00:00Thank you for joining us for this tour of the news, here we are in Syria.
00:22The 8 dead and 4 missing persons are still provisional evidences of the most torrential
00:28death yesterday in Morocco, you will have the details in a few moments.
00:34In Senegal, President Ndiaye Maïfaye sets the date of September 13 for the declaration
00:39of general policy of Prime Minister Ousmane Sonko to the National Assembly, a declaration
00:44on the basis of tensions between deputies of the majority opposition and power.
00:49It is a decisive Tuesday for the presidential election in the United States, Donald Trump
00:53and Kamala Harris will face each other tomorrow in Pennsylvania in a decisive debate for
00:58the scrutiny of November 5 next, we will meet again right away for the development.
01:06Welcome ladies and gentlemen, His Majesty King Mohammed VI addressed messages of congratulations
01:12to the Moroccan Paralympic champions, sacred during the Paralympic Games Paris 2024, in
01:18these messages His Majesty the King expressed to the athletes his warm congratulations
01:24saluting their beautiful performance, which represents a real honor for themselves and
01:28for Moroccan sport and wishing them full success in their promising sporting career,
01:34animated by the same will, the same determination and the same ambition, in order to always
01:40raise the national colors very high during international competitions.
01:44The deadliest torrential rains fell on the southeast of the kingdom, the last
01:53report of the Ministry of the Interior states 18 dead and 4 missing, 10 in the province
01:59of Tata, 2 in Tiznit, 2 in Tinghir, 1 in Tarodante and 3 in Erachidia, 3 foreigners are also
02:07outnumbered among the victims, the volume of rainfall recorded in two days is equivalent
02:14to that of those who recognize these regions in normal time for a whole year, cut roads,
02:19houses collapsed, telecommunications networks affected, the damage is considerable and the services
02:25have been mobilized to assist the population and enclose the affected areas.
02:31An education mode with the school press which is considered as a key step in the
02:39development of future generations, the education sector is therefore the object of growing
02:45support from the government which strives with the school institutions to provide an
02:50educational environment for the development of children from an early age.
02:55Maroua Ben Halima and Youssef Oumou speak to us about this in this story of Cheyma Fikri.
03:03Life resumes in school institutions, the emphasis is put on a rigorous organization
03:11and an environment of learning on the objective of improving the quality of education
03:16from the early stages in order to have educated and responsible generations.
03:25The launch of this school year was done in a progressive way,
03:29today 80 to 90% of students have regained their classes.
03:34A colossal effort in the education sector has been made on a national level in a general way
03:40but also at the level of the regional direction of Rabat.
03:44The educational offer has been expanded in public institutions.
03:48Non-structural education now records only 2% in Rabat, while public education is at 61%
03:54and private education is estimated at 37%.
03:58The school loan in Morocco has seen considerable development in recent years
04:02and for good reason, the significant increase in the number of school-aged children.
04:06The number of students enrolled for the school year in course has reached more than 980,000 children,
04:10an increase of 3.4% compared to last year.
04:18This step is crucial for the child, it helps him to integrate,
04:22the fact that he stays at home does not allow him to develop a number of skills,
04:26this sensitive period must therefore be taken into account by the parents.
04:34The Ministry of Education is trying to raise the challenges related to the generalization of pre-school
04:38in rural areas.
04:42It also aims to improve the programs of education,
04:46and to improve the quality of education.
04:51It also aims to improve the programs of education,
04:55to adapt them to the needs of children.
04:59This is part of a global vision aimed at developing the education sector in the Kingdom.
05:03This Monday, the Moroccan Institute of Strategic Intelligence, IMISS,
05:07published a policy paper entitled
05:11Morocco, Future Angular Stone of the British Post-Brexit Strategy in Africa.
05:15This strategic document offers a new roadmap
05:19to strengthen economic and commercial cooperation
05:23between the United Kingdom and Morocco in the post-Brexit context.
05:27Brexit, more precisely, the Institute indicates in a statement.
05:31The authors of the policy paper highlight the impact of Brexit
05:35that has pushed the United Kingdom to redefine its international alliances
05:39with a particular focus on Africa.
05:43The document offers key recommendations to fully exploit
05:47the potential of this renewed partnership.
05:53I told you right away that the Moroccan Institute of Strategic Intelligence
05:57published a policy paper written by
06:01Najib Benamour, under the direction of the president of IMISS,
06:05Abdelmalek Alaoui, and Ahmed Azirar,
06:09Director of Research within the Institute, with the participation of
06:14Victor Pauvert. We are live on the phone
06:18with one of the authors of this document, Ahmed Azirar.
