00:00Preparations for the filing of the Certificate of Candidacy for the midterm election and other updates
00:05we will discuss with Director John Rex Laudianco, the spokesperson of the Commission on Elections.
00:13Director Laudianco, good afternoon to you.
00:17Good afternoon, ADD Jonathan and to Marninia and to all the viewers of Bagong Pilipinas.
00:24Yes, sir. One of the concerns of our countrymen is the coming election season.
00:31So, we would like to ask for a little update on the preparation for the coming election,
00:36especially on the upcoming filing of the Certificate of Candidacy for those who want to run for the next election.
00:46That's right, sir Jonathan and Marninia.
00:48As you mentioned, this is the last day of our voter registration.
00:54We will continue to accept applications for registration, including weather transfer,
01:00reactivation and other classes until 5 p.m.
01:05When 5 p.m. arrives and there are still people in our duly designated queuing area,
01:11we will finish accepting their applications.
01:16This voter registration has no extension because as mentioned by sir Jonathan and Marninia,
01:22the filing of Certificates of Candidacy and Certificates of Nomination and Acceptance
01:28of the candidates from the Senators, local government positions,
01:33and the Certificate of Nomination and Acceptance of Nomination for the Party List System of Representation will start tomorrow.
01:39For the main office, where we will accept for the Senators and Party Lists,
01:45we will do it in the Law Department Offsite Working Area in the 10th City next to Manila Hotel,
01:50where the COCs will receive them.
01:52For the various positions, such as governor, vice governor, member of the Assembly of the Philippines
01:59and members of the House of Representatives, we will accept them in the various provincial offices of COMELEC,
02:05aside from the National Capital Region, where the COCs will be accepted for the congressmen,
02:12here in our regional office of NCR in Mesan Juan.
02:15For the mayors, vice mayors, and members of the Assembly of the City and City of various municipalities and towns,
02:23they will be accepted in the local COMELEC office in that city or town.
02:30One of the COCs who filed incorrectly, as I mentioned, will not be considered as a COC and will be dismissed.
02:40So to our countrymen, make sure that your COC will be submitted in the right office of COMELEC.
02:47As a last reminder, there is no fee for filing a COC.
02:52Please ask COMELEC and other security agencies if they will ask you to file a COC.
03:01We have a question here from Louisa Erispe of PTV.
03:05How many people have registered so far on the last day of registration?
03:10And until what time can they register because there are still people who are chasing you?
03:17There are a lot of people chasing me, Ma'am Nina, Sir Jonathan and Ma'am Louisa.
03:21We have seen in different parts of the country, especially in Kalunsuran, that the line is very long and full.
03:28Even in Baguio City, even if there is a storm, our countrymen did not stop.
03:33As of now, we still do not have any.
03:35But coming from last week, the received applications of COMELEC are 6.9 million,
03:41of different types of applications.
03:43The newly added applicants reached 3.4 million, of which almost 3 million are new applicants.
03:52And we estimate that more than 400,000 will be reactivated.
03:58We expect that the figures will be higher because we will not be able to include those who joined us on Saturday and Sunday,
04:06the last ones to register this day.
04:10Sir, you said that there are 3.4 million new registrants.
04:15Is this as expected or higher or lower than what we expect when we register new applicants?
04:25It surpassed the target, Sir Jonathan, because we expect more or less 3 million applications.
04:30But it reached 6.9 million and those 3 million applications were only added by new and reactivated applicants.
04:37We are very happy and many of our countrymen registered.
04:42Sir, our registration program is coming out successfully.
04:46Next question is from Luisa Erispe.
04:48Until when can the registration of those affected by the storm be extended?
04:55Do we have an extension for these places?
04:59If the registration is stopped this day, our Comelec will soon decide to extend it for one day tomorrow.
05:09But this is only for those places where the registration was not conducted,
05:14like Baguio City, where the schools and other government agencies may not be allowed to enter.
05:20But we continued our voter registration and we saw in the reports that there are many people.
05:28Generally, there is no longer an extension of our voter registration until today,
05:33except for the places where we did not register this day,
05:42like Hilagang Luzon and Cordillera Autonomous Region,
05:46where we may extend it for one day only.
05:52Can you explain to us the Comelec Resolution No. 11045
05:58regarding the posting of Comelec COCs and Certificates of Nomination and Acceptance on your website?
06:06What are the details of this?
06:09That's right, Ma'am Nina.
