The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) on Monday, Sept. 30, raised Tropical Cyclone Wind Signal No. 4 over Batanes and Babuyan Islands as Typhoon #JulianPH nears its landfall.
