00:00Updates on the assistance and disaster response of the government
00:03in the aftermath of Hurricane Karina and Hurricane Habagat
00:06Let's find out together with Assistant Secretary Irene Dumlao
00:10Spokesperson for Disaster Response and Management Group of DSWD
00:16Asik Dumlao, good afternoon
00:20Good afternoon ADG Suan and Ma'am Ninia
00:22Good afternoon to all who are following your program
00:26Yes, I know Asik of our countrymen
00:28that when there's a disaster like this, you are one of the busiest
00:32particularly your department, DSWD
00:35So, let me ask you first
00:37How was the response of your government
00:41here in Hagupit that we experienced in Hurricane Karina and Hurricane Habagat?
00:48Well ADG John, at the moment
00:52we are still continuing the resource augmentation
00:55to the local government units
00:57so that we can continue to meet the needs of the affected constituents
01:04As we speak ADG John, close to a million family food packs
01:09were released by DSWD not only to the National Capital Region
01:13but it also includes Region 3, Region 4, Region 1, Region 2,
01:19Lima, Aropa, Calabarzon, Region 5
01:23As I mentioned, we are still continuing to deliver assistance
01:27We have reached more than 200 million worth of humanitarian aid
01:32that we have been able to deliver
01:35and that includes family food packs and non-food items
01:40And as I mentioned, we are still continuing the coordination
01:46with the local government units
01:48so that we can continue to distribute
01:53more family food packs
01:57So Asek, you mentioned the food packs
02:00that our government is giving to the DSWD
02:04I have a little idea about those food packs
02:06because we were also given those before
02:08Did the contents change?
02:10Maybe we can remind our countrymen
02:12what the contents of the food packs are now
02:16Yes, ADG John, the DSWD family food pack
02:21contains 6 kilos of rice
02:24It has corned beef or meatloaf, tuna flakes, and sardines
02:32It also has 5 chocomalt and 5 sachets of coffee
02:38A family food pack could last for 2 to 3 days
02:42and is good for a family of 5
02:45Asek, I'm sure there are people asking
02:48where they can get these
02:50because I heard that our countrymen
02:52haven't received food packs from the DSWD
02:56Where can they get these?
02:58First of all, we are asking our countrymen
03:03to contact your local government
03:06to ensure the distribution of relief aid
03:10because our family food packs
03:12are coming from our main hubs
03:14our National Resource Operations Center
03:16and other major warehouses
03:18We are delivering those to your local government
03:22except in some areas where our warehouses
03:25our last miles are located in affected areas
03:28We are immediately dispatching those to those affected
03:32especially if evacuation centers are nearby
03:36Generally, we coordinate with the local government units
03:40because they are our partners
03:42in the implementation of our various programs and services
03:46So they should go to the LGU?
03:49Can they also go to the barangay?
03:51What if your town is far away?
03:53Sometimes it's the LGU, sometimes it's the provincial capital
03:56It could be an hour away from the town
04:02You're right, Ma'am Niña
04:04It can also go directly to your barangay officials
04:08because we also have coordination with them
04:12Like I mentioned, especially if our warehouses
04:15are located in affected areas
04:18we will immediately coordinate with the DSWD
04:21so that it can be distributed
04:23For example, there are still those who cannot receive
04:27and want to send a message to the DSWD
04:31you can also communicate with ASTRO
04:33our official communication platforms
04:35so that we can immediately address your concerns
04:38If we don't have access to social media
04:41you can also send a message to our hotline numbers
04:58Again, it's very important for us to coordinate
05:03with our local officials
05:05so that the distribution of our family food packs
05:09and non-food items will be proper
05:11and our monitoring will also be proper
05:23For cash assistance
05:25Ma'am, I will go first
05:27under the Assistance to Individuals in Crisis Situations Program
05:32How is the distribution?
