00:00The House Quad Committee decided to recommend to the National Bureau of Investigation, or NBI, to conduct a reinvestigation of the case of slain attorney Wesley Barayuga, a former Philippine Charity Sweepstakes Office, or PCSO, board member.
00:15Committee members believe they have substantial pieces of evidence that will support the allegation against former PCSO General Manager Ruyina Dharma.
00:25So, Mr. Chair, as the Honorable Luistro has stated, may talagang may conspiracy to commit murder, and all the participants are either guilty of principle by inducement, principle by the indispensable cooperation, atsaka principle by direct participation.
00:52Tama po yung sinabi ni Honorable Luistro. And may I move, Mr. Chair, that we direct the DOJ and the NBI to conduct an intensive investigation insofar as this issue is concerned.
01:10Attorney Barayuga was assassinated last July 30, 2020, when Dharma was then General Manager of the PCSO. Police Lieutenant-Colonel Santi Mendoza and Nelson Marino appeared in today's hearing.
01:23Both of them implicated Dharma as the mastermind of Barayuga's killing, a case which has remained cold and unresolved. With this, Representative Gerbil Luistro suggested to put Mendoza and Marino under the Witness Protection Program of the Department of Justice.
01:39So, I respectfully move, as I have moved already, Mr. Chair, that we place these two vital witnesses under the Witness Protection Program, Mr. Chair.
01:50NAPOCOM Commissioner-Colonel Adelberto Linardo and PSSG Inesito Ubales were cited in contempt by the committee for telling lies, according to the committee members.
02:00Leonardo and Ubales were both allegedly connected to the alleged illegal activities of Dharma when she was a member of CIDG Davao and as PCSO General Manager.
02:10I convinced Nelson Marino to join the operation based on the intelligence support that we received from Police General Leonardo. He received it from Ms. Dharma, claiming that Mr. Barayuga is involved in illegal activities of drugs.
02:31The discussion of the extrajudicial killings took more than 7 hours before the committee decided to adjoin. The hearing resumed at around 6 o'clock tonight.
02:40Dismissed Bamban City Mayor Alice Guo and Cassandra Leong were present at the hearing. Also in attendance was Tony Yang, the brother of Michael Yang, former Presidential Advisor of former President Rodrigo Duterte.
02:53Today is the 7th House Quad Committee hearing in which the discussion centered on the alleged thousand of extrajudicial killings that obtained in the previous administration.
03:03The next schedule of the Quad Committee probe has yet to be announced.
