00:00Finance Secretary Ralph Recto stressed the need to mobilize unused and idle funds to finance priority government programs for the benefit of Filipinos.
00:09The Finance Chief compared the mobilization of unused funds to idle police who were at a police station when they were needed in areas rife with crime.
00:17Secretary Recto also reiterated that idle funds should be used for education, health, infrastructure and cash aid which should benefit the public.
