00:07Today we are holding a scheduled event.
00:12This meeting is called the Permanent Conference on Nuclear Deterrence.
00:16It is held twice a year.
00:21And on today's agenda, we have an issue related to updating the fundamentals of state policy
00:25in the field of nuclear deterrence, along with the military doctrine.
00:30This is the document that officially defines and details Russia's nuclear strategy.
00:36First of all, it sets out the basic principle of using nuclear weapons, namely, the use
00:44of nuclear forces as an extreme measure to protect the sovereignty of our country.
00:49I would like to emphasize that we have always approached such issues with the utmost responsibility.
00:56We are well aware of the colossal power of these weapons.
01:02So we have sought to strengthen the international legal framework for global stability and prevent
01:07the proliferation of nuclear weapons and their components.
01:10Today, our nuclear triad remains the most important guarantee of ensuring the security
01:16of our state and citizens.
01:19An instrument for maintaining strategic parity and the balance of power in the world.
01:23At the same time, we see that the modern military-political situation is changing dynamically.
01:29And we must take this into account, in particular, we must take into account the emergence of
01:35new sources of military threats and risks for Russia and our allies.
01:42It is important to predict the development of the situation and accordingly adapt the
01:46provisions of the strategic planning document to current realities.
01:50Over the past year, specialists from the Ministry of Defense, the Ministry of Foreign Affairs,
01:56the Security Council apparatus and other departments have conducted a deep and comprehensive analysis.
02:03They assessed the need to adjust our approaches to the possible use of nuclear forces.
02:08Based on the results of this work, it was proposed to make a number of clarifications
02:14in terms of defining the conditions for the use of nuclear weapons, thus, in the draft
02:19of this document, the category of states and military alliances in relation to which nuclear
02:25deterrence is carried out was expanded.
02:30The list of military threats for the neutralization of which nuclear deterrence measures are carried
02:35out was supplemented.
02:38That also I would like to especially draw your attention to in the updated version of
02:43this document.
02:45Aggression against Russia by any non-nuclear state, but with the participation or support
02:51of a nuclear state, is proposed to be considered as their joint attack on the Russian Federation.
02:59The conditions for Russia's transition to the use of nuclear weapons are also clearly
03:03established.
03:08We will consider this possibility upon receipt of reliable information about a massive launch
03:13of air and space attack weapons and their crossing our state border.
03:18I mean strategic and tactical aircraft, cruise missiles, drones, hypersonic and other aircraft.
03:29We reserve the right to use nuclear weapons in the event of aggression against both Russia
03:33and Belarus, which is a member of the Union State.
03:38All these issues have been agreed upon with the Belarusian side, with the President of
03:42Belarus, including if the enemy, using conventional weapons, creates a critical threat to our
03:50sovereignty.
03:51In conclusion, I would like to note that all clarifications are deeply verified and proportionate
03:57to modern military threats and risks in relation to the Russian Federation.
