00:00The Department of Migrant Workers was forced to prohibit the withdrawal of any possible income from the agencies that deploy overseas Filipino workers.
00:12This is after the OFWs' case again went up in smoke because they are getting processing fees to speed up the process and be able to work immediately in Qatar.
00:26According to DMW Secretary Hans Leo Kakdak, there is an agreement between Qatar and the Philippines that prohibits any fee that is charged to the employee.
00:38The employer should be the one to pay the agency.
00:42OWA Administrator Arnaldo Ignacio added that the government is not asking the OFWs to pay the OWA membership fee.
00:53The fee is being used as protection and security for every Filipino working abroad.
01:00The membership fee is also being used by other agencies to give benefits to every Filipino like SSS, PhilHealth, Pag-ibig, and others.
01:12The agreement on both sides is employer-based principle, which means it should be provided to the employer that will benefit from the service of the OFW.
01:24So whatever the name of the fee is called, if it is along those same lines or purpose, then that's illegal and we will run after the agency that does so, that charges such fees.
01:37It's a disadvantage for them if you're not a member of OWA. If you have a problem, your benefit is only $25 for two years. That's about P57 a month.
