00:21Here are the headlines.
00:23In the application of the Royal High Instructions, financial aid of 80,000 dirhams and 140,000 dirhams will be awarded to families whose homes have been partially or entirely destroyed by floods in the south-east of the Kingdom.
00:40In the Middle East, a new Israeli strike on a rescue center in Beirut, the balance is set at 6 dead and 7 injured.
00:53And the UN chief, Antonio Guterres, was furious on Wednesday in front of the Security Council, the cycle of violence in the Middle East, on the brink of a precipice, while Israel and Iran have threatened to strike back.
01:11In the application of the Royal High Instructions, financial aid of 80,000 dirhams and 140,000 dirhams will be awarded to families whose homes have been partially or entirely destroyed by floods in the south-east of the Kingdom.
01:30This is what the head of the government, Aziz Arnauch, said in a press statement at the end of the first meeting of the inter-ministerial commission in charge of the rehabilitation program for areas affected by floods in the south-east of the Kingdom.
01:45The head of the government, Aziz Arnauch, stressed that this financial aid translates the high demand in which the sovereign never ceases to surround the affected populations.
01:54This meeting was dedicated to examining the means of application of the Royal High Instructions on the allocation of aid of 2.5 billion dirhams to the affected people following these floods.
02:05He added that this amount will be allocated to the fight against the effects of natural disasters.
02:16The head of the government, Aziz Arnauch, presided yesterday in Arbal, the 12th meeting of the inter-ministerial commission in charge of the reconstruction and general rehabilitation program for areas affected by the drought in Al-Hawz,
02:29which allowed to observe the positive rate in the implementation of this program.
02:36In application of the Royal High Instructions, the commission decided to extend the duration of the allocation of emergency aid of an amount of 2,500 dirhams to the families in the dwellings that have been partially or completely flooded,
02:48and this after the completion of the operation of the allocation of emergency aid of an amount of 2,500 dirhams per month,
02:55which had been set at a duration of 12 months for a total cost of 1.7 billion dirhams, according to a statement from the department of the head of government.
03:05The commission noted the issue at the end of last September of 56,095 authorizations for reconstruction and the advancement of construction sites, reconstruction and rehabilitation at the level of 50,807 damaged housing.
03:22In the Middle East, an Israeli strike on a Hezbollah rescue center in the heart of Beirut killed six people on Wednesday night.
03:32On Thursday, Israel continued its offensive in Lebanon at night with 17 raids on Beirut and its southern border, according to the Lebanese official agency.
03:43For the second time, a strike hit the very heart of the capital, reaching the Hezbollah civil protection center in the Bashoura neighborhood.
03:51The assessment was established at six deaths and this wound, the Israeli army said, has also issued a new order of evacuation at night concerning several sectors in the south of the capital.
04:06In addition to Lebanon, the Israeli army is also targeting Syria.
04:13These strikes cost the lives of at least three people in the Mazer neighborhood in Damascus, simulated for the second consecutive day.
04:23The head of the UN, António Guterres, was outraged yesterday in front of the Security Council about the rampant cycle of violence in the Middle East on the edge of the precipice,
04:37while Israel and Iran threatened to strike back in front of the 15 member states of the Council.
04:44Guterres also took care to condemn the massive missile attack by Iran on Israel on Tuesday.
04:53He had been accused a few hours earlier by the Israeli government of not having denounced Tehran, and had thus been declared a persona non grata on the territory of Israel.
05:05The UN Secretary-General, who had no choice during the General Assembly last week, issued an alarm bell on the risk of total war in the Middle East,
05:14demanding to end the rampant cycle of escalation after escalation that leads the peoples of the Middle East directly to the edge of the precipice.
05:24I would also like to point out that the Hamas military branch claimed yesterday the attack of the day before,
05:31in which seven people were killed with automatic weapons and white weapons at a train station in Tel Aviv, in the center of Israel.
05:40The Al-Qassam Brigades assume the responsibility of the operation carried out in Jaffa by the fighters of Al-Qassam,
05:49Mohamed Rachid Misk and Ahmed Abdel Fattah al-Haymouni in Sidi Jordani.
06:00We are going to Ivory Coast to review the electoral lists.
06:07It was Tuesday, at the heart of a meeting in Abidjan, a meeting that brought together members of the political parties and organizations of civil society.
06:18Hippolyte Dié and Ange Wilfred tell us more.