05:36Well, in some regions
05:38like in Region 5
05:40we have been assisted by our countrymen in crisis
05:44There are assistance packages under AICS
05:48for families whose homes were damaged
05:54Now, here in the National Capital Region
05:56we are already adjusting the requirements
06:01so that we can implement
06:03Assistance to Individuals in Crisis Situations
06:07But in the beginning
06:09I want to mention
06:11since we are at the response phase
06:14the initial assistance we are providing
06:16are family food packs and non-food items
06:19But considering that in some areas
06:22there is a Rapid Damage Assessment and Needs Analysis
06:26where we can see the situation on the ground
06:29we are also assessing the additional assistance
06:32that we can introduce
06:34One of them is AICS or Cash for Work
06:37or Emergency Cash Transfer
06:40to support the recovery of the affected households
06:44as we enter the recovery phase
06:47As I mentioned earlier
06:49in our office
06:51since we were assisted yesterday
06:53by Secretary Rex Gatchalian
06:55we are already preparing
06:57our interventions under the recovery phase
06:59Well, of course, that includes AICS
07:02and Emergency Cash Transfer
07:04Yes. In other words, ASEC
07:06currently, the assistance provided by DSWD
07:08in cooperation with LGUs
07:10are first the food packs
07:12and then later on
07:14you will issue guidelines
07:16so that AICS can also be provided
07:19As for AICS ASEC
07:21moving forward
07:23how much will we usually provide
07:25for our countrymen?
07:27Well, that depends
07:29on the number of affected
07:31who will be eligible to be
07:33receiving either AICS
07:36or Emergency Cash Transfer
07:38and then of course
07:40the funds that are available
07:42and we are looking at
07:45for example, for National Capital Region alone
07:47and then for Region 3
07:49there are declarations of State of Calamity
07:51so we are looking at
07:53how much
07:55the amount will be
07:57but for Emergency Cash Transfer
07:59ADG
08:01we have a plan
08:03and there is a number of days
08:05then we multiply it
08:07with the minimum daily wage rate
08:11of the area
08:13and that will be our basis
08:15for providing assistance
08:17we are just determining the number of affected
08:19and the number of days
08:21that we can provide
08:23equivalent assistance
08:25Yes, that's right partner
08:27the challenge for DSWD is the data
08:29because they need a basis
08:31to issue funds
08:33for these calamities
08:35sometimes the data is not complete
08:37so you can't issue it yet
08:39we still don't know
08:41how much cash assistance
08:43will be given to our countrymen
08:45but I understand
08:47because food is also number one
08:49you need to eat
08:51and then the cash assistance will follow
08:53and speaking of data
08:55what are the areas that are affected
08:57by this storm and tsunami
08:59that you are targeting now
09:01and what are the interventions of DSWD
09:03in recovery
09:05as you have mentioned
09:07and rehabilitation phase of these areas
09:09Well, you are right
09:11we are still monitoring
09:13areas
09:15especially in Region 3
09:17the number of affected
09:19who are taking temporary shelter
09:21in evacuation centers
09:23based on our latest data
09:25the number of affected
09:27in Region 3
09:29particularly in Pampanga
09:31more than 150,000
09:33in Bulacan more than 500,000
09:35and in Sabataan more than 171,000
09:37families
09:39we are talking about families
09:41and then in Bulacan
09:43we are monitoring
09:45more than 14,000 families
09:47who are still in evacuation centers
09:49aside from this
09:51we are monitoring here in the National Capital Region
09:53that's why earlier I mentioned
09:55that we are still continuing
09:57the distribution of family food packs
09:59because we still have a lot of affected families
10:01taking temporary shelter
10:03in evacuation centers
10:05in site evacuation centers
10:07Now,
10:09in the earlier mentioned
10:11additional interventions
10:13to support the recovery
10:15of the affected households
10:17it's either emergency cash transfer
10:19or the assistance to individuals in crisis situation
10:21and then the cash for work
10:23it's really important
10:25that we have a result
10:27of the rapid damage assessment
10:29and needs analysis
10:31so we can know the number of affected
10:33and how many are still in evacuation centers
10:35or outside evacuation centers
10:37the assessment
10:39if we can return to their respective
10:41homes
10:43and of course
10:45the different kinds of interventions
10:47that were already provided
10:49so that again we know we can determine
10:51what additional interventions may be implemented
10:53to support
10:55our countrymen affected
10:57Yes,
10:59you mentioned the cash for work program
11:01as one of the possible interventions
11:03that DSWD will implement
11:05after your rapid damage assessment
11:09What is this program
11:11and how will it benefit our countrymen
11:13affected by the typhoon?