06:10Although the Certificates of Candidacy and Certificates of Nomination are still accessible to the public,
06:18because according to the law, these are considered public documents,
06:21the Comelec will look into this matter
06:25to help our countrymen who have evidence or information about the qualification,
06:32like the age, citizenship, residence, literacy, and being a registered voter of a candidate.
06:39Within two weeks, Comelec will distribute all the COCs and Certificates of Nomination and Acceptance on our website
06:48where our countrymen can easily access.
06:51We will only remove some parts of the information that is very personal,
06:56like the email address and cell phone numbers,
06:59because this is not required by the law,
07:01but the Comelec required it for the easy notification of the candidates.
07:05This is our compliance with the Data Privacy Act.
07:07This way, no one will be able to say that they don't know the information about the candidates.
07:13We also know that our countrymen have a high interest in educating the candidates because of what happened in Tarlac.
07:21As a help and as an additional transparency effort of Comelec,
07:26you can expect the distribution of all the COCs and all the Certificates of Nomination and Acceptance.
07:30And eventually, after the election,
07:32the Statement of Contributions and Expenditures will be publicly available on the Comelec website.
07:39There, Comelec now has a transparency policy.
07:44A more strict transparency policy.
07:47Sir, on the issue of possible substitution of the candidates,
07:53has Comelec already decided that it will not allow this substitution?
08:03Yes, Sir Jonathan.
08:05Withdrawal and possible substitution will be allowed,
08:09as long as it will be done during the filing period, October 1 to 8.
08:14This means that from October 9 onwards, withdrawal is still allowed,
08:19but Comelec will not allow for a substitute because it is already final.
08:25It will only allow for a substitute after October 8.
08:29The reason is either the candidate died, was incapacitated or the original candidate was disqualified.
08:36This will be replaced by a candidate who is a member of the same political party as the original candidate.
08:42One more condition, his surname should be the same.
08:45This is the fight of Comelec against those who are abusing by placing a placeholder.
08:51This means that it is reserved for the filing of a person who has no intention to continue his candidacy
08:57and before the period of substitution is over, the original candidate will be allowed.
09:01This way, we will be able to finalize the list of candidates as early as October
09:07so that Comelec can continue its plan to print balotas early in December.
09:12One more thing sir Jonathan and ma'am Nina, this is for the party-list organizations.
09:17Before, Comelec only asked for five candidates to be submitted.
09:22Now, the minimum is ten.
09:25This can be added, the list can be changed, withdrawal can be done, and substitute can be done.
09:30Again, this is based on the period of filing, October 1 to 8.
09:34From October 9 onwards, this list will be finalized and there will be no substitution,
09:41even if someone withdraws, dies, is incapacitated or disqualified.
09:45This is the way of Comelec to fight the abuse of substitution that was done before.
09:51Some are running, some are campaigning, some are elected.
09:55After winning, everyone will suddenly withdraw and a set of nominees will be replaced
10:01who were not recognized by our countrymen before they voted.
10:05There are also parties who will submit an affidavit proving that all of their nominees are qualified and willing.
10:13There is no excuse to say that they realized that they are not qualified.
10:18This is what Comelec will do now.
10:23Sir, I will just clarify what you said about substitution.
10:27If after the filing of the Certificate of Candidacy, the candidate died,
10:34will there be no substitution?
10:36Or as you said, it can be done as long as we read the same political party and same last name?
10:41It can be done. Read the same political party and the same surname.
10:46There are only three reasons.
10:48Disqualification or incapacity.
10:51If the reason is withdrawal, it will not be allowed to have a substitute.
10:57And then you said that from 5 to 10, the list of party list,
11:03those who can run should be from those 10.
11:09Let's say after the last day, you said that they cannot substitute or change.
11:17So they should be from those 10.
11:19That's right. That's why the nomination was made for those who will withdraw,
11:25those who will die, those who will be disqualified.
11:27Let's say for those who are incapacitated, there are substitutes in the list of nominees,
11:34the party list, they will not be removed.
11:36And if they still do what they did before, withdrawing,
11:41Comelec will not allow them to be replaced.
11:45Okay, that's a good move.
11:48What are Comelec's moves to avoid small candidates in the election?
11:55You can expect Comelec's help, especially from our law department,
12:01when it comes to the aspirants of the Senator.
12:04We can see that, first, there is no bona fide, no legitimate intention of a candidate in the position
12:12where he filed his COC, or second, he just submitted his COC to confuse our countrymen in the election,
12:20or to stir up the election of legitimate candidates.
12:24You can expect that we will file a petition to declare as no-issuance candidates for those who will do that.
