SILG hits back vs. criticism on PNP’s alleged inability to arrest big personalities

00:00Several issues were tackled concerning the Department of Interior and Local Government, or DILG,
00:05during the lower house hearing on the agency's proposed budget for 2025.
00:10A lawmaker asked why the faulty National Police, or PNP, which is an attached agency of the DILG,
00:16seems unable to arrest big-time personalities and able to easily nab an ordinary citizen.
00:22How the agency was able to respond to this query, Madalena Esmadas reveals in this story.
00:31I would just like to place it on record that we are not like that.
00:36As far as Qibla is concerned and the others, we are doing it.
00:39In fact, we were demanded on record.
00:42I, the PNP, was demanded because of our raid on the Kingdom of Jesus.

00:55DILG Secretary Benjer Abalos hit back against the criticism from Kabataan Partylist Representative Raul Manuel,
01:03who highlighted the PNP's alleged inability to arrest big personalities.
01:08The young lawmaker cited Kingdom of Jesus Christ Executive Pastor Apollo Quibuloy
01:13and the ousted mayor of Bambantarlac, Alice Guwo, who until now are nowhere to be found.
01:19But PNP emphasized they are working hard to get them the soonest time possible.
01:24For big personalities, it's really hard to arrest them.
01:31But for ordinary people, it's easy to catch them.
01:36So we really need to work on it, Madam Chair.
01:40And we shouldn't just let it go.
01:43Our investigation and our tracking is continuous.
01:46Not only the Philippine National Police, but all the agencies involved.
01:50Especially the Bureau of Immigration and our Intelligence Unit from the National Security Agency.
01:57This issue was brought up during the hearing of the House Committee on Appropriations
02:02on the proposed 2025 budget of the DILG and its attached agencies.
02:08Compared to their allocation for this year, the budget proposal for the DILG next year is larger at Php 281.3 billion.
02:17Lawmakers are calling on the department to intensify its response on various issues.
02:22For the Bureau of Jail Management and Penology,
02:25legislators are pushing for a budget increase for the food of persons deprived of liberty.
02:31I hope it can be improved because safety, health, especially when you are sick, is a big problem.
02:38We have a request of Php 100 from Php 70.
02:44And also from Php 15 to Php 30 for their medicines.
02:52And I hope and pray that all of you here would support us.
02:56Meanwhile, on the issue of calamities, the lower house is also urging the DILG to further act on the problem of flooding.
03:04For the last 4 or 5 months, we have been going around every Saturday at 5 in the morning.
03:10We haven't done anything but clean up.
03:13It's more of changing the attitude about garbage.
03:16Because garbage is the number one thing that pollutes our canals.
03:22The big flood control is with the Department of Public Works.
03:27The DILG assured to beef up its programs for environmental protection and disaster resiliency,
03:33peace and order, and enhancing the capacity of local government units.
