00:00Good evening and welcome to Mediain TV, thank you for joining us for a new newscast, here are the headlines.
00:20The deadly floods caused the death of two people in Tata, the rain in Ljubljana brought a car, while 15 people were taken and disappeared.
00:32Michel Barnier finally announced his governmental team, the French executive is composed of 39 ministers, the details of the list of the new French government in a moment.
00:43The Israeli army is aiming for a new school in the Gaza Strip, a first look shows 21 Palestinians killed, we talk about it at the end of the newscast.
00:53The deadly floods caused the death of two people in Tata, the rain in Ljubljana brought a car, while 15 people were taken and disappeared.
01:05The deadly floods caused the death of two people in Tata, the rain in Ljubljana brought a car, while 15 people were taken and disappeared.
01:32Why do these floods in Ljubljana affect the south of Morocco?
01:40Indeed, as you have noticed, the Moroccan meteorological situation has been characterized by a rise of humid air from the tropics to the north.
01:52This caused the floods in Ljubljana, which you have seen in other newscasts, which are due to clouds, cumulus and cumulonimbus, which usually give strong rainfall in a very short time.
02:10Given the site that is affected by these floods in Ljubljana, first of all by the nature of the soil and the duration of these precipitations, all the water that precipitates flows towards the Oueds, hence the creeks that surround these regions most of the time.
02:31These regions were generally not affected by such a quantity of rain during this period, but this is a very speaking indication, since we are currently talking about extreme phenomena that are due to climate change.
02:49Climate change is currently a reality, and you see the extreme phenomena that interest it, whether in the field of rain, which is becoming more and more intense and frequent, whether in the heat waves, the cold waves, the tides.
03:07These are phenomena that interest regions that were not interested before. These areas are now very rainy, and others that were rainy and humid and are now dry.
03:23So all the international scientific bodies, particularly those of meteorology, under the guidance of the World Meteorological Organization or the GIEC, confirm that these phenomena will become more and more recurrent and more and more intense.
03:47The weather alert continues in Morocco. Stormy thunderstorms, hail and gusts of wind are expected until tomorrow in several provinces. These thunderstorms will exceed 50 mm. This weather alert will concern the provinces of Smara, Sazak, Tata, Ordzazet, Gilmim, Sidiyefni, Tiznit, Buzdour and Teroudat.
04:06Michel Barnier has unveiled the list of the new French government, a government made up of 39 members, just announced by the Secretary-General of the Elysée. The new team is already threatened by the opposition.
04:20The government signs the return of Macronism and has no future to declare. Jordan Bardella, chairman of the National Assembly, the far-right party that plays the role of referee at the National Assembly, Jean-Luc Mélenchon called him to get rid of the government as soon as possible.
04:35And to talk in more detail about the formation of the new French government, we are live with Jean-François Polly, director of the Mediterranean Institute of Law and Geopolitics. Good evening.
04:57France finally has a new government under the leadership of Prime Minister Michel Barnier. What is your reading of this new list?
05:09This is a government that plays the part of ministers who are members of the presidential party and also of the Modem, with important ministers who are from the Republicans.
05:28We can note Bruno Retailleau, who has an important position inside. We can also note the confirmed presence of Rachida Dati at the Ministry of Culture, who was among the members of the Republicans and who has been recalled because she was present in the previous government, but who is from the Republican ranks.
05:52We can say that overall, it is a presidential majority orientation with an opening on the Republicans, with also some members who were from the Socialist Party. We think of Didier Migaud at La Justice, who has an important position, who was a former member of the Socialist Party.
06:15We also have Laurent Saint-Martin, who is a minister in charge of the budget with the Prime Minister, who is also from the Socialist Party. Overall, it is more of a presidential party-oriented government, so Renaissance Modem, with members of the Republican Party, but who are not obviously majorities in the framework of the formation of this government.
06:45The Barnier government will have to succeed in imposing itself in the face of the National Assembly, issued by the anticipated legislatives, and which remains fragmented into three blocs. The left, arriving first in the elections but absent from the government, the Macronist center-right, and finally the far-right in the position of arbiter. Do these latest political formations play a key role in the survival of the new French executive?
07:06If we look at the composition of the National Assembly, we can consider that if the overall group composed of the presidential parties with Renaissance, Modem, etc., and the group of the new popular program with the Socialist Party, especially the environmentalists, with also the Republicans and their allies, can allow to find a majority in this new government.
