Tropical Cyclone Wind Signal No. 1 has been raised in 24 areas as of Tuesday morning, Sept. 17, as Tropical Depression Gener moves across Luzon after making landfall in Palanan, Isabela at 11 p.m. on Monday, Sept. 16.

00:00Tropical Depression hit the town of Palanan, Isabela, at 11 p.m.
00:08And as of 4 in the morning, it is in the vicinity of the town of Alicia, still in Isabela.
00:13Maximum sustained winds of 55 kilometers per hour are blowing near the center.
00:17And there is a gust of up to 70 kilometers per hour.
00:21There is a speed that moves westward or downstream at a speed of 30 kilometers per hour.
00:26And it is bringing severe weather in many areas of northern and central Luzon.
00:31Here in southern Luzon, Visayas, and Mindanao, there is still a strong south-west monsoon.
00:37This is Baguio-Hiner and Baguio-Pulasan, which is still outside of our Philippine Area of Responsibility.
00:43And soon, it will also enter our PAR.
00:46Based on the latest track of hope, it is expected that Tropical Depression-Hiner will move westward or downstream in the next few days.
00:55Maybe before noon, it will emerge in the West Philippine Sea.
00:59And maybe it will rise as a tropical storm.
01:02So maybe it will have an international name later in the afternoon.
01:06And then from afternoon to night, this Baguio-Hiner will still remain in the Philippine Ocean.
01:11Until it is out of our Philippine Area of Responsibility.
01:14Tomorrow, early in the morning.
01:16Until it moves towards the area between southern China and Vietnam.
01:20Based on our forecast track, it is expected that it will be around 200 kilometers west of Baguio City later in the afternoon.
01:28And tomorrow, early in the morning, it will be farther from our land.
01:31Around 475 kilometers north of Pangasinan.
01:35Also based on our latest track, our yellow circle.
01:39If they will notice, this is associated with a strong wind.
01:43This is the end of Baguio-Hiner.
01:45Based on our forecast probability, or our cone of probability, it will rise in Ilocos Sur, the center of Baguio-Hiner.
01:54Or maybe it will go down to Pangasinan later in the afternoon.
01:58Tropical Cyclone Wind Signal No. 1 has now risen in more areas in the mainland zone.
02:04Including Cagayan, Isabela, Quirino, and Nueva Vizcaya.
02:08In the whole Cordillera region, we still have Tropical Cyclone Wind Signal No. 1.
02:12Including Apayau, Calinga, Abra, Ifugao, Mountain Province, and Benguet.
02:18In the whole Ilocos region, from Ilocos Norte down to Ilocos Sur, La Union, and Pangasinan, we still have Signal No. 1.
02:24And up to the central zone, including Zambales, Tablac, Nueva Ecija, Pampanga, Bulacan, and Aurora.
02:32Signal No. 1 is also in the northern portion of Bataan, including Dinalupihan, Orani, and Hermosa.
02:37In the northern portion of Quezon, including Polilio Islands, General Nacar, and Infanta.
02:43In the northern portion of Rizal, including the towns of Rodriguez and San Mateo.
02:47And in the northern portion of Metro Manila, we already have Tropical Cyclone Wind Signal No. 1, or Malalakas na Hangin.
02:53Including Quezon City, Caloocan, Valenzuela, Malabon, Navotas, Marikina, Manila, San Juan, and Mandaluyong.
03:02These areas that we mentioned, automatically suspended sea travel for all types of sea vessels.
03:08Because within 24 hours, the wind will be strong around 40 to 55 kilometers per hour.
03:14And aside from that, there will also be occasional strong rains.
03:20And speaking of rain, let's expect heavy to intense rains in the areas that are closest to Tropical Cyclone Henir.
03:27Plus in the western sections of Southern Luzon and Visayas.
03:32Heavy to intense rains, or up to 200 millimeters of rain for today.

03:55In the remaining part of Cordillera Region and Cagayan Valley, rest of Ilocos Region, Nueva Ecija, Bulacan, Quezon, Rizal,
04:04up to Bicol Region, and remaining part of Mimaropa, Western Visayas, and Negros Island Region.
04:11And other parts of the country, including Metro Manila,
04:14let's expect heavy to intense rains and thunderstorms because of the Southwest Monsoon or Habagat.
04:23Tomorrow and the day after, let's expect heavy to intense rains in some areas.
04:29It's still an effect of the Southwest Monsoon.
04:31And by tomorrow, up to 200 millimeters of rain for Palawan, Occidental Mindoro, Aklan, Antique, and Negros Occidental.
04:41While we have moderate to heavy rains,
04:43here in the Northern Ilocos Region, Cagayan Valley, Cordillera Region, Zambales, Bataan,
04:50the rain will be stronger in Metro Manila, Calabarzon, Bicol Region, Central Visayas,
04:56and remaining part of Mimaropa, Western Visayas, and Negros Island Region.
05:02Because this is the time when the new typhoon, Cihelet, will enter.
05:06And by Thursday, September 19, Occidental Mindoro will still experience the heaviest rain.
05:13While in Metro Manila, moderate to heavy rains are still possible, especially in the morning and afternoon, as well as in La Union.
05:19Pangasinan, Zambales, Bataan, Aklan, Antique, and remaining part of Mimaropa.
05:27That's why we continue to remind our countrymen to be careful in flooding, especially in low-lying areas.
05:33And those that are not typically flooded, it is also possible that there will be flooding in your areas.

06:46Zambales, Bataan, Metro Manila, and here in Calabarzon, Mimaropa, Bicol Region, Western Visayas, and Carraga Region.
06:56Aside from the strong rain and strong winds, there will also be high waves because of the strong Southwest Monsoon.

08:32most of it is already inside our Philippine Area of Responsibility.
08:36But we don't have an indication that this will be a storm or a low-pressure area within 24 hours.
08:42Based on our last hope, the Philippine Area of Responsibility will enter,
08:48and later tonight, we will call it the Helen Tornado.
08:51This will be the fourth storm for the month of September,
08:54and the eighth for 2024.
08:57It will still move north-northwest here in the northern Philippine Sea.
09:01And within the next 24 hours from later tonight, it will be inside PAR until it leaves.
09:07It may open in the afternoon or afternoon towards the Ryukyu Islands and the East China Sea.
09:14It will still remain a tropical storm throughout the forecast period for the next two to three days.
09:20But there is still the enhancement of the Southwest Monsun or Habagat,
09:23just like the Ferdy Tornado that passed here in the north Philippine Sea,
