00:00Assistance to families whose houses were severely affected by the typhoon Karina and Habagat,
00:07we will discuss this with Disaster Response and for Administrative and Finance Services
00:14under Secretary Randy S. Colango of the Department of Human Settlements and Urban Development or DSUD.
00:23Usec, Randy, good afternoon to you.
00:26Good afternoon, Ma'am Nina. Good afternoon to you.
00:29And good afternoon to all of our listeners.
00:33Yes, when Usec is here, we have good news for our countrymen,
00:37especially those who are in need of assistance for those affected by the typhoon.
00:44What are the assistance that DSUD is distributing to our countrymen who were affected by the typhoon Karina and Habagat?
00:52First, we would like to say that our Secretary Jose Rosalino Acusar issued a circular memorandum
01:02by the Department of Human Settlements and Urban Development
01:05ordering all key shelter agencies under the Department of Human Settlements and Urban Development
01:14to provide a one-month moratorium on their housing loan amortization.
01:25So, that is what is being given.
01:28And what we call key shelter agencies, that is the big fund.
01:34If you have an amortization there, you will be given a one-month moratorium.
01:41The NHA, the Social Housing Finance Corporation, the National Home Mortgage Finance Corporation.
01:48These are the key shelter agencies that can provide a moratorium for their amortization.
01:54So, in other words, Usec, if you are an employee or a tenant of any kind and you have a loan,
02:01here in these agencies, you will have a one-month moratorium.
02:05So, for example, this July, this August, how will we implement that?
02:10There are their own internal rules and guidelines that will be issued by the key shelter agencies that I mentioned.
02:17And that is what they will issue.
02:19I think within this day, those will be issued.
02:21What month is it really?
02:23I would think July because, right?
02:25Well, July is already over.
02:26So, August, it's for August, maybe.
02:31So, Usec, you said you have an Integrated Disaster Shelter Assistance Program.
02:37What is this for our countrymen?
02:40Yes, this is a program approved by our Secretary, Jose Rizalino Acusar.
02:47And now, it is being implemented.
02:49This was implemented only this year and we have the guidelines.
02:53This is the assistance of our government to those who have lost their homes due to calamities.
03:00Those are natural disasters and man-made disasters.
03:05When we say natural disasters, we mean typhoons, floods, earthquakes.
03:12And man-made disasters are fires, explosions, earthquakes, and so on.
03:19But what we are facing now is a natural disaster like typhoons and floods.
03:25According to our guidelines, we are giving P15,000 to totally damaged houses.
03:34P15,000.
03:36But three days ago, or two days ago, we were ordered by Secretary Acusar
03:43not only to cover the totally damaged houses, but also the partially damaged ones.
03:49Because there are a lot of houses that were hit, and it became partially damaged.
03:53And it looks like there are a thousand already.
03:54So, we will also include those that we will cover.
03:58And we have guidelines that if approved within the day,
04:01we will be able to cover the houses that were hit by our countrymen.
04:07So, this news is very new.
04:10The guidelines are still being made.
04:11And hopefully, this day will be over.
04:14But how can we be beneficiaries of this program?
04:17How can we be eligible to get IDDSAP?
04:23Yes.
04:24IDDSAP is the Integrated Disaster Shelter Assistance Program of DISUD.
04:29And our countrymen should be members of the household,
04:36or they are the head of the household.
04:39And they will put their names in the LGU.
04:42And one criteria is that it should be totally damaged.
04:46But as I said, it will be partially damaged.
04:49And the third criteria is that you should not be receiving shelter assistance from any government agency.
04:58But what the DSWD is providing is not shelter assistance.
05:02What the local government is providing is not shelter assistance.
05:06What DISUD is providing is shelter assistance,
05:09even the NHA, because the NHA still has funds from last year.
05:13That is what is being spent.
05:15But next year, I know that all the funds are now concentrated in DISUD.
05:21So DISUD is now providing shelter assistance.
05:24Okay.
05:24So, based on your data, Yusek,
05:29how many people will benefit from this program?
05:33Can DISUD provide all the damages, especially the total damage?
