00:00Dear Mr. President, ladies and gentlemen.
00:04We are pleased to celebrate the 85th anniversary of the victory on the Khalkhin Gol River,
00:09together with our Mongolian friends.
00:11Let me remind you that in 1939, true to its Allied duty, our country immediately responded
00:24to the Mongolian government's request for assistance immediately after the invasion
00:28of the Japanese militarists.
00:30We pay tribute to the memory, courage and dedication, steadfastness and heroism of Soviet
00:37and Mongolian soldiers, fighting shoulder to shoulder.
00:42They gave a tough and decisive rebuff to the aggressor and defended the sovereignty and
00:47territorial integrity of Mongolia, thanks to their feat.
00:53The security of the far eastern borders of the Soviet Union was also ensured during the
00:57difficult years of the Great Patriotic War and the bloody battles on Mongolian soil.
01:03Over 10,000 Soviet soldiers and officers gave their lives.
01:08And I would like to express my gratitude to Mongolian friends for their careful attitude
01:13towards the burial sites of Soviet soldiers and, in general, for their respectful attitude
01:18towards our common historical heritage.
01:21I would like to note that it was on the battlefields in Mongolia that the military leadership
01:27talent of the future Marshal of Victory, Georgy Konstantinovich Zhukov, was revealed,
01:32whom everyone here remembers, knows and honors.
01:36Together with the President, we will lay flowers at the monument to this outstanding commander
01:42in Yelonmatar, last week, as you know.
01:49Another monument to Zhukov was opened in the city of Chebolsan, with the assistance of
01:53the Russian Ministry of Defense, in Russia.
01:56The contribution of the Mongolian people to the fight against Nazism and militarism
02:00is well remembered and appreciated.
02:03During the Great Patriotic War, Mongolian citizens raised funds to build fighters for
02:11the Mongolian Arad air squadron and tanks, which, as part of the revolutionary Mongolia
02:17Brigade, made a glorious military journey to Berlin.
02:23Mongolia also supplied the Soviet troops with over half a million horses, which was
02:28also a considerable amount of help at the time.
02:31Next year, the 80th anniversary of the victory in the Great Patriotic War will be celebrated.
02:42We invited President Karelsik to come to Moscow on May 9.
02:46We are also considering the possibility of Mongolian armed forces taking part in the
02:50ceremonial parade on Red Square, together with the Russian military.
02:54I am convinced that the brotherhood in arms, forged in the harsh years of trials, as well
03:01as the long-standing traditions of good neighborliness and mutual assistance, will continue to serve
03:06as a solid foundation on which friendly Russian-Mongolian relations are built.
03:14These relations are developing dynamically and strengthening in full accordance with
03:18the Interstate Treaty on Comprehensive Strategic Partnership signed here in Yelanbedar exactly
03:23five years ago.
03:24During today's talks, President Karelsik and I discussed a wide range of issues of
03:30cooperation in the political, economic and humanitarian spheres.
03:35And we exchanged views on the most pressing international and regional issues.
03:39As a result, as you have just seen, a number of bilateral agreements were concluded.
03:46Such attention was paid to increasing mutually beneficial trade and investment ties.
03:53Russia is one of Mongolia's main foreign economic partners.
03:57And in the first seven months of this year, our trade turnover increased by over 21%.
04:05Moreover, commercial transactions between our two countries are almost entirely carried
04:10out in currencies alternative to the dollar and euro.
04:16Further growth of mutual export-import operations would undoubtedly be facilitated by establishing
04:20close contacts between Mongolia and the Eurasian Economic Union.
04:25Russia supported the idea of concluding a trade agreement between Mongolia and the Eurasian
04:29Economic Union.
04:33The real flagship of Russian-Mongolian economic cooperation is the interstate joint stock
04:37company Yelanbedar Railway.
04:39For 75 years, it has been making a significant contribution to the economy of Mongolia.
04:46The long-term program for the development of the Yelanbedar Railway, designed for the
04:51period up to 2030, is being implemented at full speed.
