00:00To know how to anticipate and understand the meaning of events and to know how to govern change.
00:10This is the starting point of the 68th National Congress of the Orders of the Engineers of Italy,
00:16under the title of Events, Engineering to Govern Change,
00:19in the Siena-Fortizza Medicea program, from 2 to 4 October,
00:23with the pre-opening in Grosseto on October 1,
00:26dedicated to the network of young people,
00:28with an appointment in which the theme related to the start of the profession will be addressed.
00:33The Congress intends to be, as always,
00:35a moment of reflection on a sort of vision of the world
00:38on the part of our professional category.
00:41To ask ourselves what the pre-eminent events are
00:43and to ask ourselves if we are able to play more early or late
00:47seems quite banal.
00:49To understand, compared to many paradigm shifts in action,
00:52what the role and function of the order system is
00:55appears to be nothing more than hearsay,
00:57also because it presupposes a clear knowledge of the picture
01:00in which we are placed, of the multiple variables that intervene,
01:04of who our interlocutors are,
01:06of what solutions we are carriers
01:08compared to the changes in action that involve us directly.
01:12The National Congress cannot be the seat
01:14in which multiple issues can find a solution,
01:17but it can certainly be the place where some problems
01:20can be resolved,
01:22some lines of address can be set and shared,
01:25even in the honest awareness
01:27that some open issues,
01:29such as those related to the use of artificial intelligence,
01:32cannot find an immediate solution.
01:35It means that our profession lives,
01:38that it lives above all within society,
01:42and getting closer to a Congress
01:44and debating the issues that we face every day
01:47is an absolutely important fact
01:49for which there is great enthusiasm
01:52and great ability to reflect,
01:54in view of a change also of the modalities
01:58with which we approach engineering.
02:01The program is conceived as a container divided into two parts,
02:05a part of debates and updates on issues of actuality
02:09and issues of technical order
02:11that concern the profession and the many actions in action,
02:14a part of comparison between the delegates
02:16aimed at identifying concretely
02:18what and how the organizational system
02:20should do to effectively represent
02:23the figure of the engineer.
02:25Issues related to the exercise of the profession
02:28of traditional engineering,
02:30civil engineering, environmental engineering,
02:33for which the lack of raw materials
02:37pushes towards a necessary and indispensable transition
02:42in order to be able to continue
02:44to have the same tenacity of life.
02:46You know that energy is an indispensable source
02:50and knowing that the sources of energy
02:52are already in their origin
02:54is for us a push towards new sources
02:57and therefore towards new experiences.
03:00So this is a topic that will certainly be debated.
03:03We will tackle the issue of the transformation of cities,
03:08urban regeneration,
03:10the elimination of soil consumption.
03:13You know that Italy, unfortunately,
03:15is one of the countries with the highest soil consumption,
03:18so going towards building on the built
03:21is an absolutely necessary need.
03:24Finally, we will talk about new engineering,
03:27which are now those that prevail
03:29in the field of our activities.
03:31Biomedical engineering,
03:33computer engineering,
03:36engineering linked to the use of artificial intelligence,
03:41which is the theme that will certainly constitute,
03:44not only for this congress,
03:46but for the future,
03:48one of the essential elements
03:50to carry out the profession of engineer,
03:52in which it is essential that the professional
03:55has skills, especially scientific ones,
03:58such that he can then use
04:00this extraordinary tool,
04:02which, however, must be controlled.
04:03The congress is structured on two cities.
04:06The city of Siena and Grosseto.
04:08This is certainly an interesting novelty,
04:11which also contributes to make sure
04:13that the congress is no longer a local event,
04:18but rather extended to the entire community.
04:21The other element is that of the opening
04:23of civil society, which is essential
04:25for the profession of engineer.
04:27We are the ones who protect
04:29the safety of the citizen,
04:31and it is necessary that the citizen
04:33realize this and ask the engineer
04:36for more qualified services.
04:40This is why we are fighting
04:43to make registration compulsory at dawn,
04:46which we consider essential
04:48for the purposes of the exercise
04:50of a profession as delicate as that
04:52of the care of the safety of the citizen.