05:38Yes.
05:39Because we have funds that the government has allocated.
05:43And based on our latest data,
05:46but I know that this has already been added,
05:49this is as of 6 o'clock,
05:53last Friday,
05:55we have 1,049 partially damaged,
05:58and 130 totally damaged.
06:01Last Friday, 6 o'clock.
06:03But now,
06:04It will be added, I'm sure.
06:05It will be added because there was an inspection,
06:07there was a validation,
06:10it was added, and I know that it is not included in the NCR.
06:14That is the biggest hit right now.
06:17So, those numbers will be added.
06:20So, the NCR is not included in the 1,049 partially damaged,
06:26and 130 totally damaged.
06:29Yes.
06:30This is outside of NCR.
06:31Are you sure?
06:32Because at the same time, we have acquaintances.
06:35Yes.
06:35Personal acquaintances.
06:37For example, your son's classmate,
06:39all of their cars were damaged.
06:40Other employees here at PTV.
06:42Other employees, you see them everyday,
06:45but they are absent because they are still cleaning their places.
06:50That's right.
06:51Even if you are working for the government,
06:54I know that there are leave benefits
06:57that our Civil Service Commission has given.
07:00They are entitled to five days leave.
07:03But I will just add,
07:05our key shelter agencies,
07:07like Pag-ibig PAN,
07:10have allocated P3 billion
07:12so that they can avail of housing loan,
07:17of calamity loan.
07:18And I know that last week,
07:21they received 250 loan applications,
07:25and this is still increasing.
07:27That's why,
07:28even though the Social Housing Finance Corporation
07:31has prepared their own assistance,
07:34they have food packs that they have prepared to be given.
07:38And also recently,
07:40Secretary Acusar has also ordered our Pag-ibig PAN
07:44to bring assistance to the people.
07:47That's why there is now a service called Pag-ibig on Wheels.
07:51So, people will be able to approach
07:52those who want to avail of calamity loan
07:55so that they can immediately receive the assistance.
07:58Yes.
07:58Yusec, how much have we allocated
08:01for the Integrated Disaster Shelter Assistance Program?
08:06Like what I mentioned earlier,
08:08according to our guidelines,
08:11the total damage house is 15,000.
08:14But according to the new guidelines that we will release,
08:19if approved by the Secretary within the day,
08:22the total damage will increase
08:24and the partial damage will be included.
08:26Yes, but in total, Yusec,
08:27how much is the budget allocated by the Department
08:31to give to our fellowmen
08:32who are affected by the typhoon and tsunami?
08:35The budget allocated by the government
08:37for this year is Php 200 million.
08:41We still have around Php 193 million left.
08:44So, it's still a lot.
08:46These will still be covered.
08:48Oh, and to think this is just the first major typhoon
08:51that hit La Niña.
08:54It's not La Niña yet.
08:56So, yeah, we are in between El Niño and La Niña
08:59as Joey Villarama would always explain,
09:02that this is not it yet.
09:03So, we will hope that there will be more typhoons,
09:08but hopefully not.
09:09But it's best to be prepared.
09:12This assistance that you are giving,
09:14what is it?
09:15Just give, for example, Php 15,000.
09:18Just give it.
09:19What are the requirements?
09:22This is Unconditional Assistance.
09:25It means that as long as you are the head of the household,
09:29you were hit by, your house was completely damaged,
09:34and you are not yet accepted by other agencies,
09:37by other shelter assistance,
09:39you are qualified.
09:40You don't need to be a member of Pag-ibig,
09:43or a member of SSS, or GSIS, or any association.
09:45Because others don't have it.
09:46They are not members of Pag-ibig or SSS.
09:49This is unconditional.
09:50It will be included as long as your house was damaged.
09:53Where can they go?
09:55I'm sure that many are interested.
09:58Just a while ago, our colleague,
10:01when he talked to Youssef, he was already asking,
10:03how can we avail?
10:05Where can we go?
10:06Every LGU has a Local Housing Board.
10:10So, when they go there, they will make a list.
10:12They should be included in the master list.
