00:17Good afternoon, ADD Jonathan and to Marninia and to all the viewers of Bagong Pilipinas.
00:24Yes, sir. One of the concerns of our countrymen is the coming election season.
00:31So, we would like to ask for a little update on the preparation for the coming election,
00:36especially on the upcoming filing of the Certificate of Candidacy for those who want to run for the next election.
00:46That's right, sir Jonathan and Marninia.
00:48As you mentioned, this is the last day of our voter registration.
00:54We will continue to accept applications for registration, including weather transfer,
01:00reactivation and other classes until 5 p.m.
01:05When 5 p.m. arrives and there are still people in our duly designated queuing area,
01:11we will finish accepting their applications.
01:16This voter registration has no extension because as mentioned by sir Jonathan and Marninia,
01:22the filing of Certificates of Candidacy and Certificates of Nomination and Acceptance
01:28of the candidates from the Senators, local government positions,
01:33and the Certificate of Nomination and Acceptance of Nomination for the Party List System of Representation will start tomorrow.
01:39For the main office, where we will accept for the Senators and Party Lists,
01:45we will do it in the Law Department Offsite Working Area in the 10th City next to Manila Hotel,
01:50where the COCs will receive them.
01:52For the various positions, such as governor, vice governor, member of the Assembly of the Philippines
01:59and members of the House of Representatives, we will accept them in the various provincial offices of COMELEC,
02:05aside from the National Capital Region, where the COCs will be accepted for the congressmen,
02:12here in our regional office of NCR in Mesan Juan.
02:15For the mayors, vice mayors, and members of the Assembly of the City and City of various municipalities and towns,

06:32like the age, citizenship, residence, literacy, and being a registered voter of a candidate.
06:39Within two weeks, Comelec will distribute all the COCs and Certificates of Nomination and Acceptance on our website
06:48where our countrymen can easily access.
06:51We will only remove some parts of the information that is very personal,
06:56like the email address and cell phone numbers,
06:59because this is not required by the law,
07:01but the Comelec required it for the easy notification of the candidates.
07:05This is our compliance with the Data Privacy Act.
07:07This way, no one will be able to say that they don't know the information about the candidates.
07:13We also know that our countrymen have a high interest in educating the candidates because of what happened in Tarlac.
07:21As a help and as an additional transparency effort of Comelec,
07:26you can expect the distribution of all the COCs and all the Certificates of Nomination and Acceptance.
07:30And eventually, after the election,
07:32the Statement of Contributions and Expenditures will be publicly available on the Comelec website.
07:39There, Comelec now has a transparency policy.
07:44A more strict transparency policy.
07:47Sir, on the issue of possible substitution of the candidates,
07:53has Comelec already decided that it will not allow this substitution?

08:05Withdrawal and possible substitution will be allowed,
08:09as long as it will be done during the filing period, October 1 to 8.
08:14This means that from October 9 onwards, withdrawal is still allowed,

08:29The reason is either the candidate died, was incapacitated or the original candidate was disqualified.

08:45This is the fight of Comelec against those who are abusing by placing a placeholder.
08:51This means that it is reserved for the filing of a person who has no intention to continue his candidacy
08:57and before the period of substitution is over, the original candidate will be allowed.
09:01This way, we will be able to finalize the list of candidates as early as October
09:07so that Comelec can continue its plan to print balotas early in December.

09:17Before, Comelec only asked for five candidates to be submitted.
09:22Now, the minimum is ten.

09:34From October 9 onwards, this list will be finalized and there will be no substitution,

09:45This is the way of Comelec to fight the abuse of substitution that was done before.

09:55After winning, everyone will suddenly withdraw and a set of nominees will be replaced

10:05There are also parties who will submit an affidavit proving that all of their nominees are qualified and willing.

10:23Sir, I will just clarify what you said about substitution.
10:27If after the filing of the Certificate of Candidacy, the candidate died,
10:34will there be no substitution?

12:53Okay, sir. Let's talk about the issue of 10 Embo barangays in Taguig.
12:58This is also a big issue that the Commission of Elections is facing
13:03because the Senate passed a resolution on its last day of session
13:08urging the Comelec to stop voting for our countrymen in the 10 Embo barangays.
13:16What is the Comelec's position on this?
13:19Good news, sir Jonathan and ma'am Ninia.
13:22First, because of the Supreme Court's decision to move those 10 barangays from the 2nd district of Makati to Taguig,
13:31but there was no decision on which district we will put them,
13:36the Comelec has no power to make a decision on that.
13:39First, we released information that they will not be able to vote for their member of the Supreme Court
13:45and their constituents in the House of Representatives.
13:48But because of the passing of the resolution of the City of Taguig,
13:52they will be able to vote now.

13:55For the First Legislative District, our countrymen from Comembo, Pembo, and Rizal,
14:02you will be counted in the First Legislative and Councilor District of Taguig.

14:15you will be able to vote for your constituents in the First District of your member of the House of Representatives.
14:22For our countrymen from Sembo, South Sembo, East Rembo, West Rembo, Pitogo, Post Proper Northside, and Post Proper Southside,
14:31you will be counted in the Second Legislative and Councilor District of Taguig.