06:23Several representatives of political parties, organizations of civil society and political movements
06:29responded to the call of the President of the Independent Electoral Commission for this meeting of exchanges and information on the operation of the revisions of the electoral list in Ivory Coast.
06:39An important operation that will take place from October 19 to November 10 and 12,089 enrollment centers will be opened to facilitate the process.
06:49The initiative consists of updating the personal data of voters,
06:53registering new voters, fulfilling the conditions for the irradiation of those who have died
06:58and of people who have lost the quality of voters by decision of the competent authority.
07:03The objective of the meeting is therefore to allow the different actors to agree on the essential points for the good development of the operation.
07:11The applicant will always have to report the proof of the modification he requests to the Independent Electoral Commission.
07:19However, for the current operation, it will no longer be necessary to produce a certificate or residence permit for the exchange of voting places within the same sub-prefecture or municipality.
07:36After reviewing the formalities to be fulfilled or taking part in the operation of updating the electoral file,
07:42the Ivory Coast Club has pronounced itself on the registration of new majors on the electoral list,
07:47an important part of the participation in the elections.
07:51In order to reduce the age, the CEI has extended the age limit for the enrollment of new majors to March 1, 2025,
08:02that is, before the publication of the provisional list.
08:05Thus, all of our compatriots who will be 18 years old and older at this date will be able to apply for their registration on the electoral list.
08:15Addressing the most skeptical, the first person in charge of the management of the elections in the Ivory Coast
08:21has sent a message about the capacity of his institution to meet the challenges in time.
08:26I want to reassure you about the openness and availability of the CEI.
08:32All the Central Commissioners of the current CEI are responsible Ivorians
08:38and committed to working for an electoral governance worthy of this great country that is the Ivory Coast.
08:44Those responsible for political parties and civil society organizations have also been invited to mobilize citizens for the success of this operation.
08:56Celebrating heritage, investing in progress is the theme for the second edition of the Cultural and Creative Industries' Assises.
09:06The work of this event has opened up to Rabat with the main objective of making culture a real engine of economic growth,
09:15innovation and empowerment for Moroccan youth.
09:18For two days, thematic panels will address the key issues of the sector.
09:24I invite you to listen to Cheikh Ibrahim, president of the CEI.
09:29Two billion dollars represent about 5% of the world's GDP.
09:37In Morocco, we have barely 0.5% of the world's GDP.
09:41The good news is that there is development to be made.
09:45This development must be done and can be done because we need to create more jobs for young people.
09:52We need to show our culture. We have a very rich culture.
09:56We have a very strong civilization and we need to show it to the world,
10:02as an example of what has been done in Korea and Turkey.
10:05Now, in order for this to develop, we need to unlock certain locks,
10:12including human capital.
10:15Human capital must be formed to meet the needs of the sector.
10:21We must also integrate the informal.
10:25The informal must be integrated into the formal structures.
10:30And also, of course, the financing.
10:33Find funding for these creators. Find funding for this industry.
10:38And also take advantage of artificial intelligence and digitalization
10:43to create more new things.
10:48I think we have good days ahead of us and that our country will develop more.
10:56What are the main challenges and challenges of the cultural and creative industries sector?
11:02Here is the answer of Naila Tezi, President of the Federation of Cultural and Creative Industries.
11:09The first challenge, everyone knows it, is access to funding.
11:12It is a sector that constantly struggles with this issue of funding.
11:17There are several forms of funding.
11:19There has always been a lot of patronage, which is losing speed.
11:22We call for a law on patronage because it is necessary for artists,
11:28for creators, for the management of projects.
11:31We also have the classic, traditional funding
11:34for which we must improve the perception that the banking and financial sector has of this sector,
11:39which is a bankable sector, which is not a risky sector, as one might think.
11:44And besides, we have signed today a convention,
11:47well, we attended during our event today,
11:50a signature between the International Financial Society,
11:53which is the armed force of the World Bank,
11:55in charge of the private sector, the development of the private sector.
11:59A convention signed with the state,
12:04to guarantee loans and funding for the sector of cultural and creative industries.
12:10I would also say that this is the challenge of professional training.
12:16We are in a country that wants to create employment.
12:18In all sectors of the creative and cultural industries,
12:21which are numerous, we need to recruit.
12:24And we do not necessarily find qualified profiles
12:28to be able to achieve our ambitions and achieve our goals.
12:33There is another great challenge, which is that of digital transformation
12:37and artificial intelligence.
12:39Artificial intelligence will come to revolutionize the world,
12:42as was the case with the Internet and before the Internet, with printing.
