01:42This year, the United Nations has chosen as a theme the preservation of glaciers.
01:47According to a UNESCO report published yesterday, global glaciers are disappearing more rapidly than ever.
01:54These last three years have been marked by the largest loss of glacial mass ever recorded.
02:01A loss that should accelerate with climate change.
02:05The goal is to maintain these freshwater reservoirs at a current height of 60 to 70% for the entire planet in order to ensure its survival.
02:21And to talk about the World Water Day, we are live with Omar Louidadi,
02:28coordinator of the Integrated Water Resources Management Policy at the Moroccan Alliance for Sustainable Climate and Development.

02:47First of all, a word on the theme chosen this year by the UN, namely the preservation of glaciers.
02:56What is the place of glaciers in the preservation of this resource?
03:04To speak well of the place of glaciers, the figures are very significant.
03:09It should be noted that 97% of the world's water resources are saltwater,
03:17and only 3% is freshwater.
03:20And of the 3% of freshwater, 2.5% is the percentage of glaciers.
03:25And so, these are natural reservoirs of freshwater whose preservation is more than crucial.
03:32The accentuation of climate change and the greenhouse effect, of course, accelerates the melting of these glaciers.
03:41And we know perfectly well that these glaciers, when the melting takes place very slowly,
03:50feed the downstream basins and, of course, the phreatic maps, especially during dry periods.
03:57And so, in the global strategy of water security,
04:01the preservation of glaciers is a crucial thing so that they can continue to ensure their role.
04:11But unfortunately, the accentuation of the greenhouse effect accelerates the melting of these glaciers.
04:16And so, it's a super-important freshwater reservoir that is being wasted and amplifies the hydric crisis.
04:27And because of, in particular, drought and climate change.
04:31So, in Morocco, precisely, the last rainfall in this month of March represented, and still represents, a buffet of air,
04:40even if the level of hydric resources remains lower than the historical average of Morocco.
04:47The question that arises today, Mr. Widadi, how to capitalize?
04:51Can we capitalize on this buffet in order to preserve this resource?
04:57I think we have to capitalize on this.
05:01So, the challenge is to be able to transform each rainy episode into a hydric opportunity,
05:07given the drought that we are experiencing.
05:09And of course, when you mentioned it in your question,
05:14it is about taking this opportunity to further strengthen the storage capacity that we have.
05:21And this, of course, through the rehabilitation of existing dams and accelerating the implementation of ongoing projects.
05:31And of course, we must always develop, continue to capture, to enhance the rainwater by recharging the phreatic dams.
05:42And of course, by investing in sewage and in conducts that allow us to preserve this resource.
05:50And so, I say it again, it is about adopting preventive management in order to be able to transform these rainy episodes,
06:00which are unfortunately not regular, so that they can be transformed into hydric opportunities.
06:08We have lived seven consecutive years of drought, and so these episodes are very precious.
06:16And it is a source of wealth that must be known and to be able to, not to say have to,
06:21exploit with this arsenal of dams that we have and that requires rehabilitation work,
06:29but also to expand by building other dams.
06:34To exploit them in a meticulous way in order to preserve them.
06:38So, precisely, the agricultural sector in Morocco is highly dependent on water resources.
06:44A figure, more than 85% of water resources are intended for irrigation.
06:50How can this sector, with the scarcity of water resources today, optimize the use of water?
06:58Of course, we can never talk about hydric security without mentioning the issue of agriculture.
07:08Because it is food security and it is a devastating sector, it is a sector that consumes a lot of water.
07:14And so, it is imperative to adopt a rationalization of irrigation.
07:24And so, localized irrigation, in particular drip irrigation, is an essential track for better rationalization.
07:32And besides, the evidence is there.
07:34The National Programme for the Economy of Irrigation Water has given its evidence.
07:39So, it has equipped more than 700,000 hectares.
07:43And so, these are projects that are structuring.
07:47We must continue and we must always value this kind of initiative.
07:55But also, without omitting the need to make our agriculture sustainable.
08:00Of course, by prioritizing the cultures that consume less water.
08:05And there too, a reinforcement of capacity.
08:08A support for farmers so that they can work on innovation, on technology.
08:14For a programming of irrigation via technological tools and artificial intelligence.
08:20Which now responds to several problems that were practically impossible to solve before.
08:29So, to finish, Morocco, in the face of this shortage of water,
08:35in the face of the scarcity of rainwater episodes,
08:37has launched a vast program for the valorization of this resource.
08:45Today, briefly, where is this national program?
08:51What has been done? What remains to be done?
08:56That's right. So, I was talking earlier about preventive management.
09:00Unfortunately, we are in a crisis situation.
09:05We are well below the international average in terms of resource availability.
09:13But we must be optimistic.
09:16We must admit that the anticipatory policies that have been adopted by the Kingdom,
09:25we have not been able, unfortunately, to avoid the crisis.
09:32But at least we have tried to manage this crisis well.
09:37And so, the national program is being implemented.
09:42The structural projects, there is the short term, there is the medium term, there is the long term.
09:48And so, I can cite as an example the work that is being done to set up desalination stations.
09:55Because it is a solution, it is a solution that proves to be more than necessary
10:01to be able to guarantee the water security and the food security of Morocco.
10:06Also, there are projects that are a little shy, but which must also be accelerated.
10:13I am talking about treating wastewater so that it can be reused,
10:18not only to irrigate green spaces, but also in the agricultural sector.
10:22And so, it contributes to this duality of water security and food security.
10:30And so, innovation continues to innovate, to exploit technologies in irrigation,
10:39in management.
10:40But also a very necessary detail is to review the hydraulic infrastructure
10:48to minimize losses as much as possible.
10:51Because there is still a demotion that means that at the level of sewage,
10:56there is a loss of the equivalent of a medium-sized dam
11:00because of these losses at the level of the hydraulic infrastructure.
11:04So, a holistic, global systemic approach
11:07that takes into account all these aspects,
11:09associated with a good governance,
11:11that is to say, an integrated, territorialized participatory management
11:17that integrates public authorities and the private sector.
11:21I think these are measures that are capable of ensuring that the Kingdom
11:26can counteract this problem of water stress and shortage.
11:33Of course, this is the direct consequence of climate change.
11:38And I will add the term preventive that you used throughout this interview.

12:07was at the center of a meeting organized yesterday in Rabat
12:10by the Ministry of Equipment and Water
12:12and the Ministry of Higher Education.

12:18and to make them join the actions to promote sustainable initiatives and solutions
12:24that contribute to strengthening the resilience of the water sector
12:28and the population in the face of the impacts of climate change.

12:46Belgium has been investing for years in the promotion of youth,
12:52in the promotion of hydraulics.
12:55We have universities that, for years, have been cooperating with Moroccan universities
13:01in the field of engineering, of hydraulics.
13:04And my presence here is linked to an action that we have taken
13:08in partnership with the PNUD and the Moroccan authorities
13:12to join the issues related to youth, the development of youth.
13:17Hydraulics are issues that matter to humanity
13:22and also in connection with climate change and the challenges that await us all.
13:28As I was saying, in Morocco, the agricultural sector is heavily dependent on water resources.
13:33With this figure, more than 85% of water resources are intended for irrigation in the kingdom.
13:40And with the years of drought, the priority being of course to supply the population with drinking water,
13:46the agricultural sector had to review its water consumption
13:50and adapt by integrating techniques of valorization and rationalization.
13:55In the region of Rabassa, the farmers use localized irrigation instead of traditional irrigation,
14:03a technology that reduces consumption and increases the efficiency of production.