06:22Good evening to you. Good evening.
06:26So, Mr. Azirar, this strategic document offers a new roadmap
06:30to strengthen economic and commercial cooperation between the United Kingdom and Morocco
06:34in the post-Brexit context.
06:38Can you give us the main lines?
06:43I think that Brexit was a major event.
06:47This exit from the United Kingdom
06:51and the European Union coincided
06:55with Morocco's strong search
06:59to diversify its trade relations
07:03and to resume,
07:07I would say,
07:12its ancestral trade and economic relations
07:16between the two kingdoms.
07:20So, this new context
07:24has led to the signing
07:28of a convention in 2021,
07:32an association agreement, which resumes
07:36the main lines of relations that already existed with the European Union
07:40and which practically innovates
07:44given the objectives sought by both sides.
07:48So, Morocco seeks to diversify, as I said, its relations,
07:52but the United Kingdom also finds
07:56a number of sectors of activity
08:00that are priority for its development,
08:04including renewable energies in particular,
08:09and in the continent.
08:13It knows the continent, of course, but the continent has changed
08:17and Morocco has assets.
08:21It is an ideal partner for countries like the United Kingdom
08:25to strengthen or resume more precisely
08:29its partnership relations with Morocco.
08:33So, it is in this context, precisely, this policy paper,
08:38there are a number of recommendations.
08:42So, precisely, to go in the direction
08:46that has already begun in 2021,
08:50which translates into a sensitive increase
08:54in trade, but also investments
08:58in new sectors, services
09:02and renewable energies,
09:06which also translates into an in-depth opening
09:10of negotiations on a number of sectors,
09:14in particular the agro-industrial sector
09:18and the agricultural sector in general,
09:22and then also the sector of services,
09:26in particular the sector of financial services.
09:30So, all this is also under negotiation
09:34to strengthen relations, but also to seal, as I said,
09:38a partnership between Morocco and the United Kingdom
09:42in the direction of the continent
09:46to which the British investors also turn.
09:50And what are also the new tracks
09:54or the 10 key recommendations to fully exploit
09:58the potential of this post-Brexit partnership?
10:02The first thing that is required, of course,
10:06is to harmonize the rules of bilateral trade,
10:10as we have done for a long period with the European Union.
10:14So, there are a number of elements
10:18on which the efforts of the two parties should naturally be based,
10:22in particular to eliminate, of course, the tariff barriers,
10:26the non-tariff barriers, such as the technical obstacles
10:30that block a certain number of exchanges,
10:34especially in the agricultural sector,
10:38and also the administrative obstacles in general.
10:42So, I will not talk about visas, for example,
10:46to facilitate meetings between businessmen
10:50and also citizens,
10:54or also direct customs contacts.
10:58There are also the rules of origin
11:02on which we should also work,
11:06in particular this rule of direct transport
11:10that hinders Moroccan exports to the United Kingdom.
11:14So, there is this first step.
11:18So, it's a whole area of work.
11:22There is also the fact, of course, of eliminating.
11:26Case by case, we should study on both sides, of course,
11:30what are the impacts of eliminating a certain number of tariffs,
11:34customs and quotas.
11:38So, this is a second important area on which we should work.
11:42Also, as I said earlier,
11:46we should work on investments
11:50in services, in particular financial services.
11:54Not only has the United Kingdom
11:58in London, of course,
12:02experienced a change following Brexit,
12:06but also we have Casa Finance City,
12:10which plays an important role in Africa.
12:14There is material to be done at this level.
12:18So, you know, you talked about it,
12:22there is already a very important investment
12:26which is underway, which will feed the United Kingdom.
12:30Precisely in relation to this, Mr. Azirar,
12:34thanks to its geographical position,
12:38to be in the same dynamic as you,
12:42and also the role of its new connector of globalization,
12:46what is the role of Morocco today
12:50Morocco keeps saying it.
12:54It is a great militant
12:58for the rebalancing of North-South exchanges.
13:02As you can see, all of Morocco's action
13:06is in the South-South direction.
13:10Morocco is very active at this level.
13:14It says it in international institutions,
13:18but it does it above all.
13:22The South-South economic development strategy
13:26that Morocco develops is clear in various sectors,
13:30very varied, in which Morocco does not hesitate
13:34to exchange with its partners and its African brother countries
13:38all its experience
13:42in various sectors, you know,
13:46in the uniform industry,
13:50finance, banks, transport, telecom.
