00:00The Department of Education announced that classes will not be opened next week
00:06in areas affected by the typhoon earlier and in Habagat,
00:11the center of Baguita, from Ken and Paciente.
00:16Some schools will be closed on Monday, July 29
00:21because of the flooding caused by the typhoon in Habagat.
00:28According to Deputy Secretary Sonny Angara,
00:30it is expected to reach more than 70 schools.
00:34Others are not open yet.
00:36There are cities like Palabon that will start on July 31.
00:41For Valenzuela, they will be open until August 5
00:44because they are still using the evacuation center.
00:49But on the whole, so far, our report is that
00:54FCR, Region 4A, Alabarzon, and Region 3L are severely damaged
01:02because we have 400 schools that will open after July 29.
01:06In other regions, like Region 12, there are 4 schools,
01:10Malaki, San Lico, and San Marsh.
01:12However, Angara still urged other schools to continue opening classes on Monday.
01:18He said that makeup classes will be held to catch up with the days that will be lost
01:22due to the delay in opening classes.
01:25Some want us to postpone our postponement.
01:31We cannot do it because we know that next week, there will be another typhoon.
01:36We postponed it.
01:37So, those who can, please come in.
01:39Because the learning loss is very real.
01:42And that's it.
01:43Number one, we are one of the most missed classes in the world.
01:46And while we are still fixing the so-called digital divide,
01:50or our ability to have distance learning,
01:53we still need to stick to the traditional methods.
01:56According to DepEd,
01:57there are already 70 schools that have opened in 70 regions in the country.
02:02630 million pesos will be needed to compose these.
02:07While there are more than 300 schools that serve as evacuation centers in the current 6 regions.
02:13But Angara insisted,
02:15We're discouraging it.
02:16As a last resort, if there's no one to go,
02:19and there's a threat to persons and property,
02:23it's really bad.
02:24But let's put the covered courts first.
02:26That was set forth in the department order that we initiated yesterday.
02:30As much as possible, if they can return to their homes, let's do it.
02:35DBM also assured that there is enough funds for the rehabilitation of affected schools.
02:41We have a total of 3.2 billion pesos
02:44under the QRF of DepEd.
02:48This is composed of 200 million pesos continuing in 2023.
02:55And then there's 3 billion intact for 2024.
03:01And then we have available 11 billion pesos under NDRRMF.
03:08And then under the budget for this year also,
03:11we have the National Insurance Indemnity Fund.
03:15As of now, there are 18,370,310 students enrolled in elementary, junior and senior high schools,
03:24even in the Alternative Learning System for the school year 2024-2025.
03:30Meanwhile, DepEd and DBM have already signed,
03:33together with other stakeholders,
03:35the Implementing Rules and Regulations of Executive Order No. 174,
03:40or the Establishing the Expanded Career Progression System for Public School Teachers.
03:45This will serve to further educate teachers in the country,
03:49especially in their ability to become their professional development and career advancement.
03:54Half of our teacher tree is already 15 years in service,
04:02and they are still a teacher tree.
04:04So this is one of the solutions of our Career Progression System for teachers.
04:11It is no longer time-based or waiting.
04:15What the earlier speakers said about natural vacancy, hopefully.
04:20By establishing pathways for career advancement of our teachers,
04:24we are creating a positive work climate that makes them feel valued and engaged,
04:30which ultimately leads to a more stable and experienced workforce in the education sector.
04:38According to DBM, they set a budget of Php 1.1 billion for the career progression of teachers this year,
04:45while Php 6.1 billion for its full implementation next year.
04:50It is estimated that it will open a position of Php 140,000 next year.