07:36It is enough to dig a little in these three groups, and the majority of 289 members can be reached because this Barnier government includes members of the PS, and the PS has 64 seats in the National Assembly.
07:51There are also members of the Renaissance, Modem, and if we look at the members of the Republican Party, there are still 66 seats that can be replaced in favor of the enlarged presidential majority.
08:12So, anything can happen, but potentially a majority is possible with this composition of the government as we know it tonight.
08:25Then, it will be necessary to see with practice how all this can unfold, the actions of one and the other, with Jean-Luc Mélenchon who is very offensive in the criticism and whose position can also have an impact on the other components of the new Popular Front.
08:41An irrigation of circumstances, perhaps, during the legislative elections, but will this irrigation hold? Obviously, with the presence of Didier Migaud, for example, who comes from the PS, it is a signal sent to the PS group at the National Assembly so that they can eventually rally to certain actions, to certain legislative provisions that could be put in place by the new government.
09:11To talk about the first Council of Ministers, which will be held on Monday afternoon, Michel Barnet plans to give his speech on General Policy on October 1st. The priority is currently to make the budget adopted. Will he have a chance to succeed in this mission?
09:27So, everything will depend on the guidelines that will be taken. A majority is possible, given the composition of the Assembly, where the PS, the group together and the Republicans can allow a majority to be released.
09:43So there will undoubtedly be releases that are given to these three forces. After that, we must not neglect the fact that others can rally according to the treaties or releases that will be given to these different political forces to reach an agreement on the general guidelines of this budget.
10:01So it is possible that a majority will be released. The coming days will be decisive and undoubtedly, currently, important negotiations are underway to try to find common ground with these three groups that will have to come together to achieve a result that will allow the adoption of this budget.
10:31Well, thank you Jean-François Poli for all these details. I remind you that you are Director of the Mediterranean Institute of Law and Geopolitics.
10:39We continue this day with the Israeli offensive targeting Lebanon, which continues. The Israeli army announced this Saturday new air strikes, new attacks that occurred the day after a murderous bombing that targeted Beirut.
10:53The Israeli army is currently targeting sites belonging to the Hezbollah organization. The Israeli army announced that at least 16 Hezbollah fighters were killed in the strike targeting the Lebanese capital.
11:08Yesterday, Israeli aviation targeted a meeting on the ground of the command of the Hezbollah elite force among the victims of the movement's leaders. A second commander of Hezbollah died yesterday.
11:18This is Ahmed Mahmoud Wahbi. The latter had led the military operations of the unit and the elite, saying very nicely.
11:24The UN is calling for de-escalation and maximum restraint at the time when the front of the war in the Gaza Strip moves towards Lebanon.
11:3221 Palestinians were killed today in an Israeli strike targeting a school.
11:37The civil defense teams found 21 people, including 13 children and 6 women.
11:44One of these women was pregnant, said the spokesman for civil defense Mahmoud Bassel.
11:49The bombing of the El Zeytounsi school also caused about 30 injuries, including 9 children.
11:55Hamas condemned the strike on the El Zeytounsi school, denouncing a war crime under American cover, referring to the United States, which is Israel's main military support.
12:08The world celebrates this Saturday the International Alzheimer's Day.
12:11In 2024, more than 55 million people in the world will be affected by dementia.
12:16Every year, 10 million new cases are reported.
12:19According to the World Health Organization, the World Public Health Action Plan launched by the WHO aims to make dementia a priority,
12:27to sensitize the public, to reduce risks and to improve diagnosis and care.
12:32Alzheimer's disease not only destroys memories, it weakens families.
12:36According to the WHO, dementia, of which 60 to 70% of cases are attributed to Alzheimer's disease, has generated a global economic cost of 1.3 billion dollars.
12:48The takeover of Alzheimer's disease poses another problem related to the high costs of treatment.
12:53So what about the situation in Morocco?
12:55I propose to listen to the answer of Dr. Safa El Hittim, neurologist.
13:00I think it's really something that must be mentioned by the actors of civil society.
13:06But we see it every day in consultation.
13:09People really support 90% of the cost of the pathology.
13:14And there is help, there are drugs that are still reimbursed by social prevention organizations.