12:46And we must be fully aware of this today
12:49and seize the trend that artificial intelligence will impose on us
12:56to take it into consideration in everything that is done
13:00in terms of creative and cultural production in Morocco
13:03and not to be late on this subject.
13:06And so this question will be at the center of the debates of our second sessions.
13:12And right now, I place the guest of the major media morning newspaper,
13:18the UN Security Council met urgently to discuss the escalation of the conflict in the Middle East.
13:27At a time when Israel continues its offensive against Hezbollah in Lebanon
13:30and has become the subject of a missile salvo fired from Iran,
13:34Israel has promised reprisals in turn,
13:37at the risk of precipitating the region into an uproar.
13:44We are live with Mr. Amjad Shihab, Professor of Political Science at the University of Al-Quds.
13:53Hello, Mr. Amjad Shihab, and thank you for being with us.
13:58Thank you for inviting me. Thank you.
14:01So, first of all, let's talk about the Iranian reprisal.
14:05Was the Iranian credibility of this reprisal inevitable?
14:15Yes, this reprisal was inevitable,
14:19because the Iranian opposition,
14:21supporting the resistance in Gaza and Lebanon,
14:26after the assassination of their guest,
14:29the head of the Hamas office, Ismail Haniyeh,
14:34to the blankers of Tehran and Iran,
14:39had no other choice but to retaliate.
14:42Otherwise, they will lose their credibility, their legitimacy,
14:46in the eyes of their partisans,
14:48and also of their ideology,
14:51which consists of defending their allies,
14:56especially the armed forces of Iran and the Middle East, the Hezbollah.
15:03So it was planned, but it came too late.
15:08Normally, this reprisal must be automatic after the assassination.
15:13There were American promises that there would be a ceasefire with the Gaza bomb.
15:20These American promises were not fulfilled at all.
15:26So Iran was forced to make a moderate response.
15:31It was not a response of a weak capacity that could cause human damage.
15:39Above all, the most important thing for Israel,
15:42and the thing that hurts Israel the most,
15:46is a human loss.
15:48There was no human loss because of this reprisal.
15:51This reprisal, or this retaliation,
15:56was the equivalent of the strike that Iran carried out in April last year,
16:04when Israel bombed the consulate general of Iran in the Syrian capital, Damascus,
16:13and which caused the general death of Iran.
16:19I think that Iran is not looking for an open war with Israel,
16:24especially since it is very well supported by NATO and the United States,
16:29but it cannot do otherwise.
16:32It is in a difficult situation.
16:34It must not open the war.
16:37It must not stay without doing anything.
16:41Israel is destroying the south of Lebanon,
16:44destroying the military infrastructure.
16:47Very well.
16:48Mr. Shihab, on Israel's side,
16:51Israel announced yesterday the death of eight soldiers in the south of Lebanon,
16:55the first killed since the beginning of these ground operations,
16:59while the Israeli army is talking about a limited, targeted operation.
17:04What do you understand about this military operation?
17:10Yes, the so-called limited operation in Lebanese territory
17:16that affects Lebanon's sovereignty.
17:20Lebanon is an Arab state.
17:23Also, to try to see the reactions,
17:27if Hezbollah is still strong,
17:30if it is still ready to resist the Israeli strikes
17:35that hit the first and second ranks of Hezbollah's political and military leaders.
17:42It was shocked by Hezbollah's resistance to this offensive,
17:49which Israel is also seeking at all costs to submit to Hezbollah
17:55to bring back the colony that was built north of occupied Palestine in 1948,
18:03to the north of occupied Palestine in 1948.
18:06And it can't do that if it doesn't occupy the south of Lebanon,
18:11or Hezbollah makes concessions.
18:13Hezbollah refuses to do that
18:16if Israel continues to massacre Palestinians in the Gaza Strip.
18:20Hezbollah links the Gaza Strip with the south of Lebanon.
18:27If you stop massacring Palestinians,
18:30we will stop launching missiles.
18:33Israel is seeking to apply the United Nations Resolution 1701
18:40stipulating the total withdrawal of all Hezbollah's military forces
18:45from the south to the Litani River,
18:48which is about 35 km long.
18:51This can be considered a political defeat for Hezbollah.
18:58That's why Hezbollah refuses to do that.
19:00It links this application with the cessation of aggression,
19:05genocide, and carnage against the Gaza Strip.
