00:00Three months have passed since the last time we saw Dismissed Mamban Tarlac Mayor Alice Guo in public.
00:06She visited the Pogo Hub in Mamban on May 22 after hearing from the Senado Caugnay about her connection with the Pogo Hub.
00:14But since then, she has not shown up again and until now, authorities are looking for her.
00:22This Monday, Senator Riza Ontiveros released documents showing that Guo is no longer in the Philippines.
00:30Where is she now?
00:33According to the documents obtained by Ontiveros, Guo arrived in Kuala Lumpur, Malaysia on July 18.
00:41Three days later, on July 21, she arrived in Singapore.
00:45Ontiveros said that she traveled with her brother Wesley Guo and his negotiator Cassandra Lee Ong.
00:52In Singapore, it was reported that Guo's family had a reunion.
00:57This week, on August 18, Indonesia visited Guo according to the PAOCC and Bureau of Immigration.
01:04But on August 14, it was reported that the former mayor personally notified his counter affidavit according to Attorney Elemer Galicia.
01:13It was contradicted by Senator Wynne Gatchalian, who said that it was a lie.
01:20When we interviewed Guo's lawyer, Attorney Stephen David, this Tuesday, he said that he talked to Guo on Monday and said that he is still in the Philippines.
01:30But he did not personally see Guo.
01:35Guo's passport was cancelled by the Department of Foreign Affairs.
01:39His siblings and Ong were also investigating the possible help to them.
01:44President Bongbong Marcos is worried that someone will find out if Guo is really out of the country.
01:52It is still not clear where is Dismissed Bamban Tarlac Mayor Alice Guo.

02:00The NBI alerted Interpol to put Guo in the blue notice.

02:09Now, different offices of the government are saying that they have information that she is out of the country.
02:18Dismissed Bamban Mayor Alice Guo, what will be the next move of the government?
02:24Since Guo is not yet a case in court, the government's move is calculated.
02:29The DFA said that they have been targeting Guo's story for a long time.
02:34They have been in contact since the NBI confirmed that Alice Guo, who became the mayor of Bamban Tarlac,
02:41and the Chinese national, Guo Huaping, are one person.
02:45We cannot do this alone. This is a whole of government approach.
02:50What is important here is, on the part of the DFA,
02:55we assure the public that ever since the beginning,
02:59our coordination is vigorous.
03:02We are cooperating with the Senate, Congress, and other government agencies
03:09to resolve this issue.
03:13DFA Secretary Enrique Manalo said that Guo's passport can be cancelled
03:18under the Philippine Passport Law as long as the identity of the passport is clear.
03:25Once we receive these documents stating that this person has a problem,
03:31a fake identity, that he is a foreigner, then we will cancel the passport.
03:37Otherwise, this requirement would be a court order directing us to cancel.
03:42As of now, the criminal complaint of qualified human trafficking against Guo
03:47has not yet been filed in the court of the DOJ.
03:50The Office of the Solicitor General, or OSG, filed a petition to the court
03:55to cancel Guo's birth certificate as a Filipino.
03:59The OSG also filed a co-warrantor petition to remove Guo as the mayor of Bamban.
04:06The Comelec is still under preliminary investigation
04:10for the material misrepresentation complaint against Guo.
04:13Aside from this, the Ombudsman issued a decision to remove Guo as mayor.
04:19The Court of Appeals also freezed his bank accounts and assets.
04:24There is no warrant or arrest order from the court
04:30that can be used for interpol activities.
04:38It's up to the government to decide what they want to do.
04:42But for me, Yalis' warrant is only for the Senate Contemporary.
04:50According to Solicitor General Menardo Guevara,
04:53the extradition or return to the country of a person
04:56can only be done to make it look like a criminal case.
05:00As of now, the criminal case against Guo is human trafficking
05:05being investigated by the DOJ and material misrepresentation
05:09being investigated by the Comelec.
05:11If this is still true in Indonesia,
05:13the Philippines has an extradition treaty with Indonesia,
05:16said the DFA.
05:18The NBI has already requested Interpol
05:21to include Guo in the blue notice list
05:24that can help to disseminate information
05:26on the identification, location or activity
05:29related to the criminal investigation.
05:32The red notice is when there is a criminal case pending.
05:38The blue notice is just a watch out.