13:21But really, 90% of the direct costs, that is, the drugs, the help, the diapers, for example, for people who are quite advanced,
13:33are supported by families and households.
13:37And the indirect costs, because often the main donors stop working.
13:42Often it is women who stop working.
13:45They no longer have income.
13:48And it is a cost that impacts society in a very, very important way.
13:54And also, even in its somewhat social and human aspect,
13:59these are people who find themselves, it is true, in the family, fortunately still in Morocco,
14:03but who disturb the functioning of the family a little bit, the schooling of the children, the work.
14:11And all this is supported by our brave helpers, to whom I really give my hat.
14:17Family and non-family helpers.
14:19Because there are also people who are camping to keep an Alzheimer's person
14:25and who really find themselves without training, without facing this terrible pathology.
14:32And often without really a lot of training and support and material help, and also psychological.
14:41So really, it's something that still remains, there is a lot to do.
14:46I know that in our country, there are initiatives, there are efforts that are being made.
14:52For example, I mention the NADA center in Rabat, which is a day care center,
14:59which is very, very important for people with Alzheimer's in phases that are not yet very advanced,
15:05who need occupational activity, with orthophonists, with helpers, doctors,
15:12who can take care of them, and of course, take care of them and relieve the family burden a little.
15:19Also in Bunsik, in Kaza recently.
15:23And so we are happy with these efforts and we are asking for even more,
15:32because the disease is there and it is becoming more and more frequent.
15:37Our seniors need these centers and families as well.
15:43In the rest of the news, Russia has announced that it has shot down more than a hundred Ukrainian drones
15:49flying over its territory last night.
15:51According to the Russian Minister of Defense, these attacks have caused limited damage in the district of Tikhoretsky.
15:57Inhabitants have been evacuated, but no victims have been reported.
16:02Voting day in Sri Lanka.
16:05Voters have gone to the polls to elect a new president.
16:08Sri Lankans are determined to turn the page and get out of the financial crisis of 2022.
16:13The fight is said to be close between the main candidates in Nice.
16:16The outgoing president, 75 years old, is breaking a new mandate.
16:20If none of the 39 candidates do not cross the 50% mark of the electoral commission's votes,
16:26the district will vote on the second or third preference of the voters.
16:30The results are expected tomorrow.
16:35In India, security forces are on alert in the state of Manipur.
16:38After information showing an incursion from neighboring Burma,
16:42militants of a group involved in inter-ethnic troubles.
16:46A recent wave of inter-ethnic violence has forced the authorities of Manipur to close schools
16:50and interrupt the operation of the Internet for several days.
16:57In Senegal, after the dissolution of the National Assembly,
17:00the country is preparing for the next legislative elections.
17:03The calendar of the electoral process has been unveiled.
17:06The campaign will start on October 27.
17:09Explanations with Marie Madiop and Moussa N'Diir.
17:12In Senegal, the legislative elections anticipated for November 17
17:17will be announced inclusively, without sponsorship.
17:20The danger we are facing is a plethora of lists.
17:23In 2017, we had 47 lists.
17:26It was very difficult to organize the elections in 2017.
17:32The issue is to make sure that, as there is no sponsorship,
17:37we still have a reasonable number of lists.
17:41Moreover, the chronology of the electoral process is already established
17:45by the Election Commission.
17:47The reception of the candidates' files is scheduled for September 23.
17:51The publication of the candidates' files on October 7 for the election campaign
17:56is scheduled for October 27, November 15.
18:00The Alliance for the Transparency of Legislative Elections has this.
18:04A coalition of the opposition thus invites the authorities to consult
18:08for a good progress of the scrutiny.
18:11There is the problem of sponsorship, which is solved by the Constitutional Council,
18:14which takes responsibility for it.
18:18But there is also the problem of the rights of the first voters.
18:23There is also the delay in the filing of lists.
18:28So I think there are a lot of things,
18:31and we don't know how it will unfold or how it will end.
18:37But they should have consulted with the political class
18:41and asked for advice from the Constitutional Council,
18:45and they did it when they wanted to.
18:47This political analyst, on the other hand,
18:50calls on political actors to adapt to the context.
18:53Everything will go very fast, and they must take this into account.
18:57So we are not in 90-day, 80-day delays or things like that.
19:02So they will have to adapt to the fact that we are in anticipated elections.
