Ever since the announcement that winter fuel payments would become means-tested, there has been a huge amount of debate around the policy.

Some argue that millionaires clearly don’t need the money, and that it can be put to better use, while others state that the cost to start the means testing would rule out any big savings.

We went out into Manchester to ask people on the street what they thought.

00:02winter fuel payment and the reason for that is since the Labour government introduced the policy
00:07there's been a lot of controversy. What it now means is that you have to earn under a certain
00:11amount of money as a pensioner to get free money towards your winter fuel payment. We don't know
00:16whether people would have cut that, whether they would have cut something else to save money,
00:19whether they support the policy. That's a really bad idea. I just think there's worse problems.
00:25Yeah, there are more, I don't know, I guess there's things that they could focus on which
00:29would actually have more benefit. I mean winter fuel allows people to live throughout the winter
00:35doesn't it? I don't think it's worth cutting that if it's going to benefit anyone. I don't
00:41think people are exploiting it as much as like it's to help people. And also it feels expensive
00:48so I definitely see why people would be really opposed to that happening because like it's
00:52something that you'd rather not have to worry about people if you haven't had to.