12:32For the local candidates, from the governor to the last member of the country and city,
12:39we expect our countrymen and their constituents to file a similar petition
12:47if there is a no-issuance candidate running in their jurisdiction.
12:53Okay, sir. Let's talk about the issue of 10 Embo barangays in Taguig.
12:58This is also a big issue that the Commission of Elections is facing
13:03because the Senate passed a resolution on its last day of session
13:08urging the Comelec to stop voting for our countrymen in the 10 Embo barangays.
13:16What is the Comelec's position on this?
13:19Good news, sir Jonathan and ma'am Ninia.
13:22First, because of the Supreme Court's decision to move those 10 barangays from the 2nd district of Makati to Taguig,
13:31but there was no decision on which district we will put them,
13:36the Comelec has no power to make a decision on that.
13:39First, we released information that they will not be able to vote for their member of the Supreme Court
13:45and their constituents in the House of Representatives.
13:48But because of the passing of the resolution of the City of Taguig,
13:52they will be able to vote now.
13:54I will read it.
13:55For the First Legislative District, our countrymen from Comembo, Pembo, and Rizal,
14:02you will be counted in the First Legislative and Councilor District of Taguig.
14:08In short, you will be able to vote for your constituents.
14:11Also, because of the concurrent resolution of the Congress and the Senate,
14:15you will be able to vote for your constituents in the First District of your member of the House of Representatives.
14:22For our countrymen from Sembo, South Sembo, East Rembo, West Rembo, Pitogo, Post Proper Northside, and Post Proper Southside,
14:31you will be counted in the Second Legislative and Councilor District of Taguig.
14:37You will be counted in the Second Legislative and Councilor District of Taguig.
14:42Also, you will be counted in the Second Legislative and Councilor District of Taguig.
14:48Sir, let me clarify.
14:50Is it true that there are two districts of Taguig?
14:55One of them is Taguig-Pateros.
14:58If I'm not mistaken.
14:59You are correct.
15:02So, our countrymen in Embo Barangays were divided into two districts.
15:10Did you base the resolution of the Council of Taguig?
15:16That's right.
15:18The resolution of the Council of Taguig, where 10 districts were apportioned,
15:23and it was also followed by our Senate and Congress, where there was a concurrent resolution that adopted that partition.
15:31Again, there were three in the First Legislative District and seven in the Second Legislative District.
15:37It's very clear that our countrymen will be able to vote, not only for the Councilor, but also for the Congressmen.
15:44That's good.
15:45Please send a message to our countrymen from you in Comelec.
15:51Thank you very much, Madam Nina, ADG Jonathan.
15:54Again, we would like to remind our countrymen who are still chasing voters registration.
16:01This is the last day and you cannot expect an extension because from tomorrow until October 8,
16:08the Certificate of Candidacy and voter registration will be filed.
16:12There will be no extension.
16:14We are asking our aspirants, before you go to our filing sites,
16:21first, you should have five copies of the duly accomplished COC, where you can download and print it on our website,
16:28and it is given for free to our offices.
16:31Second, your portrait should be the latest.
16:34Make sure that you have a large 30 pesos documentary stamp.
16:39This is not paid by Comelec, but by the Bureau of Internal Revenue and our treasurer's offices.
16:45This is a requirement of the law.
16:47Lastly, it should be notarized because you have filed your COC.
16:53Our COC should be completely filled up.
16:56If there is one that is not applicable, it should be filled with N.A.
16:59If your COC is blank, even though it is a ministerial duty, we will not accept it.
17:05Again, as a last reminder, the COC that was filed in the wrong office,
17:09we will consider it as a scrap of paper.
17:13So make sure that not only the COC is correct, but also the office where it was filed in is correct.
17:19Thank you very much.
17:20All right.
17:21So our countrymen can still catch up.
17:23There's one in the mall, right?
17:25Earlier, someone went to Robinson's Magnolia.
17:31Sir, what time are the people in the mall now?
17:34Atty. Laudianco.
17:35Our voter registration is until 5 p.m.
17:39Just like our commitment, when it comes to our duly designated queuing area,
17:45we have decided that our countrymen will line up.
17:49If by 5 p.m., we still have our countrymen there, we will finish their registration.
17:55Not the ones outside, but the ones we have already lined up at 5 p.m. in the duly designated queuing area.
18:03That's clear, countrymen.
18:05Our countrymen will not leave if you are there at 5 p.m. in line at the Registration Centers of the Commission on Elections.
18:17Thank you very much for your time, Director John Rex Laudianco, the Speaker of the Commission on Elections.