19:10And inevitably, the political actors they are,
19:14should know that after the presidential election on March 24,
19:17the power in place continues, or the opposition wins,
19:22as is the case now with President Mbassé Oujou Maïfaye.
19:26The National Assembly was destined to be dissolved,
19:29so it had to be prepared for the anticipated elections.
19:32So being there and saying that the power in place is in the process of going down the drain,
19:38I think that for political actors involved in the task,
19:41it had to be prepared accordingly.
19:43A meeting of political actors with the election management
19:47is expected for the organization of a transparent scrutiny.
19:52In Côte d'Ivoire, child abduction cases are more and more frequent.
19:56This phenomenon constitutes a real disaster for the country,
19:59which has just put in place a new struggle plan.
20:02Details with Max Oubi and Ferdinand Kouakou.
20:05It is a measure that is part of a desire to strengthen the security of citizens
20:10and above all to send a strong message to the perpetrators of the crime against minors.
20:15Côte d'Ivoire has just launched a new plan to fight child abduction.
20:19The plan is based on these four main criteria to be triggered.
20:23The victim must be under the age of 18,
20:26the abduction must be confirmed,
20:28the life or physical integrity of the victim must be in danger
20:31and the dissemination of the alert must be able to help locate the child.
20:35These criteria are rigorously evaluated by the prosecutor of the Republic,
20:40who has the last word on triggering the alert.
20:43It is crucial that we have a collaboration between the different actors.
20:47And the success of this plan involves a strong and tight collaboration
20:51between the different actors, prosecutors, law enforcement, media, telephone operators,
20:56the population as a whole.
20:58Everyone plays a key role, the citizens in particular,
21:02who must remain vigilant and report all relevant information.
21:06Côte d'Ivoire has taken a historic step with the launch of its alert plan for child abduction.
21:12This ambitious device mobilizes all the forces of society
21:16to protect the most vulnerable children from child abduction.
21:20The inter-ministerial cooperation,
21:22the use of technology and the awareness of the population
21:26are the levers that will ensure the success of this unprecedented plan in Africa.
21:32According to the Morocco Exchange Office and the Association of European Automobile Manufacturers,
21:36Morocco has generated a turnover of 15 billion euros.
21:39Morocco's success in the automotive sector is largely due to the presence of brands such as Dacia,
21:45subsidiaries, a subsidiary of Renault.
21:47This is a report by Imane Mouji, Björn Sreve and Sohail Jalil for Le Récit.
21:51Morocco surpasses China in the European automobile market.
21:55In a spectacular development for the national economy,
21:58the kingdom has recently surpassed China
22:01by becoming the main trading partner of the European Union in the automotive sector.
22:06Surpassing expectations and economic giants,
22:09Morocco has established itself as a leader in the European market,
22:12recording a turnover of 15.1 billion euros
22:15and thus defeating China, which generated 13.6 billion euros.
22:20The first important element is that Morocco is considered a credible country
22:26thanks to the clear vision of His Majesty.
22:30It is a country of peace.
22:32It is a country that holds its commitments.
22:35And we have, in this context, not only peace and stability,
22:41but we have an institutional framework and legislation that favours investment
22:46and that gives a lot of advantages to investors.
22:49Investors look for this first in a country
22:52where Morocco is very well placed in terms of credibility in terms of investment.
23:00The second important element is that Morocco currently has
23:04one of the most competitive road and airport infrastructures in the world.
23:10This exceptional performance is part of a growing dynamic
23:14supported by strategic investments in the industrial sectors of Tonger and Kenitra.
23:20It should be noted that in volume, China remains in first place
23:23with 782,000 exported vehicles against 536,000 for Morocco.
23:28It is also clear that Morocco-Tonger is diversifying its investment offer
23:33to increase the concentration rate and the rate of industrial integration
23:39and also position itself as a regional, continental hub
23:43and an international force in this area.
23:45And here it is, dethroning China
23:49and positioning itself as the first international partner in the automotive industry.
23:56With the aim of producing one million vehicles annually by 2025,
24:00Morocco is not content to target the increase in quantity
24:04but also the improvement of the quality and durability of its production.
24:08The infrastructure developed around Tonger and Kenitra
24:11supports an integrated and environmentally responsible supply chain,
24:16thus strengthening Morocco's commitment to European environmental standards.
24:23This is the end of this newscast.
24:24Thank you for following it.