11:15Well, yeah,
11:17our cash for work interventions
11:19actually we are already doing it
11:21here in the National Resource Operations Center
11:23because aside from the volunteers
11:25we have additional
11:27countrymen
11:29that we teamed up
11:31to help with the repacking
11:33so for the number of days
11:35that they will be helping us
11:37or participating in the repacking
11:39of our family food packs
11:41they will be earning a certain amount
11:43again it's based on the
11:45minimum daily wage rate
11:47so it's the same
11:49for the affected areas
11:51for example, they need to clean
11:53their barangay or community
11:55the affected
11:57areas are encouraged
11:59to participate in the cleaning
12:01and then they will receive
12:03an allowance
12:05for the number of days
12:07that they will be helping
12:09in the community work
12:11Again, this is in cooperation with the LGU
12:13is that correct?
12:15Yes, that's correct
12:17all of our programs and services
12:19are in coordination
12:21with the local government
12:23we really put premium
12:25on helping the local government
12:27so that we can
12:29provide better assistance
12:31especially so that
12:33the LGU knows
12:35the affected areas
12:37they know who are the affected
12:39that is why DSW
12:41really partners with
12:43the LGU
12:45And since your relief
12:47operations are still ongoing
12:49how is your
12:51monitoring of the supply?
12:53And what are the
12:55main needs
12:57of the affected
12:59especially
13:01those in the evacuation centers
13:03right now?
13:05For those in the evacuation
13:07centers, of course, the need
13:09for food, that's the first
13:11thing we focus on
13:13and the non-food items
13:15like family kits
13:17hygiene kits
13:19kitchen kits
13:21if you are evacuated
13:23and affected by flood
13:25most likely you won't be able to bring anything
13:27so those are the non-food items
13:29that we distribute
13:31we also help the local government
13:33units so that they can also
13:35supply modular tents
13:37but aside from the
13:39food and non-food items
13:41that DSWD is providing
13:43we also want to mention
13:45that DSWD is also leading
13:47in camp coordination and camp management
13:49and in the protection of internally
13:51displaced persons
13:53so again, in coordination with the
13:55camp managers of the various local government
13:57units, we are making sure that
13:59there are activities
14:01for the children in the evacuation
14:03centers, there are safe spaces
14:05for the youth,
14:07women, lactating mothers
14:09elderly, and of course
14:11other members of the vulnerable sector
14:13we are also making sure
14:15that there are
14:17psychosocial interventions
14:19for our countrymen
14:21who are traumatized
14:23because of the experience
14:25of disaster
14:27and apart from that, we are also monitoring
14:29that our
14:31vulnerable sectors
14:33are given
14:35their unique
14:37needs
14:39and yeah, aside from this
14:41again,
14:43we're looking at other
14:45at our partnership
14:47with private organizations because
14:49if you could recall, DSWD
14:51is implementing a buong bansa
14:53handa project na kung saan pinanakas
14:55natin yung ating supply chain
14:57yung sa supply chain one natin
14:59is government na kung saan
15:01minaximize natin
15:03yung mga
15:05warehouses, our hubs, our spokes
15:07our last miles, that's the
15:09supply chain focus
15:11sa government. We've entered into
15:13relief prepositioning agreement with
15:15various local government units and the
15:17private organizations para magamit
15:19natin ang kanilang warehouses, makapag
15:21preposition dun because
15:23we're strengthening
15:25yung production
15:27ng ating mga family food packs. Now, the supply
15:29chain too, that's private
15:31driven. We've entered into
15:33partnerships with retailers,
15:35distributors, para
15:37madali tayo makapag-access ng mga
15:39karagdagang mga family food packs. We've
15:41entered into framework agreements with them
15:43makapag-drawdown tayo ng mga karagdagang
15:45relief items in case nakakilangan.
15:47Essentially, the buong
15:49bansa handa project aims to
15:51make DSWD omnipresent.
15:53Naandun po tayo
15:55sa bawat lugar before,
15:57during, and after a disaster.
15:59So makakaasa yung ating mga kababayan
16:01that the DSWD is
16:03ready with all of its
16:05relief items para sa
16:07ating buong bansa.
16:09Napakaraming ginagawa.
16:11Napakabusy ng DSWD because
16:13gusto nilang maging omnipresent sa lahat
16:15ng lugar during the disaster.
16:17Before, during, and
16:19after.
16:2124x7 yan eh.
16:23365 days.
16:25Huwag nating abalahin pa si Asek Dumlao at
16:27mamibigay pa ng AX yan. Maraming salamat po
16:29sa inyong oras. Assistant Secretary
16:31Aileen Dumlao, ang tagapagsalita
16:33at ASEC for Disaster
16:35Responsive Management Group ng DSWD.
16:39Maraming salamat po at magandang umaga.