13:54All of this is underway, and Morocco also insists
13:58at this level when it comes to partnering
14:02with Northern partners, such as France, Spain,
14:06the United States, Great Britain.
14:10It insists on this aspect of triangulation
14:14because there is not only the Moroccan market,
14:18there is also the whole African market,
14:22the continent of the future on which we must work.
14:26It offers very precise projects,
14:30such as Tangemet,
14:34such as our South Zone,
14:38which is a platform for contact
14:42with the South.
14:46All these elements are natural elements
14:50of the development of the South-South partnership
14:54that Morocco is trying to develop.
14:58Thank you very much.
15:02I remind you that you are Director of Research
15:06at IBIS and one of the authors of this project.
15:10This partnership, of course, is secular
15:14between the United Kingdom and Morocco.
15:18It would win a lot, of course,
15:22if the United Kingdom invested
15:26in the South Zone of Morocco,
15:30but also to take a political and diplomatic step,
15:34as countries such as France, Spain and Germany
15:38simply recognize in a frank and direct way
15:42the Moroccan nature of the South Zone of Morocco.
15:46This will give a much more intense
15:50and much more developed rhythm
15:54to the new partnership
15:58that is being sealed between the United Kingdom and Morocco.
16:02All this, of course, is present in the policy paper
16:06that you and your collaborators wrote.
16:10Thank you again, Ahmed Azirar,
16:14Director of Research at IBIS and one of the authors of this paper.
16:18In the Middle East, the Israeli army
16:22ordered this Monday the evacuation of several sectors
16:26of the northwest of the Gaza Strip,
16:30where it continues its bombardments after more than 11 months of war.
16:34It has completed the dismantling of the military structure of Hamas
16:38in the north before launching land operations
16:42in the center and south of the Palestinian territory.
16:46Almost the entire population of Gaza has been displaced
16:50at least once in the course of a year of war.
16:54At least 16 people have been killed and 43 others injured
16:58in a series of Israeli strikes on the Hamas province
17:02in the center of Syria.
17:06The information has been relayed by the official SANA agency
17:10and the NGO has reported 7 deaths in a previous report.
17:14The attack has also destroyed buildings and military centers
17:18in the area where pro-Iranian groups and experts in weapon development are present.
17:22For the European Union,
17:26the West has credible information
17:30about the use of Iranian ballistic missiles in Russia
17:34in the war against Ukraine,
17:38an accusation rejected by Iran,
17:42whose spokesman for the Ministry of Foreign Affairs
17:46has spoken today.
17:50For Tehran, those who accuse Iran
17:54are themselves the largest arms exporters
17:58imputed to the paramilitary on a market in Senar,
18:02in the south-east of the country,
18:06the day after the rejection by the leaders of the country
18:10of an independent force to protect civilians.
18:14The humanitarian situation on the ground continues to deteriorate.
18:18For the WHO, the degree of urgency is shocking,
18:22just like the inaction to end the conflict
18:26The policy that leads us to Senegal, where President Bassirou Dioumaïfaye
18:30has set the date for the 13th of September
18:34for the General Policy Declaration of Prime Minister Ousmane Soko.
18:38However, a question arises.
18:42It is directed towards the dissolution of the parliament,
18:46within which the power does not belong to the majority.
18:50Marie-Madiop and Cheikh Ndao have tried to find answers among the populations.
18:54The policy continues between the parliamentary opposition and the power.
18:58At the heart of this situation, the General Policy Declaration of the Prime Minister,
19:02the motion of censure proposed by the opposition,
19:06or the dissolution of the National Assembly by the power.
19:10An unprecedented situation resulting from three years of conflict between the two sides.
19:16It is undoubtedly the extension of this conflictual, clientelist, political logic
19:20that is expressed in the National Assembly.
19:24It is this contradiction that is still being expressed today
19:28through a conflict at Fleury-Moucheté,
19:32because it is still through artifices,
19:36ruses, laws, regulations, that all this is being expressed.
19:40The stake of this battle is the control of the parliamentary institution.
19:44Because we had an alternative,
19:48because we had an alternative in March 2024,
19:52with the arrival of new authorities.
19:56But these new authorities do not have a majority in the National Assembly.
20:00In order to be able to carry out the reforms or the electoral promises that have been made,
20:04it would be necessary to have a majority in the Assembly to carry out these reforms.
