00:00Dear colleagues, it's very good to meet again here in Tokyo.
00:07Our last Quad Foreign Ministers meeting was ten months ago in New York.
00:13In that period, we have met each other bilaterally or on the sidelines of other events.
00:20Our systems, however, led by our Sherpas, have been continuously interacting.
00:26So there is much today to talk about, to agree on, and to plan ahead.
00:33These are not easy times.
00:36A major challenge is to ensure global economic growth while also de-risking it.
00:44Supply chains are a particular focus for resilience, just as we push for trusted and transparent
00:50digital partnerships.
00:53The march of technology has also acquired extraordinary proportions, holding possibilities
01:00of the very manner in which we live, think, and act.
01:05In a sense, we are in the midst of a re-globalization.
01:09At the same time, it is only our collective endeavors that can prove the international
01:14system against disruptions, man-made or natural.
01:20But we have significant additional responsibilities as well.
01:24As political democracies, pluralistic societies, and market economies, there is a key question
01:30of upholding a rules-based order.
01:33It is only our collaboration that can ensure that the Indo-Pacific remains free, remains
01:41open, stable, secure, and prosperous.
01:45The commitment to doing global good that we have all undertaken has a resonance far
01:50beyond this region.
01:52It is therefore essential that our political understanding strengthens, our economic partnerships
01:59grow, our technology collaborations expand, and our people-to-people comfort intensifies.
02:06Our meeting should send a clear message that the Quad is here to stay, here to do, and
02:12here to grow.
