00:00Several officials of the Department of Education or DepEd visited the budget hearing in Camara where the confidential budget of funds of 2023 was discussed.

00:10Noel Talacay reported on that.

00:12The Department of Education or DepEd admitted that they don't know how Vice President Sara Duterte spent her confidential fund in 2023

00:24while she was still sitting as Secretary of the Government.

00:28This came out after several DepEd officials attended its budget hearing in the House of Representatives.

00:35According to DepEd Undersecretary for Finance, Annalyn Sevilla, only the cover letter of the liquidation report was given to her.

00:44So what I can share is from the finance, we have released three quarters, that's P112.5 million.

00:51It has been recorded as liquidated because we were given a copy of the cover letter only of the liquidation.

00:58They were not included in the utilization and liquidation of the said fund.

01:04But they were able to release the P150 million confidential fund of Vice President Sara in 2023 because of this law.

01:14This is the General Appropriation Act of 2023 where it is included in the list of expenses.

01:25It was identified that the three months requirement should be released in quarterly basis and that the next liquidation should be upon the

01:37liquidation of the head of the agency to the chairman of the Commission on Appropriation.

01:45DepEd also attended the budget hearing of its new member, Secretary Sani Angara.

01:52She cried that they will not ask for a confidential fund for the 2025 budget of the agency.

01:59And given that it is engendered, it became a bit controversial.

02:06And I will ask for it as a line item if the department needs it.

02:11First, Representative Franz Castro of ACT-H's party list said that the wrong use of the fund is an impeachable offense or a basis to be impeached.

02:23For the year 2025, the proposed budget of DepEd is almost Php800 billion,

02:29of which more than Php2.2 billion is for the attached agencies of the agency.