20:08For a systemic break, the authorities have announced
20:12the dissolution of the National Assembly,
20:16which will take place on September 12,
20:20a decision that will be followed by the organization of anticipated legislative elections.
20:24What the Constitution says is that in a case of dissolution,
20:28the election will take place 60 days at least or 90 days at most.
20:32So I think that it is the upper limit of 90 days
20:36that will certainly be applied to allow us to do a little
20:40the rearrangement of the electoral calendar.
20:44There is also the issue of postponing.
20:48As far as postponing is concerned, the electoral code says
20:52that it is necessary to take a fixed term,
20:56the file model, etc. 150 days in advance.
21:00However, we are in a delay that is less than 90 days.
21:04For this, but also for the postponement of candidacies,
21:08the law says that the candidacies must be postponed
21:1290 days before the election.
21:16So there will certainly be a need for the government
21:20to call for consultations with the political class
21:24so that we can compress the delays.
21:28In Senegal, the authorities have always had the tradition
21:32of maintaining control over the parliamentary institution,
21:36which facilitates the adoption of the reforms proposed by the Executive.
21:40In Nigeria, the launch of the new refinery of Dangote
21:44on the local gas market is expected.
21:48The company has begun to process gas since last Monday
21:52after delays caused by recent shortages of crude oil.
21:56Details with our correspondent Gilbert Tambar.
22:00The refinery of Dangote, with a capacity of 650,000 barrels per day,
22:04began to produce gas earlier this week,
22:08which would put an end to decades of dependence on imports
22:12that cost billions of dollars a year.
22:16Here is a sample of gasoline.
22:20The fuel is a little different.
22:24You can see that the color is different, but it is real fuel.
22:28You will now have good quality gasoline.
22:32The engines of our vehicles will last longer.
22:36The Nigerians now place their hopes
22:40in the new private refinery,
22:44built by one of Africa's richest men.
22:48An important step for Nigeria,
22:52which, although it is the largest producer of crude oil in Africa,
22:56imports all its refined fuel.
23:00We hope for a change, but I don't know if that will be the case.
23:04We now have a refinery in Nigeria,
23:08and we are waiting for the price to drop.
23:12The price of fuel must decrease to at least 200 Naira.
23:16We do not know exactly how long the Nigerians will have to wait
23:20to see the availability of gasoline or a price drop.
23:24The NNPC now claims that it will not be the only gas buyer
23:28in the refinery of Dangote.
23:32No, that's not right.
23:36No, that's not right.
24:00What is happening now might still be the same thing that we are going to face.
24:06The price of gasoline will go from 617 Naira per litre
24:10to 897 Naira.
24:14Dangote's refinery promises to supply 25 million litres of gasoline
24:18per day on the market for this month,
24:22going to 30 million litres from October.
24:26In the United States, Donald Trump and Kamala Harris
24:30will face each other tomorrow in Pennsylvania.
24:34Let's finish with a report from November 5th.
24:38Cheyma Fikri has more.
24:42Two completely different styles are opposing each other.
24:46One is a former prosecutor known for his firmness.
24:50The other is a businessman and a former reality TV presenter.
24:54Kamala Harris and Donald Trump will face each other on Tuesday
24:58during an extremely long debate.
25:02They will meet for the very first time
25:06at 9 p.m. local time on ABC.
25:10Generally, I think it's going to be interesting to watch.
25:14I'm curious to hear what the two candidates have to say.
25:18I haven't decided yet who I'm going to vote for,
25:22but I still want to hear what all the parties have to say.
25:26I'm so excited that the debate will take place in Philadelphia.
25:30It's where I live and work, so I love this city so much.
25:34The polls are split 50-50.
25:38This debate is very tight and the two candidates are very strong.
25:42But I'm so fed up with Trump's meanness and everything else
25:46that I can't wait to hear Harris' point of view on creating more peace.
25:50While the former Republican president has multiplied public appearances,
25:54his rival has spent most of the last three days
25:58in Pittsburgh, Pennsylvania, with his preparation team.
26:02Pennsylvania, with its 19 electoral college votes,
26:06and its tendency to switch from one side to the other,
26:10is one of the most coveted swing states.
26:14Polls give the Democrats an advantage,
26:18who have completely re-mobilized their party,
26:22but still have to make themselves known to a large part of the population,
26:26neither by their judicial problems nor by their decisive statements.
26:30Suspense remains at its peak.
26:36And that's the end of this newscast.
26:40The news is brought to you by Mediun TV.
26:56Mediun TV
