00:002025 Parliamentary Elections and other programs and developments in BARMM,
00:06we will discuss together with Cabinet Secretary Mon Asnin Pendaton,
00:11the spokesperson of the Bangsamoro Autonomous Region in Muslim Mindanao.
00:16Good afternoon.
00:19Good afternoon, Ms. Nina and Usec March,
00:21a beautiful and new Philippines to all of us.
00:25Sir, how are you preparing for the first parliamentary elections
00:31that will take place next year?
00:35We are well-prepared for the first parliamentary elections
00:41in the Bangsamoro Autonomous Region in Muslim Mindanao.
00:43This is also in line with the directive of our President,
00:47Ferdinand Bongbong Marcos Jr.,
00:49that we will have a peaceful, credible, and honest election
00:55in which the voter turnout will be high.
00:58So, on the left and right are our information and education campaigns
01:03and a few forums where we explain
01:06the importance of having our first parliamentary elections
01:11in our electorates.
01:13For you, how will the 2025 parliamentary elections
01:19affect religious freedom in the Bangsamoro Region,
01:22especially for Christian migrants in the region?
01:26Our first parliamentary election is very inclusive.
01:31In fact, in the Bangsamoro Autonomous Region in Muslim Mindanao,
01:35we have reserved seats for our members of the parliament.
01:41These reserved seats are for the sectors of society
01:45that, based on history, find it difficult to get representation
01:50in the Bangsamoro Parliament or in the Bangsamoro legislative space.
01:55These are the non-Moro indigenous peoples.
01:58We have reserved seats for Christian settlers,
02:01for our youth, religious leaders, traditional leaders, and others.
02:05So, when it comes to that, rest assured that in the BARMM,
02:08what we really need to be vigilant about
02:11is the platform of our candidates and the parties
02:15that will be running for the first parliamentary elections.
02:19What are the possibilities of being confronted
02:22by elected leaders in the Bangsamoro Region
02:25if they are able to implement religious freedom
02:29and constitutional rights in the region?
02:33One factor for the selection of the parties
02:38is that their platform of governance should be broad.
02:41This means that their platform of governance
02:44should also speak to the different sectors
02:47in the Bangsamoro Autonomous Region in Muslim Mindanao,
02:50including our IPs and our Christian settlers in the region.
02:56If this is not safeguarded,
03:00this will ultimately affect their performance
03:03or their result in the next parliamentary election.
03:12What are the challenges faced by political leaders
03:16in balancing the interests of Muslims
03:19and Christian communities during the electoral process?
03:24So far, they should balance themselves.
03:29How do we preserve the religious freedom
03:34and inclusivity in our organic law
03:37of the Bangsamoro Autonomous Region in Muslim Mindanao?
03:40The BARMM has been the product of decades of conflict
03:46and decades of injustice.
03:48We should not neglect that.
03:52And in the continuation of their service,
03:55if they are to become leaders
03:59in the different local government units,
04:01the priority of their agenda should be
04:04the safeguarding of religious freedom
04:07and our inclusivity.
04:10This is also in line with the new Philippine vision of our government.
04:15What steps should be taken in the Bangsamoro region
04:21to ensure fair and peaceful elections in the region?
04:27We are looking into having a high voter turnout.
04:31And we believe that we can do this
04:34through cooperation.
04:37One of our areas of focus is the so-called election hotspots.
04:43The presence of our security forces
04:48and other neutral forces
04:51can help to ensure peace and freedom
04:56for our countrymen in their elections.
05:00Secondly, on my left and right,
05:02we have our information education campaign
05:05to let our countrymen know
05:07the importance of safety and integrity of their votes.
05:13And lastly, what are their rights
05:17and implications if there are groups or individuals
05:22that undermine their rights to vote in our elections next year.
05:29In other words, what are the programs
05:33that the next leaders of the region should focus on?
05:38The development challenges
05:41in the Bangsamoro region
05:43have made significant strides towards this end.
05:46Based on the latest data from the PSA,
05:50the poverty incidence in the BARMM in 2018,
05:55the then-ARMM, was at 52.3%.
05:59This means that the majority of the families in the then-ARMM
06:03were considered poor.
06:05Based on the latest statistics from the PSA,
06:10the BARMM has increased to 23%.
06:13For the first time in the long history of the autonomous region,
06:18the BARMM is no longer the poorest region in the Philippines.
06:22But the 23%, it has to be said,
06:25is still a large number.
06:27So it speaks a lot about the development challenges
06:31that our leaders or would-be elected leaders
06:35will face after the 2025 elections.
06:40Please send a message to our fellow countrymen.
06:45The Bangsamoro autonomous region,
06:47the Muslimin Danau,
06:49is in the process of preparations
06:51for the first parliamentary elections
06:53to ensure that we can carry out
06:55the directive of our President,
06:57President Ferdinand Bongro Marcos Jr.,
06:59that we will have a peaceful election