10:15That is what will be submitted to us, the master list,
10:18including their names,
10:21including the disaster report,
10:23and the Certificate of Eligibility.
10:25Those are the three things that we ask from the LGU.
10:29And then,
10:30what our regional offices will do is,
10:34they will immediately validate it.
10:35The validation is quick for us because
10:37we already know that the State of Calamity
10:40is being declared by the localities.
10:44When the validation arrives,
10:45it will be sent to our central office.
10:48For one to two days,
10:51we will immediately fund it and send it to the region
10:54so that the payout can be scheduled.
10:56Okay, I hope that will be available.
10:59Especially now, because they need it right now,
11:02in a very short period of time.
11:04Okay, in other talks,
11:06how does your agency and the government
11:10ensure that the households that you are distributing
11:15to our fellow countrymen are safe from the dangers of calamity?
11:19Our household for the Filipino program,
11:22that is the construction of medium-rise and high-rise
11:27that our Secretary-General proposed and is now being implemented.
11:31Of course, everything that we are building
11:35is in accordance with the National Building Code
11:39and of course, the 2024 National Disaster Response Plan.
11:43Our Secretary-General,
11:44if there is no one who does not know him,
11:48he is a successful developer and has built a lot of buildings.
11:51He is very specific and very strict
11:54in the structural and technical specifications.
11:59He personally looks at it and evaluates it.
12:03That is why we have a monitoring and evaluation unit
12:08where he is in charge.
12:10He checks the structural and technical specifications
12:15of each building.
12:16Because, as you know, he does not want to be embarrassed.
12:20He does not want low quality.
12:21He does not want low quality.
12:23To be honest,
12:24right now, we have almost 45 ongoing constructions
12:31in different Philippines,
12:33but it is not yet complete.
12:38Because there are already a lot of buildings being built,
12:40he wants all the amenities to be complete.
12:43Everything is complete.
12:44There is water, electricity, a park.
12:47All the utilities are complete.
12:49Because he wants,
12:50once he gives it to the people,
12:53they will really benefit from it.
12:55When will we see the first delivery?
12:59What we are looking at is
13:02possibly late this year.
13:06This year.
13:08The first ones that will be released
13:10or early next year.
13:13The Secretary really wants everything to be complete.
13:16Yes, because I heard that some have a playground,
13:19a swimming pool,
13:20a basketball court.
13:20It's like a community.
13:21Yes, yes.
13:22It's not just a house.
13:24It's not the type that you will leave behind.
13:26That's right.
13:26You know, partner,
13:27in the past, there were houses,
13:29no electricity,
13:31no water,
13:32and it was so far.
13:33The roads were not built.
13:35Because the houses are being built
13:38in remote areas.
13:39No electricity, no water.
13:41Now, what our Secretary is doing is in-house.
13:44I mean, in-city.
13:46In-city means
13:48it's close to the schools,
13:49it's close to the security,
13:51and to the jobs.
13:52That's why I think
13:55our fellow countrymen will really benefit from this.
13:57Yes.
13:58So, Usec,
13:59please send a message to our fellow countrymen
14:02who are watching us now,
14:04who were excited when you announced
14:06that there will be help from the DSUD
14:09for those affected by the typhoon.
14:12Our Secretary,
14:14Secretary Jose Rizalino Acusar,
14:16is continuously thinking of ways
14:18to help our fellow countrymen.
14:20This is the Integrated Disaster Shelter Assistance Program.
14:25This will benefit our fellow countrymen,
14:28especially those who were affected by the calamity.
14:32And it's not just the natural disasters
14:35that I mentioned,
14:36but also the man-made disasters.
14:39Many were burned in the past
14:41and many of our fellow countrymen were affected.
14:44That's why our agency is continuously
14:48trying to help.
14:49According to the directive of our President Marcos,
14:52we heard the other day
14:54that all the help that can be given
14:56will be given to our fellow countrymen.
14:58That's what our agency is doing now.
15:01Alright, thank you very much
15:03for your time,
15:04disaster response,
15:06and administrative and finance services
15:08Undersecretary Randy Esculango of the DSUD.
