00:00Vice President Sara Duterte had a no-show in the second budget hearing of the Office of the Vice President in the House of Representatives.

00:06That's why some congressmen seemed to be insulted and some lawmakers even had a heated argument.

00:13But what is the implication of this and the message brought here to the public?

00:29In the second time, the House Committee on Appropriations discussed the budget of the Office of the Vice President.

00:39As before, there was a heated argument.

00:44But what is different now is that the Vice President did not participate in the budget hearing.

00:51And here, many are asking, why is that?

00:58Representative Rolante Marcolella said that we know that the Office of the Vice President is defending.

01:07It should be defended, but we call it inter-parliamentary courtesy.

01:13Where the tradition of the House of Representatives, the budget proposal of the President and the Vice President, no longer needs to be debated.

01:24Because that is the tradition.

01:27This is called inter-parliamentary courtesy.

01:30Actually, it's better to call it inter-branch courtesy.

01:35Because it's inter-parliamentary between the House and the Senate.

01:39And this is between Congress, between the House of Representatives and the Office of the Vice President.

01:44Between a branch of the legislature, one house, with an office in the executive branch.

01:50It's not inter-parliamentary, it's called inter-branch.

01:53But there is an important point that some congressmen said.

01:58If you just want to lie, you should also know how to lie.

02:02And that's not just in the budget, that's in the ordinary way we treat people.

02:07If you want to lie, you should also lie to your fellowmen.

02:11And it's clear that for many congressmen who did not support Vice President Sara Duterte,

02:17and she will not send even one body to the budget hearing,

02:23they see it as a clear example of disrespect.

02:31We heard some people saying,

02:33why did President Marcos not attend the budget hearing of his office?

02:37Yes, he did not go.

02:39But it was there, in Executive Secretary Lucas Bersanit,

02:44that he defended the budget.

02:47That's why there was an inter-branch courtesy that was not asked for.

02:55The problem with Vice President Duterte,

02:58it's clear that she has a love for Congress.

03:02It's clear that even in the first hearing, she did not answer the questions.

03:07It's a bit deep-rooted and deep-seated that they don't like each other.

03:12But here, it doesn't matter if you like each other.

03:16The question here is, what is your constitutional duty?

03:20We are not saying that politicians should love each other.

03:25We are saying that you should do what is right and what is in the Constitution.

03:31And according to the Constitution,

03:33Congress and the House, Representatives, and even the Senate,

03:42have the right and responsibility to vote on the budget of all government offices.

03:47And there is an obligation.

03:51The offices that ask for money,

03:53which is not the money of the Congressmen, but the money of the people,

03:57to explain and answer the budget.

04:00And that includes the office of the Vice President.

04:04It was her duty.

04:06But apparently, she opted not to appear and not to send anyone to represent her.

04:12It's true that there are a lot of Congressmen.

04:17There are a lot of them who say that this is a form of indifference.

04:25If Vice President Duterte is hoping that his position and his office will be indifferent,

04:34I hope that the House of Representatives should know how to act.

04:40Because they are just doing their job.

04:43I repeat, they don't have to be friends.