19:10For this reason, all the data show that there is an increase in clashes,
19:16especially that Hezbollah has shown that it has the capacity to fight back,
19:21especially to resist.
19:24After the missiles, the threats,
19:28Israel promises that Iran will pay the price for the attack on its territory.
19:34Will Iran and Israel go to a total war?
19:40I don't think so, because European politics,
19:44especially American politics,
19:48is very clear.
19:50Israel is given a space to do whatever it wants.
19:54According to them, Israel will remain the strongest
19:58and repair the image that was destroyed on October 7th.
20:04For this reason, they let Israel do whatever it wants.
20:09Massacring Palestinians, massacring Hezbollah,
20:14assassinating Hezbollah's leader,
20:17assassinating the leader of the Hamas movement,
20:20attacking the Iranians.
20:22But they won't attack Iran,
20:26because the Iranian response,
20:28which has shown,
20:29because we see a very clear political message,
20:32that if we have the capacity to hurt you,
20:36if you resist,
20:38we will kill you.
20:40If we have the capacity to hurt you,
20:43if you resist,
20:45we will resist next time
20:47in a way that will really hurt you,
20:50that will cause damage
20:52at the level of a blow of dissuasion.
20:56It's not a blow just to send a political message.
20:59That's why Israel hasn't resisted so far,
21:03and they are studying,
21:05and they are making sanctions against Iran.
21:11And maybe Israel will bomb, as usual,
21:14the Syrian territory
21:16to hit Iranian targets.
21:19Especially, there are several places
21:24where the Iranians have military forces in Iran
21:28and intensify the strikes against Hezbollah.
21:32This is what we have seen
21:34just after the strikes of the Iranian missiles
21:38on the territories of occupied Palestine.
21:41The G7 countries believe that a diplomatic solution
21:45is still possible,
21:47and that a conflict at the regional level
21:50is not in the interest of anyone.
21:54This is what the Italian president of the G7 announced yesterday.
22:01What do you think?
22:03Yes, there is a clear problem.
22:06If they want Hezbollah to stop launching missiles
22:10against the territories of occupied Palestine in 1948,
22:14they must stop massacring,
22:16they must stop the carnage at the Gaza Strip.
22:20They must also find a political solution
22:22for the Palestinian cause.
22:23If they just want Hezbollah to be removed
22:27from the Palestinian resistance,
22:30I think there is a problem.
22:32Because if Hezbollah accepts,
22:34it is still strong,
22:36because despite all the strikes,
22:38it is still standing.
22:40It will be very difficult to put it down now,
22:43because if they manage to put it down
22:45and withdraw their forces to the Lithuanian river
22:51according to the Security Council resolution,
22:54that would be considered a defeat for them,
22:56a political suicide
22:58in the eyes of these partisans,
23:00in the eyes of their role
23:03since its creation until today.
23:06And that Israel continues to colonize,
23:08to massacre the Palestinians
23:10and to liquidate the Palestinian cause.
23:12In my opinion, it can't go on like this.
23:14If there was an international will
23:16to find a solution for the Palestinian cause,
23:19or to create a Palestinian state
23:21that we don't see at all now,
23:23according to the data on the ground,
23:25or at least to stop the aggression
23:32and the massacre against the Gaza Strip.
23:34Otherwise, the Lebanese government
23:36cannot force Hezbollah,
23:38because Hezbollah is stronger
23:40than the Lebanese government.
23:42And if they want to submit to Hezbollah,
23:46they have to attack Lebanon,
23:48occupy Lebanon.
23:50According to the ground war,
23:52what Israel is trying to do today,
23:54it's not easy.
23:56The price will be more expensive
23:58than they think.
24:00We can't compare the Gaza Strip,
24:02which has a very limited area,
24:05350 square kilometers,
24:07encircled by the Israeli army,
24:10by the sea, by the land, by the sky,
24:13and by the south of Lebanon.
24:17The south of Lebanon has a much larger area
24:21and the geography will give more advantage
24:26to Hezbollah's fighters
24:28to harm the Israeli army.
24:30I think that things are not at all easy
24:33if there is no equitable political solution,
24:36at least to stop the massacre
24:41on the Gaza Strip.
24:43Mr. Amjad Chihab,
24:45thank you for this precious insight.
24:48Thank you for answering our questions.
24:50I remind you that you are a professor
24:53of political science
24:55at the University of Al-Quds.
25:04This is how this edition ends.
25:06Thank you for following it.
25:08Stay with us.
25:09The information continues on Mediain TV.