04:56The authorized capital is being increased.
04:58The throughput capacity is being increased.
05:01And the railways are being modernized.
05:05All these measures allow increasing the volume of cargo transportation, both bilateral and
05:10transit, between Russia and China.
05:13Our country has long and reliably provided the economy of Mongolia with in-demand energy
05:18resources.
05:19Thus, last year, more than 90% of gasoline and diesel fuel entered the Mongolian market
05:25from Russia.
05:30And we invariably respond to requests from Mongolian friends for assistance in meeting
05:35the growing demand for fuel and lubricants, including on preferential terms.
05:41We see good prospects for cooperation in the gas sector.
05:45The development of design documentation for the Soyuz-Vostok gas pipeline, almost 1,000
05:50kilometers long, which will connect Russia, Mongolia and China, has been completed, currently.
05:56A state examination of this project is being carried out.
06:01And an assessment of its impact on the environment is being carried out.
06:05This is not just about the transit of Russian gas through Mongolia.
06:08The possibility of supplying this fuel to Mongolian consumers is also being considered.
06:15Gazprom is ready to provide the necessary support and practical matters of gasification
06:19of the country.
06:20Our partnership in the energy sector is not limited to the export of hydrocarbons.
06:26The Russian company Inter Rao expects to join the modernization and reconstruction
06:30of the Ulaanbaatar CHPP-3, help with the installation of new equipment and triple the generating
06:37capacity of the station.
06:40This will improve the reliability of electricity and heat supply to residents of the capital
06:44of Mongolia.
06:46Russia will continue to supply electricity to Mongolian consumers.
06:51We are also open to implementing joint projects in the field of peaceful nuclear energy, based
06:57on the most modern and safe Russian technologies, including the use of small module reactors.
07:04The topic of humanitarian cooperation was also touched upon during the negotiations.
07:12Our countries regularly hold cross-cultural days and Russian-Mongolian friendship days.
07:18Joint scientific research and expeditions are organized.
07:24Tourist exchanges have noticeably intensified recently, athletes from Mongolia were widely
07:29represented at major international events held in Russia, such as the BRICS Games, Children
07:34of Asia and the multi-sport competitions of the Games of the Future.
07:40We are expecting the Mongolian delegation at the International Forum Russia Sports Power,
07:45which will be held in October in the city of Ufa.
07:50Our country traditionally does a lot to prepare highly qualified personnel for the needs of
07:54the Mongolian economy.
07:57More than 2,000 students from Mongolia study at Russian universities.
08:01A branch of the Plekhanov Russian University of Economics has been successfully operating
08:06in Ulaanbaatar for 25 years.
08:10The interest of Mongolian youth in receiving a Russian education is very high, therefore,
08:16every year Russia allocates one of the largest scholarship quotas to Mongolia.
08:21More than 600 places, and of course, it is important for us that the Russian language
08:27is loved and studied in Mongolia.
08:29Over many decades, the country has a well-established system of teaching it, which opens up vast
08:36opportunities for gaining knowledge, deepening business, scientific and cultural ties between
08:43our countries, and the Russian side will continue to support the teaching of the Russian language
08:49in Mongolia, including in the regions bordering our country.
08:56When considering issues of military-technical and anti-terrorist cooperation, it was noted
09:04that Russian-Mongolian cooperation in these areas contributes to ensuring security in
09:08Asia.
09:10Discussion of the international agenda confirmed that the positions of Russia and Mongolia
09:16on many current global issues are close.
09:20Our program of interaction continues.
09:25A meeting with the Prime Minister and the Chairman of the Parliament of Mongolia is
09:29also planned during this visit.
09:31But already now I can confidently say that joint work with Mongolian friends and the
09:39agreements reached will contribute to the further development of a multifaceted Russian-Mongolian
09:44partnership, and, of course, I would like to thank once again Mr. Karelsik, all Mongolian
09:53friends for the warm and welcoming welcome.
